European Neighbourhood Policy Bilateral: Reinforced cooperation on the basis of a political and economic reform agenda: Association Agreement & Action Plan No future EU accession perspective, but priviledged partnerships with EU and possible Advanced Status (e.g. Morocco & Jordan) Regional: Since 1995 EuroMed regional cooperation focused on further regional dialogue and integration: both North- South as South-South cooperation Since 2008: reinforced regional cooperation through Union for the Mediterranean 2. Regional Transport cooperation in the Mediterranean Why? Based upon the Neighbourhood policy setting up a sustainable transport system in the Mediterranean supporting the creation of the EuroMediterranean Free Trade Area as well as free movement of people and goods through promoting regional integration, cooperation and stability. How? EuroMed Transport Forum and working groups EuroMed Transport Forum exists since 1998 under the Barcelona process; since December 2008 the Forum and its working groups are placed under the Union for the Mediterranean (Egyptian & French co-presidency); Each working group of the Forum is responsible for overseeing the implementation of the relevant RTAP actions + supported by a EuroMed Transport regional programme; Meetings of the EuroMed Transport Forum take place once a year, while working groups can take place more than once per year. 11 6. Union for the Mediteranean The Union for the Mediterranean should lead to enhanced cooperation with more co-ownership by all participants & visibility for the citizens; A number of key-initiatives (projects) fulfil these criteria - financing for these projects should be put in place asap; Tranport key initiatives: - Maritime highways (Motorways of the Seas) with specific attention to maritime safety and security; - Land highways to facilitate flow of goods and people (e.g. coastal highways and railways Trans Maghreb) Secretariat has been located in Barcelona and starting to work on the implementation of its work programme. 12
13 Working Group on Infrastructure and Regulatory Issues Development of the Trans Mediterranean Transport Network (TMN-T) efficient, interoperable, safe and secure transport network - as extension of the Trans European Transport Network to the neighbouring countries; Development of a GIS and traffic forecasts database (Action 18 of the RTAP) to support decision making on infrastructure projects; Implementation of technical assistance for the projects on the EuroMed Transport Infrastructure Priority List; Exploring ways of attracting new financing sources to transport infrastructure projects. Supported by the EuroMed Transport Main contract & CETMO contract Work document of the current status of the TMN-T 14 Working Group on Aviation Implementation of the Road-Map towards the implementation of the EuroMediterranean Common Aviation Area (EMCAA) as adopted in the Dec. 2009 Aviation WG; Exploring financing options following the impact assessment for the financing of the EMCAA; Set-up of a dedicated Mediterranean cooperation cell in the European Aviation Safety Agency (EASA); Supporting further cooperation on ATM, aviation safety & security and market opening in view of a EU Open Sky agreement. Supported by the EuroMed Aviation project + EuroMed Aviation II project (to be contracted in May 2011) 15
16 Working Group on Ports, Maritime Affairs and Short Sea Shipping - Motorways of the Seas subgroup Implementation of the Road-Map for a MoS/short sea shipping network in the Mediterranean also linking to the EU TEN-T; Supporting the development of the MoS (pilot) projects and connections to logistics platforms also involving operators. Supported by the EuroMed MEDAMOS project I & II Working Group on Ports, Maritime Affairs and Short Sea Shipping Maritime Safety working group Regional cooperation in the field of sharing AIS, VTS data also through the involvement of the Mediterranean Regional Data Server (MARES); Further cooperation with European Maritime Safety Agency (EMSA) to assure compliance with international & EU maritime safety legislation; Enhancing port state control (Paris Memorandum) compliance and quality of the maritime administrations. Supported by the EuroMed Safemed I and II project (implemented by REMPEC) 17 Working Group on GNSS Support to the regional plan on the deployment of GNSS (Galileo Navigation Satellite Services) and EGNOS signal throughout the Mediterranean region as to optimize and increase safety in transport operations; Enhancing cooperation with ESA (European Space Agency) on the installation of RIMS (ground stations) as to increase strength of EGNOS signal; Implementation of demonstrations to allow practical experience with use of EGNOS (e.g. airport approaches); Exploring financing options following the impact assessment for the financing of regional GNSS plan. Supported by the EuroMed GNSS I and II project 18

Conclusion EuroMed regional transport cooperation with ENPI countries follows a long-term common strategy as laid out in the RTAP for 2007-2013; Strategic and regional discussion taking place in the Euro Med Transport Forum and its working groups and is supported by technical, expert assistance programmes focused on regulatory reform, network planning and infrastructure development; Current emphasis is on the regional transport network development (TMN-T) and the financing of it; The knowledge, experience and results of the EuroMed MEDSTAT Transport sector group are useful and essential for all.
