1 Background The West and Central African Council for Agricultural Research and Development (CORAF / WECARD) is one of the four sub-regional organizations constituting the Forum for Agricultural Research in Africa (FARA). CORAF / WECARD works under FARA, which was mandated by the AU / NEPAD to implement the Comprehensive Africa Agriculture Development Programme (CAADP). The West Africa Agricultural Productivity Programme (WAAP) was initiated by ECOWAS with financial support from the World Bank to support regional cooperation in the agricultural sector in Africa. The objective of the program is to improve agricultural productivity while promoting regional integration as a tool to promote shared growth and poverty reduction in West Africa The objective of this call for expressions of interest is to contract the services of an individual consultant to assist the CORAF / WECARD Secretariat to develop a consolidated WAAPP annual report in a publishable format that meets CORAF / WECARD new publication policy. 2 Consultant s Mission The consultant will work with the entire staff of the ES programs in close collaboration with the one in charge of PPAAO/WAAPP, the Program Director and the Information and Communication Manager. 3. Obligations regarding the report As part of its mission, the consultant will provide CORAF / WECARD with the types of report below: An inception report, one week after the beginning of the mission. This report will show the report format as described in the tasks; An interim report at the end of its mission. This report will be the first version of the type of annual report required; A final report presenting the report prepared after taking into accounts the comments and observations of CORAF / WECARD. 4 Working language: The Consultant may choose to produce the report in English or French, and will forward it electronically to the CORAF / WECARD Executive Secretariat. 5. Remuneration In accordance with CORAF / WECARD policy on remuneration for services rendered, the consultant will receive compensation corresponding to his qualifications and level of experience. This benefit will be paid on a basis of 21 working days. 2
6. Consultant Profile The consultant should have the following profile: o Master of Science in agriculture. Doctorate or PhD is an asset; o Proven knowledge in writing, synthesis and editing of scientific papers; o Good experience in the analysis and synthesis of data; o At least five years practical experience in terms of research and agricultural development; o Good knowledge of the West Africa Agricultural Productivity Program (PPAAO/WAAPP); o Good command and working control of English and / or French; o Good knowledge of the Microsoft environment; o Available for the period of the mission. 7. Composition and submission of the applications The applications should include an expression of interest addressed to the Executive Director, and detailed curriculum vitae including the full names of the consultant, addresses, qualifications and references. 8. Selection Criteria The selection criteria include the following: i) consultant training and profile (ii) proven experience in research and agricultural development, (iii) proven knowledge in writing, synthesis and editing of document scientific papers (iv) knowledge of West Africa Agricultural Productivity Program (PPAAO / WAAPP) (v) command of the working languages. 8. Deadline for application: The deadline for submitting applications is April 2 nd 2013 at 5.30pm. Only short-listed consultants will be contacted. 9. Terms of References 1. Introduction The West and Central African Council for Agricultural Research and Development (CORAF / WECARD), composed of National Agricultural Research Systems (NARS) of 22 countries in West and Central Africa, is one of the four African Sub-Regional organizations (SRO) making the Forum for Agricultural Research in Africa (FARA). The vision and mission of CORAF / WECARD are, in essence, to achieve a sustainable reduction of poverty and food insecurity through improved competitiveness, productivity and agricultural markets in West and Central Africa (WCA). To respond efficiently and effectively to emerging challenges and opportunities in the agricultural sector, CORAF / WECARD revised in 2006, its 2007-2014 Strategic Plan. The plan revised (2007-2016), finalized and approved by CORAF / WECARD General Assembly in May 2007 aims to contribute to the achievement of the first objective of the Comprehensive Africa Agriculture Development Programme (CAADP) which is a development based on agriculture, which eliminates hunger, reduces poverty and food insecurity. One of the programs coordinated by CORAF / WECARD and which contributes to the achievement of CAADP through the Pillar IV is the West Africa Agricultural Productivity Program (PPAAO / WAAPP). Initiated by ECOWAS and supported by the World Bank, this program aims at improving agricultural productivity in West Africa through regional integration and cooperation. Specifically, the project aims to (i) increase in a sustainable and lasting manner the productivity, competitiveness and growth of the agricultural sector in Africa by facilitating the access of agricultural producers and agro-industries to improved technologies ( ii) improve the lives of consumers, particularly those affected by extreme poverty, through the provision of agricultural products at competitive and accessible prices. It is implemented in 13 countries of ECOWAS. These countries develop annually a report on the implementation of the project, which report is to be consolidated by CORAF / WECARD. 4
CORAF / WECARD recently registered in a dynamic improvement of its publication policy to improve product quality and increase its visibility. This proposed work is a translation of the publications policy. Objective of the study The aim of the service is to prepare a summarized annual report from the reports from PPAAO / WAAPP countries and the Executive Secretariat of CORAF / WECARD. Expected results 1. The illustrated summary of the annual report is available in French and English; 2. Stakeholders and partners are better informed on the the PPAAO / WAAPP implementation results. 2. Duties of the Consultant Propose to CORAF / WECARD a report format (showing the table of contents, reports and presentation analysis style of key messages, with illustrations); Exploit the annual reports of the countries and the Executive Secretariat of CORAF / WECARD to develop a consolidated summary report of 50 pages. 3. Characteristics of the rapport Usage: This report written in a clear language must be able to present "Success Stories" from the implementation of WAAPP; The report will serve to inform stakeholders on the implementation of the Agricultural Productivity Program (PPAAO / WAAPP) to guide decision-making. Target audience: All stakeholders namely: actors of the value chains of priority agricultural products from ECOWAS countries, policy makers and development partners. 4.
