1 Summary Under the provisions of the Timboon West Wind Farm Planning Permit (PA1600131), the project proponent, Timboon West Wind Farm Pty Ltd (TWWF), is required to prepare an Environmental Management Plan. The purpose of this document is to address this requirement by detailing procedures and measures by which the Timboon West Wind Farm will ensure that the construction and operation of the wind farm will not have undue impacts on the environmental values of the project site or its immediate surrounds. This Environmental Management Plan (EMP) is required to address a number of specific issues relating to potential environmental impact which are detailed in the planning permit. These specific issue are addressed in sub-plans that are included as appendices to this document. These sub-plans include: A Construction and Worksite Management Plan (CWMP); A Construction Noise Management Plan (CNMP) A Sediment, Erosion and Water Quality Management Plan (SEWQMP); A Hydrocarbon and Hazardous Substances Plan (HHSP); A Fire Prevention and Emergency Response Plan (FPERP); and A Biosecurity Management Plan (BMP). In addition to these sub-plans the planning permit requires that the Environmental Management Plan include general measures pertaining to training programs, reporting, review processes and timeframes. These general measures are addressed in this document. As detailed below, TWWF has appointed Consolidated Power Projects (CPP) to undertake the balance of plant works for the wind farm. CPP s scope comprises the design, supply, installation, commissioning and testing of all the electrical and civil works required. TWWF has appointed Vestas Australia to supply, install and commission the two 3.6 MW V126 Wind Turbine Generators. Additional detail concerning matters addressed in this EMP will be provided in CPP s Project Work Health Safety and Environmental Management Plan (WHSEMP), Vestas Environmental Management Plan (VEMP), and Vestas Worksite Health and Safety Management Plan (VWHSMP). At the date of issue, sub-contracts are still being negotiated by Vestas and CPP and hence some details of the WHSEMP, VEMP and VWHSMP have not been finalised. Once the WHSEMP, VEMP and VWHSMP have been finalised they will be appended to this EMP and this EMP will be reissued to the Responsible Authority. 2 Permit Compliance Summary This Environmental Management Plan details how TWWF will satisfy Permit Conditions No. 35 to 47 of Planning Permit PA1600131. The table below summarises how the plan achieves this outcome. Timboon West Wind Farm 1 Environmental Management Plan

Table 1: Permit Conditions No Condition How/Where Addressed 35 36 37 37a 37b 37c Before the development starts, an environmental management plan must be prepared, to the satisfaction of the responsible authority. When approved, the environmental management plan will be endorsed by the responsible authority and will then form part of this permit. Once endorsed the permit holder must publish the plan on their website. The environmental management plan: a. must be generally in accordance with the Planning Permit Application Timboon West Wind Farm, Volume 1, 2 and 3 (July 2016); b. must be prepared in consultation with the agencies specified in conditions 36 to 44 or any other agency as directed by the responsible authority; c. may be prepared in sections or stages; d. must be in accordance with all applicable EPA requirements; e. should contain all storm water runoff within the development site. f. must meet the requirements of conditions 36 to 44 below. The use and development must be carried out in accordance with the endorsed environmental management plan, to the satisfaction of the responsible authority. The environmental management plan must include a construction and work site management plan. The construction and work site management plan must include: The identification of fuels, other hazardous materials and all other potential contaminants stored or used on site during the construction phase of the wind energy facility, and appropriate storage, construction and operational methods to control any identified contamination risks; Procedures for managing potential spills and leaks and pollution incidents, including incorporation of appropriate pollution control measures outlined in EPA Publication 480 Environmental Guidelines for Major Construction Sites; Procedures to suppress dust emissions from constructionrelated activities. Appropriate measures may include water spraying of roads and stockpiles, stabilising surfaces, temporary screening and wind fences, modifying construction activities during periods of heightened winds and revegetating exposed areas as soon as practicable; EMP, CWMP, CNMP, SEWQMP, HHSP, FPERP, BMP CWMP CWMP, Section 4 CWMP, Section 4 CWMP, Section 5 Timboon West Wind Farm 2 Environmental Management Plan

37d 37e 37f 37g 37h 37i 37j 37k 37l 37m 38 38a 38b 38c Procedures for managing noise emissions from constructionrelated activities; Criteria for the siting of any temporary concrete batching plant associated with the development of the wind energy facility and the procedure for its removal and reinstatement of the site once its use finishes. The establishment and operation of any temporary concrete batching plant must be designed and operated in accordance with EPA Publication 628 Environmental Guidelines for the Concrete Batching Industry; Appropriate sanitary facilities to be provided for construction and maintenance staff, which must be designed and operated in accordance with EPA Publication 891.2 Code of Practice Onsite wastewater management (December 2008); Procedures to capture storm water runoff within the development site Procedures to retain the identification of waste re-use, recycling and disposal procedures; A timetable, where practicable, for the construction of turbine bases, access tracks and power cabling during warmer months, to minimise impacts on ephemeral wetlands, local fauna and sediment mobilisation; Procedures to ensure that construction vehicles and equipment use designated tracks and works areas to avoid impacts on native vegetation. Procedures to provide a buffer to protect any site of Aboriginal Cultural Heritage Procedures for covering trenches and holes at night, and filling trenches as soon as practical after excavation, to protect native fauna; The removal of works, buildings and staging areas on completion of the construction phase of the project. The environmental management plan must include construction noise management plan. The construction noise management plan must include: Performance requirements for noise at nearby receptors in accordance with EPA Publication 1254; procedures for measuring compliance with performance requirements; and procedures for receiving, evaluating and responding to complaints. 39 39a 39b 39c 39d 39e 39f 39g 39h 39i 39j The environmental management plan must include a sediment, erosion and water quality management plan which must be prepared in consultation with the Corangamite Catchment Management Authority. The sediment, erosion and water quality management plan must include: Identification of all construction and operational processes that could potentially lead to water contamination; Procedures to ensure that silt from batters, cut-off drains, table drains and road works is retained on the site during and after construction and replaced as soon as possible. To this end: i. all land disturbances must be confined to a minimum practical working area ii. iii. soil to be removed must be stockpiled and separate soil horizons must be retained in separate stockpiles and not mixed, and soil must be replaced as soon as possible in sequence stockpiles must be located away from drainage lines; The installation of geo-textile silt fences (with sedimentation basins where appropriate) on all drainage lines from the site which are likely to receive run-off from disturbed areas; Procedures to ensure that steep batters are treated in accordance with EPA Publication 275 Construction Techniques for Sediment Pollution Control; Procedures for waste water discharge management; A process for overland flow management to prevent the concentration and diversion of waters onto steep or erosion prone slopes; Pollution management measures for stored and stockpiled materials including waste materials, litter, contaminated run-off and any other potential source of pollution to ground or surface waters; Incorporation of appropriate pollution control measures outlined in EPA Publication 480 Environmental Guidelines for Major Construction Sites; An agreed program and appropriate capacity for annual inspection and regular maintenance of any on-site wastewater management system; Siting of any concrete batching plant and any on-site wastewater disposal treatment fields at least 100 metres from any watercourse; SEWMP, Section 3, Appendix A SEWMP, Section 4 SEWMP, Section 5 SEWMP, Section 5.3 SEWMP, Section 6 SEWMP, Section 9 SEWMP, Section 8 SEWMP, Section 9 SEWMP, Section 5, Section 8, Section 9 SEWMP, Section 7.2 SEWMP, Section 4 Timboon West Wind Farm 4 Environmental Management Plan

Assurance that best practice sedimentation and pollution control measures are undertaken at all times, in accordance with Environment Protection Authority guidelines (EPA 1991; EPA 1996; Victorian Stormwater Committee 1999) to prevent offsite impacts to waterways and wetlands. The environmental management plan must include a hydrocarbon and hazardous substances plan. The hydrocarbon and hazardous substances plan must include: Procedures for any on-site, permanent post-construction storage of fuels, lubricants, waste oil or other hazardous substances or potential contaminants to be in bunded areas; Contingency measures to ensure that any chemical or oil spills are contained on-site and cleaned up in accordance with EPA requirements. The environmental management plan must include a fire prevention and emergency response plan prepared in consultation with and to the satisfaction of the CFA. The fire prevention and emergency response plan must be generally in accordance with the Emergency Management Guidelines for Wind Energy Facilities - CFA May 2015 and must include: Criteria for the provision of static water supply tanks solely for fire-fighting purposes, including minimum capacities, appropriate connections and signage; Procedures for vegetation management, fuel control and the provision of fire-fighting equipment during declared fire danger periods; Minimum standards for access roads and tracks to allow access for fire fighting vehicles, including criteria for access to static water supply tanks for fire-fighting vehicles; A requirement that, within one month after the commencement of the operation of the wind energy facility, the operator of the wind energy facility facilitates a familiarisation visit to the site and explanation of emergency services procedures for: SEWMP, Section 11 SEWMP, Section 12 HHSP HHSP, Section 4 HHSP, Section 5 FPERP, Section 3, Appendix A FPERP, Section 7 FPERP, Section 9 FPERP, Section 6, Section 7 FPERP, Section 12 Timboon West Wind Farm 5 Environmental Management Plan

41e 41f 41g 42 42a 42b 42c the CFA (including headquarters level, the CFA Regional Office and local volunteer brigades as specified by the CFA Regional Office); i. Rural Ambulance Victoria; ii. iii. Corangamite Shire Council's Municipal Emergency Management Committee; and Victoria Police; Subsequent familiarisation sessions for new personnel of the organisations referred to in condition 41(f) on a periodic basis as required; If requested, training of personnel of the organisations referred to in condition 41(f) in relation to suppression of wind energy facility fires. The environmental management plan must include a biosecurity management plan to be prepared in consultation with DEDJTR and to the satisfaction of the responsible authority. The biosecurity management plan must include: Procedures to prevent biosecurity risks, which may include (but are not limited to): I. the cleaning of all plant and equipment before transport onto and off the site; and II. the use of material/products on site which are free of invasive plants and animals; A protocol for effective identification of biosecurity risks, early intervention to manage biosecurity risks, ongoing monitoring of biosecurity risks, trace-backs, and integrated control measures when entry, establishment or spread of specific risk targets is identified; A requirement to comply with approved government or industry standards and procedures for the identification, prevention and management of biosecurity risks that apply from time to time, which include (but are not necessarily limited to): i. the DEDJTR s Invasive Plant and Animal Management Policy Framework (undated); ii. iii. the DEDJTR s Biosecurity Guidelines for Movement of Equipment Contractors Between Farms (Note Number: AG1171 published in January 2005 and updated in July 2009); and the DEDJTR s recommended standards and practices for managing viticulture biosecurity and plant biosecurity risks. 43 44 44a 44b 45 46 47 The environmental management plan must include a training program for construction workers and permanent employees or contractors at the wind energy facility site, including a site induction program relating to the range of issues addressed by the environmental management plan. The environmental management plan must include a program for reporting environmental incidents, including: A register of environmental incidents, non-conformances and complaints, together with corrective actions taken in response to such incidents, non-conformances or complaints Identification of the person to whom reports of environmental incidents, non-conformances and complaints should be made. The environmental management plan must include a timetable for implementation of all programs and works referred to in conditions 35 to 44 above. The environmental management plan must be reviewed and if necessary amended in consultation with the responsible authority and other authorities as directed by the responsible authority every five years, to reflect operational experience and changes in environmental management standards and techniques. The amended environmental management plan must be submitted to the responsible authority for re-endorsement. Once re-endorsed, the amended environmental management plan will take the place of the earlier environmental management plan and will form part of this permit. EMP, Section 4 EMP, Section 5 EMP, Section 5 EMP, Section 5 EMP, Section 6 3 Project Summary The Timboon West Wind Farm will consist of two 3.6 MW wind turbines located on East and West Rd, Timboon West, Victoria. These two turbines will be connected to an overhead 22 kv line that runs along Boundary Rd externally to the site. As all cabling will be run underground the wind farm will not result in additional overhead power lines. Due to the relatively small size of the project a switchyard will not be required. Instead a small control building will house the electrical equipment required to connect the wind farm to the grid. Construction of the wind farm will take approximately 6 8 months. There are three main stages to the construction process, starting with construction of the access tracks, hardstands, foundations and underground cabling. Stage two sees the turbines delivered and installed using specialised cranes and highly skilled operators. The final stage involves commissioning and testing the wind farm, and connecting it the electricity grid so that the export of energy can begin. Timboon West Wind Farm 7 Environmental Management Plan

TWWF has appointed Consolidated Power Projects (CPP) to undertake the balance of plant work for the wind farm. CPP s scope comprises the design, supply, installation, commissioning and testing of all the electrical and civil works required. TWWF has appointed Vestas Australia to supply, install and commission the two 3.6 MW V126 Wind Turbine Generators. Powercor Australia will carry out the necessary works at the site and the local sub-station to connect the wind farm to the local electricity grid. During the operational period of the wind farm there will be very little activity on the site. The operation of the wind farm will not require anyone to be in attendance. Wind turbines automatically commence producing energy as the wind reaches a cut-in speed, and they likewise cease operating as soon as high wind speeds are reached. Energy produced is automatically fed into the local grid where it is utilised in the local area. Like all modern wind farms, the Timboon West Wind Farm will be remotely monitored 24 hours a day by the chosen maintenance provider. Under a long term maintenance agreement, routine scheduled maintenance will be undertaken on each turbine every six months. The maintenance function will be carried out by representatives of the turbine supply company, Vestas Australia. This maintenance will take approximately one day per turbine. 4 Training Program Prior to starting work on the site, all personnel will be made aware of the range of issues addressed in this EMP through a site specific induction program. The site induction program will cover the following: As outlined in the Construction and Worksite Management Plan: o Identification of fuels and other hazardous materials to be stored or used on site during the construction period; o Procedures for managing spills and leaks and pollution incidents in accordance with EPA requirements; o Procedures for managing dust emissions; o Procedures for managing noise emissions; o Procedures for waste re-use, recycling and disposal; o Procedures relating to construction vehicles and personnel use of designated tracks and works areas; As outlined in the Sediment, Erosion and Water Quality Management Plan: o Procedures for minimising soil disturbance; o Procedures for stockpiling; o Procedures for treatment of steep batters in accordance with EPA requirements; o Procedures for waste water discharge; o Procedures for management of overland flows; o Procedures for pollution control in accordance with EPA requirements; As outlined in the Hydrocarbon and Hazardous Substances Plan: o Procedures for managing spills in accordance with EPA requirements; As outlined in the Fire Prevention and Emergency Response Plan: Timboon West Wind Farm 8 Environmental Management Plan

o o Procedures for vegetation management in the vicinity of works; Emergency response procedures; As outlined in the Biosecurity Plan: o Procedures pertaining to cleaning of footwear, vehicles and machinery prior to entry and exit; o Procedures pertaining to the use of materials that are free of invasive species; and o The requirement to comply with approved government or industry standards and procedures for the identification, prevention and management of biosecurity risks. 5 Reporting of Environmental Incidents Environmental non-conformances, incidents and complaints will be reported to the TWWF Project Manager. The TWWF Project Manager will record all environmental non-conformances, incidents and complaints in an Environmental Incidents Register which will include the following information: Time, date and location of incident; Nature of incident; Personnel and machinery involved in incident; and Corrective measures taken in response to incident. The TWWF Project Manager will make available the Environmental Incidents Register to the Responsible Authority upon request. 6 Timetable for Implementation of Works The table below shows the current work plan for TWWF with construction work on site commencing in January 2018. APPROVED FOR THE MINISTER FOR PLANNING SHEET 18 OF 71 1 Summary Under the provisions of the Timboon West Wind Farm Planning Permit (PA1600131), the project proponent, Timboon West Wind Farm Pty Ltd (TWWF), is required to prepare a Construction and Worksite Management Plan. The purpose of this document is to address this requirement by detailing procedures and measures by which TWWF will ensure potential risks and impacts associated with the construction of the proposed wind farm are managed in accordance with the requirements of the Planning Permit. 2 Permit Compliance Summary This Construction and Worksite Management Plan details how TWWF will satisfy Permit Condition No. 37 of Planning Permit PA1600131. The table below summarises how the plan achieves this outcome. Table 1: Permit Conditions No Condition 37 The environmental management plan must include a construction and work site management plan. Appropriate measures may include water spraying of roads and stockpiles, stabilising surfaces, temporary screening and wind fences, modifying construction activities during periods of heightened winds and revegetating exposed areas as soon as practicable; Procedures for managing noise emissions from constructionrelated activities; Criteria for the siting of any temporary concrete batching plant associated with the development of the wind energy facility and the procedure for its removal and reinstatement of the site once its use finishes. Procedures to provide a buffer to protect any site of Aboriginal Cultural Heritage Procedures for covering trenches and holes at night, and filling trenches as soon as practical after excavation, to protect native fauna; The removal of works, buildings and staging areas on completion of the construction phase of the project. Section 14 Section 10 Section 13 Section 12 Section 11 Overview of the Project and the Construction Process The Timboon West Wind Farm will consist of two 3.6 MW wind turbines located on East and West Rd, Timboon West, Victoria. These two turbines will be connected to an overhead 22 kv line that runs along Boundary Rd externally to the site. As all cabling will be run underground the wind farm will not result in additional overhead power lines. Due to the relatively small size of the project a switchyard will not be required. Instead a small control building will house the electrical equipment required to connect the wind farm to the grid. Construction of the wind farm will take approximately 6 8 months. There are three main stages to the construction process, starting with construction of the access tracks, hardstands, foundations and underground cabling. Stage two sees the turbines delivered and installed using specialised cranes and highly skilled operators. The final stage involves commissioning and testing the wind farm, and connecting it the electricity grid so that the export of energy can begin. 4 Fuels, Hazardous Materials and Potential Contaminants During construction a range of hydrocarbons and hazardous substances will be used. The following have been identified as potential hazardous substances likely to be on the site during construction: Liquid fuels; Timboon West Wind Farm Construction and Worksite Management Plan 2

Lubricants and hydraulic oils (new and used); Compressed gases; Liquid concrete; and Adhesives. APPROVED FOR THE MINISTER FOR PLANNING SHEET 20 OF 71 Following completion of construction there will be no on-site, permanent post-construction storage of any fuels, lubricants, waste oil, or any other hazardous substances or potential contaminants. 4.1 Storage of Hydrocarbons and Hazardous Substances Appropriate storage for hydrocarbon and hazardous materials will be provided in accordance with the EPA Victorian Publication 347 Bunding Guidelines. Storage quantities will be kept to a minimum. All storage areas will be clearly identified with appropriate signage and labelled in accordance with Safe Work Australia Work Health and Safety (WHS) Regulations. Any material or substances that are or may be considered hazardous or dangerous to personnel or the environment shall be handled, stored, transported, used or applied according to the manufacturer's recommendations and all statutory requirements. Compressed gases will be stored in accordance with AS2030.1 2009. A register of hazardous materials used on site will be maintained and will be accompanied by the Safety Data Sheet (SDS) information and risk assessment of the substance. 4.2 Procedures for Managing Potential Spills and Pollution Incidents Spill kits will be present at all times in close proximity to works areas. The location of the spill kits will be included in the site induction and nominated persons will be trained in spill clean up. Oil and grease spills will be cleaned immediately in accordance with EPA and local government requirements. Spills will be reported to the EPA if deemed necessary. Reportable examples include; The spill enters the water or watercourse; and The spill exceeds the EPA permissible level of discharge and deposit to the environment. Contaminated spoil will be disposed of at an approved waste disposal facility and evidence of the disposal documented. 5 Procedures for Suppressing Dust Dust suppression measures will be implemented as required and will include the following where appropriate: Wetting of access roads, stockpiles and/or hard stand areas; Erection of temporary screening and/or wind fences around disturbed areas and stockpiles; Modifying construction activities during periods of high wind; and Timboon West Wind Farm Construction and Worksite Management Plan 3

Revegetating exposed areas as soon as practicable. APPROVED FOR THE MINISTER FOR PLANNING SHEET 21 OF 71 6 Procedures for Managing Construction Noise Noise will be managed in accordance with the EPA Environmental Guidelines for Major Construction Sites (Bulletin 480) and the EPA Noise Control Guidelines TG30292. Work on site will be conducted during daytime hours between 7 am 6 pm Monday to Saturday except where significant operational requirements make it necessary to extend these hours. Wherever practical, no construction work is to be undertaken on Sundays or Public Holidays, however if absolutely essential, work hours will be restricted to between 8 am 6 pm following prior notification of local residents. Prior to the commencement of construction local residents will be notified of the proposed construction schedule. Wherever possible, noisier works will be scheduled to minimise the disturbance to nearby residents, and mechanical plant will have appropriate noise abatement or noise suppression. 7 Sanitary Facilities Sanitary amenities will be provided for construction staff working on site. These facilities will be located in portable buildings that will be installed on the site for the duration of construction, and removed following commissioning. These buildings will be fitted with storage tanks that capture all waste water. Licensed waste disposal companies will be contracted to remove this waste water in accordance with local council requirements and EPA regulations. All amenities provided will comply with the requirements of EPA Publication 891.3 Code of Practice Onsite wastewater management (February 2013). 8 Procedures for Waste Re-use, Recycling and Disposal Sources of general waste and recyclable material at the project site will be: Containers, packaging and wrappings materials; Construction wastes such as scrap timber, metal and concrete; Topsoil, spoil and rock from excavations; and Domestic waste. The overriding waste strategy (in order of priority) will be avoidance where possible, followed by resource recovery, and disposal as last resort. Where waste is disposed recyclable material will be separated from general waste. The following procedures will be followed for general waste management at the project site: All waste will be removed from the site; Recycling bins and skips will be available on site; and Licensed waste disposal companies will be contracted to remove waste materials in accordance with local council requirements and EPA regulations. APPROVED FOR THE MINISTER FOR PLANNING SHEET 22 OF 71 During operation the wind farm will not produce waste water, and all rainwater runoff will be captured by a swale drain system designed to collect and discharge runoff from engineered surfaces without impacting local waterways. For a more detailed discussion of procedures relating to stormwater runoff and water quality management see the Sediment, Erosion and Water Quality Management Plan. 9 Temporary Concrete Batching Plant There will be no temporary concrete batching plant and all plant and equipment associated with concrete delivery will be cleaned off site at an accredited concrete batching plant. 10 Procedures for Construction Vehicles The following procedures will be put in place to ensure that construction vehicles and equipment use designated tracks and works areas and avoid impacts on native vegetation: Prior to the commencement of construction native vegetation and scattered trees located in the vicinity of works areas will be cordoned with highly visible bunting; The areas formed by cordoning will be marked on a site plan as Environmental Exclusion Zones, and the site plan will be placed in a conspicuous position in the site office at A3 size at the first available opportunity and will remain in place for the duration of construction; Prior to formally entering the site, all construction personnel will be required to undergo a site induction which includes information about the environmental values of the site and the measures implemented in order to protect them. During the site induction construction personnel will be provided with copies of the site plan and informed that the following constraints will apply to these areas at all times during the construction process; o No construction machinery or personnel are to enter the environmental exclusion zones; o No waste material, water, soil, stone, or any other product of the construction process is to be placed in the environmental exclusion zones; o Construction machinery and personnel are to stay on access tracks and hardstand areas at all times, except when/where it is absolutely necessary to leave such areas; o Where construction machinery or personnel have entered an environmental exclusion zone, the TWWF project manager is to be notified that an environmental exclusion zone has been entered and will be provided with details concerning the action including its location, time and nature; Where an intrusion into an environmental exclusion zone has had a material effect on an environmental value TWWF will engage a suitably qualified specialist to determine the extent of the damage caused and to develop remedial measures; and If it is deemed by the suitably qualified specialist that remedial measures are necessary, a report concerning the intrusion, including damage caused and proposed remedial measures, will be provided to the Department of Environment, Land, Water, Planning Environment Portfolio. APPROVED FOR THE 11 Procedures for Removal of Works, Buildings and Staging Areas onminister Completion of FOR PLANNING Construction SHEET 23 OF 71 Following completion of construction access tracks will remain for the life of the wind farm. Rehabilitation of the access tracks will occur on completion of decommissioning, the process for which will be detailed in the Decommissioning Plan to be prepared within six months after completion of construction as per the requirements of the planning permit. Aside from access tracks, the following components of the construction process will require removal or rehabilitation: Two turbine hardstand areas, one located at the base of each turbine; The cable trench; and The site office area. Following completion of construction the turbine hardstands and cable trench will be reinstated in their entirety. Rehabilitation of these areas will consist of: Removal of all temporary buildings; Surface re-levelling; Weed control if required; Revegetation; and Ongoing weed control for at least 2 years. Following completion of construction part of the site office area will be reused for the purposes of providing static water supply as detailed in the Wildfire and Emergency Response Plan. Being located at the entrance to the site and consisting of an engineered gravel surface in excess of 20 m x 20 m, the site office area is the ideal location for the water tank required by the CFA Emergency Management Guidelines for Wind Energy Facilities. Accordingly, a portion of the site office area will remain intact following construction for the purpose of providing a static water supply. This portion will be no larger than that which is required to meet the requirements of the CFA. That part of the site office area which is not required for the purpose of providing static water supply will be rehabilitated as per the turbine hardstands and cable trench. 12 Procedures for Covering Trenches and Holes TWWF will cover any open trenches and holes at night, and fill trenches and holes as soon as practical after excavation, to protect native fauna. The trench and hole covering procedure will consist of: Maintaining only the minimum number of necessary open trench lengths and hole numbers during daytime activities to ensure covering is practicable at the end of each day Backfilling any trenches as soon as the work is completed during daily construction Backfilling any holes as soon as the work is completed during daily construction Use of hard capping covers and/or physical barriers to prevent the ingress of fauna into any trench or hole that cannot be practicably covered overnight and poses a risk of entrapment to fauna Timboon West Wind Farm Construction and Worksite Management Plan 6

APPROVED FOR THE MINISTER FOR PLANNING SHEET 24 OF 71 13 Procedures Relating to Aboriginal Cultural Heritage A Cultural Heritage Management Plan has been prepared and endorsed for the proposed wind farm (CHMP No. 14574). As such the wind farm will be constructed in accordance with the requirements of the endorsed CHMP. 14 A Timetable for the Construction of Turbine Bases, Access Tracks and Power Cabling It is anticipated the construction of the Timboon West Wind Farm will commence in January 2018, with civil works scheduled to be completed by April 2018, meaning all earthworks should be completed before the commencement of winter 2018. For the majority of the construction period the wind farm site will only produce low level noise. High noise works, such as earthmoving and rock breaking, will only take place during the first phase of the Timboon West Wind Farm Construction Noise Management Plan 1

APPROVED FOR THE MINISTER FOR PLANNING SHEET 29 OF 71 construction process. This component of the works is scheduled to take three months, beginning in January 2018 and finishing in April 2018. The remainder of the works will consist of the delivery, erection and commissioning of the wind turbine generators and control building, all of which takes place without the need for high noise works. 4 EPA Recommendations Regarding Construction Noise Noise will be managed in accordance with the EPA Environmental Guidelines for Major Construction Sites and the EPA Noise Control Guidelines. The following procedures have been adopted from EPA Publication 1254: Prior to the commencement of construction TWWF will contact nearby residents by mail to inform them about the construction process and the process for making a complaint; TWWF will appoint a principal contact person for community queries, namely the project manager; TWWF will provide contact details through the project website, newsletters and site signage; TWWF will record complaints in accordance with the complaint response procedure outlined in in this document; TWWF will restrict high noise works (rock breaking etc.) to normal working hours, namely 7 am 6 pm Monday to Friday, and 7 am-1 pm Saturday, and by consultation with nearby residents outside these hours; and TWWF will allow low noise works to be conducted during all daytime hours, namely between 7 am 6 pm Monday to Sunday. 5 Procedures for Receiving and Responding to Complaints TWWF will investigate enquiries and complaints and determine an appropriate response within 10 working days of receiving the complaint. Outcomes of complaint investigations will be communicated to the complainant within 15 working days of receiving the original complaint, except where further investigations are required, in which case the outcomes will be communicated to the complainant when those investigations are complete. At any time during this process, a stakeholder may obtain feedback on the status of their complaint, by contacting TWWF and quoting the receipt number issued. TWWF will maintain communication with the complainant (and third parties where applicable) during the further investigations, particularly where progress may have been delayed. 5.1 Receipt of Complaints by TWWF Any complaint regarding TWWF construction noise will be directed to TWWF through the following channels: Toll free telephone number: 1800 980 710; Project email address: feedback@timboonwestwindfarm.com.au; and Project mailing address: 5-73A Rupert St, Collingwood. APPROVED FOR THE MINISTER FOR PLANNING SHEET 30 OF 71 These contact details will be included in pre-construction correspondence with nearby residents, displayed on signage located at the site entrance on East and West Rd, and will be shown on the TWWF website. Complaints received during the construction phase will be directed to the TWWF Project Manager. 5.2 Complaints Receival via Third Parties If a complaint is received by Council, DEWLP or the EPA, details of that complaint may be forwarded to TWWF. TWWF will consult with the third party and with the complainant in order to determine if the complaint will be assessed in accordance with the Complaints Procedure outlined in this document. If it is agreed that the complaint received by a third party is related to the construction and the complainant consents for TWWF to investigate, then the complaint will be assessed in accordance with the Complaints Procedure outlined in this document. If the complaint received by a third party is not deemed to be related to TWWF, the third party will retain responsibility for investigating that complaint. 5.3 Complaint Documentation Procedure The following complainant information will be used to document each complaint received: The complainant s name; Any applicable property reference number if connected to a noise background testing location; The complainant s address; A receipt number for each complaint which is to be communicated to the complainant; The time, prevailing conditions and description of the complainant s concerns including the potential incidence of special audible characteristics (for a noise complaint); and Any other details regarding the specific nature of the complaint to enable it to be clearly recorded, and to enable subsequent investigation and assessment by TWWF. These details will be recorded in a single database by TWWF which will be made available to the Responsible Authority upon request. 5.4 Complaint Investigation, Evaluation and Response Procedures For the purposes of TWWF construction noise complaint evaluation, the following evaluation procedure will apply: Details of complainant and complaint will be recorded and forwarded to the TWWF Project Manager; The TWWF Project Manager (or their appointed intermediary) will make contact with the complainant within 10 business days of the date of the complaint; In consultation with the complainant, the TWWF Project Manager (or their appointed intermediary) will attempt to resolve the complaint; If following this the complaint remains unresolved the TWWF Project Manager (or their appointed intermediary) will engage an experienced independent acoustic engineer to investigate the complaint and develop a remediation plan; and If following this the complaint remains unresolved the TWWF Project Manager (or their appointed intermediary) will forward information pertaining to the complaint, together with the investigation Timboon West Wind Farm Construction Noise Management Plan 3
