It is envisaged to allow the participants to recognize the various MFS models, get updated on the latest trends of adoption of mobile money services and the regulatory frameworks on the continent. 3

Freddy Tchala, Director General MTN Côte d Ivoire (TBC) CGAP Moderator: Mr. Ernesto Gouveia Gove, Governor, Banco de Moçambique This session will examine the opportunities and challenges faced by policymakers and financial regulators in Africa in expanding MFS. It will allow participants to be taken through concrete examples of ways countries have been maximizing opportunities, facing challenges and mitigating the risks entailed in mobile-enabled cross-border payments. The discussions are expected to highlight the steps that need to be addressed regarding regulatory issues related to relevant topics such as transactions settlement, Know Your Customer (KYC) requirements, Anti-Money Laundering and Countering Financing of Terrorism (AML/CFT) requirements, liquidity management, exchange control requirements. The session will focus on three main mobile-enabled remittance services: 1- via international remittance players connecting to mobile e-money wallet operators, 2- through a mobile e-money operator directly offering services to their customers in two neighboring countries, and 3- interconnecting two different e-money operators across borders) 4

It is expected to provide a ground for establishing effective interoperable systems while highlighting the challenges faced by both operators and regulators in implementing interoperability as an element for successful comprehensive MFS ecosystems. The session will highlight the importance of appropriate regulation and of the dialogue between the stakeholders for mutual understanding, taking into account the technical as well as the commercial aspects of interoperable models. In this regard, it will allow discussions on the roles of public and private sectors in achieving a unified vision for effective interoperable systems. The session will also provide an opportunity to showcase the AFI public-private Dialogue (PPD) platform which creates win-win solutions for all parties in expanding financial services to the unbanked. 13:30 14:30 Lunch 5

This session will allow to discuss the opportunities embedded in digital technologies in support of a more efficient microfinance sector in African countries. Jean Marius YAO, Director, Orange Money Côte d Ivoire (TBC) Moderator: CGAP (TBC) The financial landscape in Côte d Ivoire has changed recently due to new e-money issuers that are making the financial sector to adopt mobile financial services to support greater financial inclusion on an unprecedented growth rate. The overall performance indicators show that mobile enabled e-money services are growing on per capita basis at one of the fastest rates. 6

The main objective of the session is to share Côte d Ivoire s experience in successfully achieving such fast MFS expansion. Key drivers of success in Côte d Ivoire will be discussed as well as the major role played by the regulator in innovative policymaking.
