Comments on query raised at last IGG on sharp increase in objections for June 2016 Sharp increase in objections for erroneous transfer recorded in June (May 90 June 160 July 85) Increase mainly due to two losing suppliers Objections were raised against spread of gaining suppliers Analysis of cancellations from objections showed cancellations were spread across gaining suppliers On average 70% of objections for ET are cancelled, the cancellation figure for June is 73% The gaining suppliers would presumably have completed their own investigations and were satisfied to cancel No increase in objection emails or escalations received in MRSO From MRSO perspective, Market Process for erroneous transfer appears to be followed in respect of the data for June 16 Footer esbnetworks.ie

ESB Networks I-SEM Programme - General Update We are continuing to work with the RA s, the I-SEM Project and the other Meter Data Providers through the I-SEM Metering Working Group. At this time there is no change to our understanding viz No Changes are indicated to the Harmonised Retail Market Schema or the COBL D+1,D+4,M+4,M+13 Working day Settlements will operate for ESBN for the I-SEM i.e. No Change to frequency Need to concurrently operate the SEM and the I-SEM until the Re-Settlement of the SEM has completed No Meter Data will be price effecting in the I-SEM and so I-SEM will not use the Price-Effecting category I-SEM Market Trials will run from June-Sept 2017 The Go-Live date for the I-SEM is 1st Oct 2017 Discussion Request DR1182 was presented and discussed at the last IGG, and for information, no further comments or queries have been raised with us. 20 esbnetworks.ie

ESB Networks I-SEM Programme Price Effecting Units : Update Price Effecting Units SEM-O have identified 7 Supplier Units that are currently Non-Price Effecting, and they have started work with MRSO to move them to become Price Effecting in the SEM. This means that Eirgrid will become the MDP for them in the SEM. This is expected to be completed shortly. Eirgrid and SEM-O have confirmed the Units that will move from Eirgrid being their MDP in the SEM to MRSO becoming their MDP in the I-SEM. These are the current stats, at time of writing: 32 Distribution Connected GUs will become NPEG 12 SUs will become NPED The current List of Distribution Connected Price Effecting Generator MPRNs is available on the RMDS website Distribution Loss Factors RMDS Please note : this list is subject to change over time We are continuing to work closely with Eirgrid and SEM-O on the cutover implications and the timeline for their moving in the I-SEM. This will include a detailed consideration of the timelines for the I-SEM Transitional Registration Lock-Down period once it has been confirmed, and the Go-Live date for the I-SEM 21 esbnetworks.ie

ESB Networks I-SEM Programme Market Trials : Update (1 of 2) Unscripted Phase of the Market Trials & the RoI Retail Market For the I-SEM Market Trials Unscripted phase, our intention for RoI Suppliers and Eirgrid TSO is to make available For Suppliers; the 341,59x series of messages and 342 message for the Supplier s own generators. For Eirgrid TSO; the 341,59x series of messages and 342 messages including those GUs and SUs that are moved during market Trials so that MRSO becomes their MDP for Market Trials Naturally this means that if you want to get these messages from the Market Trials then you will need to have a test EMMA that is available for the duration of the Unscripted Market Trials phase We expect that the Registration Data that we will set up in the Retail Market environment for the Unscripted phase of Market Trials will mirror the I-SEM Transitional Registration details for SUs and Participant GUs This will include a practice cut-over of at least 1 of the Units that is moving from Eirgrid as MDP over to MRSO as MDP Note : we need to do more work to better understand what QH read data will be available during Market Trials for these Units given that the actual SEM MDP at that time will still be Eirgrid. Market Release Summary Next Market Release (Agreed it will not be 2016, but 2017/2018?) Decision as to when the next Schema and Non Schema releases will take place are pending the outcome to ReMCoSG action 135 (CER/UR to provide a decision around the future Co-ordinated Market Priorities and deliveries of such) and WG action 145 (CER/UR to respond to ESBN/NIEs with a position on how to progress the Schema Market Release, specifically whether ROI/NI is supported in progressing planning activity for the 2018 Schema Release as detailed in the Co-ordinated Market Retail Delivery Plan.) 2 nd November, 2016 30

DR1180 New Registrations(Place Holder) The core driver from CER for this DR is that for sites which do not elect a supplier within 5 days of energisation, should not automatically be assigned to Electric Ireland.. The difference to the current process is that for sites < 30 kva the customer will in future have to contact a Supplier of choice who will submit a registration to ESBN with the customer name, and receipt of the registration by MRSO becomes a requirement before the site is energised. This DR was brought to last Forum and Market Participants generally support the principle of a mandatory selection of a Supplier before energisation. However a number of questions have arisen with regards to how New Registrations are cancelled. This DR is now therefore on Hold until the Cooling off DR has been finalised, as the design of this will affect how New Registration cancellations are handled. At Today s Meeting: For Information as the DR completion is dependant on outcome of DR 1184 (Cooling Off period) 2 nd November, 2016 31

MCR1182 Impact of I-SEM on the Retail Market CER s Retail Market team asked ESB Networks in January 2015 to assess the impact of the ISEM on the Retail Market in Ireland.. Whilst the SEM is to undergo a radical transformation arising from changes to European legislation designed to create a single wholesale electricity market across Europe, the intention of the RA s I-SEM team is that there would be minimum impact for the Retail Market and for Meter Data Providers arising from the I-SEM. ESB Networks is one of the four Meter Data Providers represented at the I-SEM Metering Working Group and have been considering the impacts of the I-SEM. The proposed changes are fully detailed in MCR1182 and include changes to the Data Processing and the Data Aggregation Retail Market business process between ESB Networks and Market Participants. DR1184 Cooling off for COS(1/2) The customers right to the cooling off period is detailed in Directive 2011/83/EU on consumer rights, which was transposed into Irish legislations through the Statutory Instrument S.I. No. 484 of 2013 Under this directive, customers have a right to a cooling off period of 14 days. This includes situations when switching their gas and / or electricity accounts. The cooling off period allows the customer to cancel the switch within a certain time without incurring penalty. The CER have completed a review on whether or not the a cancellation process should be incorporated into the market design to allow for change of mind. Options were presented to industry for comment, this resulted in selection of an option which the majority of Suppliers supported. 2 nd November, 2016 33

DR1184 Cooling off for COS(2/2) The Competition & Consumer Protection Commission s website states that the cooling off period is 14 calendar days. The scenarios outlined in the DR were created based on 14 calendar days. Once the customer contacts the Supplier, they have up to 4 days to send the 010 and the customer has 14 cooling off calendar days to exercise their cooling off rights.(18 days total). DR1185 Small Supplier Categorisation(1/2) Currently the structure of the Small Supplier category does not facilitate the business model of a Supplier having a small number of sites but energy usage greater than 10MW power at peak demand. The proposal is to change the current categorisation and assurance approach within the Small Supplier category the threshold of < 200 sites registered will continue to be part of the criteria in qualifying and operating as a Small Supplier in the Retail Market at all times the threshold of 10MW power supplied at peak demand will not apply as criteria where a Supplier indicates that their model is one which is a small number of customers but where there will be greater than 10MW power at peak demand. 2 nd November, 2016 35

DR1185 Small Supplier Categorisation(2/2) The assurance body will determine the assurance assessment required for each Small Supplier entering the Retail Market based on the segment(s) the Supplier is entering and their Business model.
