National Conference on IPR in Agriculture: Needs and Future Prospect The national Conference on Intellectual Property Right (IPR) in Agriculture: Needs and Future Prospect was organized at Bihar agricultural University, Sabour in the chairmanship of Dr. Arun Kumar, Vice Chancellor and in the presence of Dr. M. Kumar Dean (Ag.), Dr. B. C. Saha, Dean (PGS), Dr. R.K. Sohane, DEE, Dr. Ashok Kumar, DEE, Dr. J.B Tomar, ADR, Principals of constituent Colleges, Senior Officers of the University, Scientists and farmers on 22 nd and 23 rd December. Dr. K. K. Singh, Director, Seed, Farm and Research welcomed distinguished Guest and delegates participating the conference. On this occasion renowned experts like Dr. R. R. Hanchinal, Chairperson, PPV & FRA, Govt. of India, Dr. S. M. Ilyas, Former Director, NAARM, Hyderabad, Dr. Sudhir Kochhar, Former National Coordinator, NAIP, ICAR, India, Dr. Sujit Kumar, Nodal Officer, IPR, UPCAR, Lucknow, Dr. R. C. Chaudhary, Chairman, PRDF, Gorakhpur, Dr. Ramesh Kumar, Senior Scientist, ICAR- Indian Institute of Maize Research PAU Campus, Ludhiana, Dr. U. K. Dubey, Deputy Registrar, PPV & FRA, Ranchi, Dr. P. Jha, Advocate and other experts from the country were present to put the policy, regulation and challenges related to IPR in agriculture. Dr. R. R. Hanchinal, the chief guest of the conference delivered on the Status of IPR in agriculture at National and International level while Dr. S. M. Ilyas, on IPR Protection Significance and Potential. Dr. Sudhir Kochhar described the Rudiments of Intellectual Property Rights and also dealt the Application Regulatory aspects of Agro- Biodiversity Management. Dr. R. C. Chaudhary, Chairman, PRDF, Gorakhpur shaded light over the Geographical Indications in Agriculture in India and its Pros and Cons. Dr. Ramesh Kumar, Senior Scientist, gave lecture on Plant Breeders and Farmers rights under PPV&FR Act, 2001, Dr. U. K. Dubey on Promotion of PPV&FRA- 2001 in Eastern India and Mr. A. K. Jha on the Legal cases on IPR related issues: Status in India. Dr. V. B. Patel, Professor, (Hort.), Dr. Mankesh Kumar, Dr. Satyendra, Dr. Chanda Kushwaha, Dr. Ravi Shankar Singh, Mr. Tribhuwan Kumar, and Assistant Professor- cum- Jr. Scientist, BAU, Sabour also put issues related to IPR in agriculture. Dr. V.B. Patel and Dr. Mankesh Kumar also mentioned the effort made by them to avail registration to the special fruits and crop of the Bihar respectively. Dr. Chandan Roy, Assistant Professor- cum- Jr. Scientist, Organizing Secretary of the conference extended vote of thanks. Commemoration of Kisan Divas or Farmers day at BPSAC Purnea Kisan Divas or Farmers day was observed at BPSAC, Purnea to mark the birth anniversary of Charan Singh Jayanti on 23 rd December. Dr. Pankaj Kumar Yadav O/I, NSS, addressed the students and made them aware with the biography of son of soil. Mr. Singh is credited for a slew of agrarian reforms and new policies introduced in India. Chaudhary Charan Singh also framed and implemented the famous Zamindari Abolition Act. His sincere appeal and magnetic persona garnered all the farmers against the moneylenders and landlords. He also introduced an Agricultural Produce Market Bill for the welfare of the farmers. He was a prolific writer and penned his thoughts on farmers, their problems and solutions. Ch. Charan Singh who passed away on 29 May 1987, Kisan Divas is an acknowledgement to the vision of a strong and independent Indian farmer like him. Members of the rural community and farmers organized an agricultural show and paid tribute to their beloved leader. Moreover, new policies concerned with farming, agriculture, seeds etc are announced by the government in order to reciprocate the hard labor of the Indian Kisan. The students and teachers/ staff members participated actively in the events. On this occasion Dr. V.B. Jha, Dr. J. N. Srivastava, Dr. Dilip Kumar, Dr. Anil Kumar, Sri. S.P. Sinha, Dr. Tapan Gorai, Dr. N.K. Sharma, Smt. Suman Kalyani, Smt. Kamini Kumari, Sri. J. P. Prasad, Dr. N.K. Sharma and Dr. U.K.Roy were also present. Training on Makhana and Maize harvesting and processing Machine Four days Farmers Training programme during 16-19 th December,2015 on Makhana and Maize harvesting and processing Machine was organized by BPSAC Agricultural Collage, Purnea and sponsored by BAMETI, Patna. The training was aimed at capacity building on harvesting and processing of Makhana and Maize through farm mechanization in this state. Dr. Rajesh Kumar, Associate Dean- cum- Principal, BPS Agricultural Collage, Purnea in his inaugural address told that that climate had been changing and the magnitude of change was likely to be more prominent in coming years. Therefore, mechanized agricultural systems were needed to meet the growing demands for food and feed. He also pointed out agroforestry as one of the potential options in mitigating climatic change effects through microclimatic modulation and carbon sequestration. Makhana and Maize Production as well as processing Technology would lead to capacity building to handle the changing scenario, the Principal added. PD, ATMA, Purnea in his opening remarks emphasized on the role of farm mechanization to reduce the drudgery and improving food and nutritional security in this Region. He also highlighted the role of Makhana harvester in developing and disseminating Makhana production technologies in the Koshi region. Dr A. K. Thakur, Principal Scientist, and Dr. I.S. Singh, Senior Scientist (Soil Science), ICAR- RCER Research Centre for Makhana Darbhanga also shared their views on this occasion. Dr. Pankaj Kumar Yadav, Asstt. Prof. (Soil Science), Dr. Anil Kumar, Asstt. Prof. (Horti. Fruit) and P.I. Makhana Research Project, Dr. N. K. Sharma Asstt. Prof. (Extension Education), Er. Mohan K. Sinha, Asstt. Prof. (Agril. Engg.), Shri S.P. Sinha, Asstt. Prof. (Agronomy), Dr. I.N. Sharma Ex. HOD, Plant Protection, Dr. S.B. Sah Asstt. Prof. (Entomology), Dr. Radhe Shyam Asstt. Prof. (Agrnomy), Sri A. K. Singh, DDM, NABARD, Purnea also delivered lectures on different allotted topics. Farmers from districts Katihar, Purnea and Saharsa were exposed with the various production and processing aspects of Makhana and maize and allowed to visit Makhana traditional processing plants. Sponsored Training Programme on Agricultural Marketing Deputy Director NIAM, Explained about the Role of Agriculture mandi, Food safety issues in Agricultural Marketing and Concept of national Agriculture Produce Market. Director Extension, Dr. R. K. Sohane explained about Market Led Extension Activities and Methods to identify interventions suitable for local conditions. Deputy Director Training Dr. Abhay Mankar explained about the Quality standards, Grading & Packaging Methods to be followed by farmers to obtain higher returns for their farm produce. Sri Amit Kumar, DDM, NABARD spoke on NABARD Schemes & facilities, which are helpful for the farmers. District Coordinator, UBGB, Bank Sri D.K. Two days training- cum- awareness programme sponsored by NIAM, Jaipur was organized on Agricultural Marketing on 24 th and 25 th December at K.V.K, Katihar in presence of Mr. Tarkishore Prasad, MLA (Katihar), Dr. R. K. Sohane(Director Extension Education), Dr. S.R. Singh(Deputy Director NIAM), Dr. Abhay Mankar (Deputy Director Training), Sri Amit Kumar(DDM NABARD) and Sri D.K. Ojha (District Coordinator, UBGB, Bank). Sri Tarkishore Prasad ji advised to organize more training programmes related to Agricultural Marketing, creating awareness among farming community of Katihar. Dr. S. R. Singh Ojha explained about the importance of financial literacy of farmers required for Agricultural Marketing. Sri Pankaj Kumar, SMS (EE) focused on Post harvest management and Use of ICT to get market Information. Dr. R.K. Singh explained about the Value addition.
