RFP 40860 Questions and Answers 1 (Pre-Bid Meeting) Amendment to Page 8 of 99 of the Proposal for RFQ 40860 to change from 120 days stated to 270 days for completion of project. Clarifications of drawings: PE06 to extend bus to 2 for installation of corona balls Drawings two manholes to the substation next to the control house. (PG50, PG54, PG55) S119PG14 refers to fencing (razor wire) No razor wire will be used for this project missing from original drawing submittals. This drawing will be sent out before the bids are due. Materials for GRDA1 will be returned to GRDA. All material will be delivered to the site w/ exception to breakers. Steel expected to be delivered to the site. Anchor bolts will be provided by GRDA. Hardware for bus will be provided by GRDA. A Safety orientation will be conducted @ the site once for each worker when they report to the site the first time. Will GRDA provide fiber optic cable and take care of termination? Yes How will the control house be handled for offload? This can be handled by fork truck. A crane will not be required as these will be delivered to site in pallets. Can we get Parkline manufacturer drawings? Bidders received floor plan / elevation plan. The manufacture s drawings are not available at this time. Station Service pad mounted transformers Will the duct bank be supplied by EPC? EPC (for the power house) is responsible from the substation fence to power plant. Awarded contractor will install duct bank from plant to substation fence.

How does GRDA want the spoils discarded? GRDA will accept clean spoils consisting of rock and dirt and will provide a designated area ½ mile from the site. Are there currently any outage dates? Outage scheduling will be for GRDA1. Other work will not necessarily require outages. Is there any soil boring at the site location? Yes, soil boring reports were/are supplied with drawings along with SWPP plan, etc. GRDA will be furnishing and terminating the fiber. The contractor is to pull the fiber and furnish the inner duct for the fiber. The OPGW will be installed by others.

New 345kV substation, new dead ends at generator site, modification of GRDA1 345kV substation b. Control House: the house will be furnished and erected by others. This contractor will connect the station service feeds, install the relay panels, wire the field wire into the house and install inter-panel wiring. Power wiring to the panels and to the yard shall also be installed by this contractor. c. Install and terminate all control and power cable. Test cable before installation and after installation d. Breakers Install all 345kV breakers, wire the breakers March 13, 2015 page 2of 6

e. Station Service additions install the transformers and power wiring. The HV cables will be run from a switch box at the substation fence. f. Switch additions install the HV switches, make the preliminary settings on them. g. Fencing install and ground the substation fence h. Bus installation: in GREC3 substation, at the generation site, and bus modification at the GRDA1 substation. i. Run fiber within the substations j. Other 4. Timetable of construction a. Order of work the general order of the work will be set by an agreement between the contractor and the field inspector. b. Schedules (Gantt charts) schedules are to be submitted twice a month. The schedules shall show the original schedule, the variance, completed items, and any change in timing proposed. c. Start and finish dates the start date will be shortly after the contract is signed and the insurances are filed. The end date is 120 days after NTP date. This substation in service date is a hard date. 5. Clearances from Dispatcher Generally any work involving the modifications to equipment that is in service shall be coordinated through the System Operator. On this contract most of this will be in the GRDA1 yard. 6. Discussion of Specifications a. Pay items b. Technical section c. SWPPP The Plan is administered by GRDA, and the contractor is expected to adhere to the provisions of the SWPPP in that if damage is caused by the contractor to any part of it, he shall repair it as needed. d. e. Contractor responsibilities f. Field Inspector g. Safety Reports and training records Copies of the daily safety briefings shall be provided to the Field Inspector. If the field inspector requests the safety training records of any individual, they shall be provided in a timely manner. 7. Review of drawings a. Clarifications of items on drawings i. The fiber at the Unit will be run by that contractor. The OPGW will be run by the transmission contractor. ii. Fiber in both substations will be run by this contractor. This contractor to furnish the inner duct. iii. On PE06, the bus is to be extended to 2 for installation of corona balls iv. Grounding is to be field located to go around any foundations v. There is to be two manholes added to the substation next to the control house. The drawings are to be handed out. See PG50, PG54 and PG55 b. Foundations There has been a modification to the foundation drawings. These new drawings are passed out and electronic copies will be sent. The contractor is responsible for installing all needed foundations. c. Control House move the material from the laydown area to the CH site for erection. The CH is to be erected by the CH supplier on site d. Bus work The contractor shall install the bus, fittings, and jumpers as indicated on the drawings. Any sharp edges and/or digs (dings) in the bus material shall be removed by the contractor, leaving a smooth area. e. CCVT, PTs, CTs installation f. Breakers g. Any and all material not specifically furnished by GRDA and needed to complete the project shall be furnished by the contractor b. Junction boxes on the steel for CCVTs, PTs, CTs, lighting, etc. c. All conduit and raceway d. All grounding material (including above and below grade) e. All control and power wire and cable f. Rock and seeding 11. Work done by others a. 12. Site issues a. Conditions fog entry issues b. Work at the new unit there are additional restrictions while working at the new unit. c. Restrictions must stay in work location d. Security checks - all will need ID badges to enter the site. Will be subject to background checks e. General Security and entry no personal vehicles will be allowed past the gate. It would be best to use company vehicles to get workers into the site. f.
