Workshop on Phytosanitary International Plant Protection Convention - IPPC Phytosanitary regulations and the movement of seed Odilson L. Ribeiro e Silva IPPC Standards Committee Seed Association of the Americas 30 September 2008- Brasília
International Plant Protection Convention Vision: The world s plant resources protected from pests since 1929 Previous IPPC International Agreements 1881: International Convention - Phylloxera (November 3rd/1881) 1889: Berna Aditional Convention (April 15th/1889) IPPC - Four editions 1929 1951-1979 - 1997
The IPPC - 1997 In pursuing our vision, contracting parties to the IPPC shall institute only phytosanitary measures that are: technically justified, consistent with the pest risk analysis least restrictive, and minimum impediment to the international movement
Balancing Act Protecting plants Facilitating trade
IPPC Institutional relationship Health OIE WHO Codex WTO Commerce NPPOs IPPC AGRICULTURE Food and Agriculture FAO CBD Environment
The IPPC The IPPC, is one of the three international standard setting bodies recognized by the WTO-SPS Agreement The term plants includes seeds
Commission on Phytosanitary Measures (CPM)
CPM Governing body of IPPC meets annually 170 contracting parties RPPOs and Observers (SPS/OMC, Codex, CBD, others) develops elop IPPC Secretariat et t work plan sets priorities
CPM Attended by contracting party representatives Your IPPC contact points may be found at: www.ippc.int
International Standards for Phytosanitary Measures (ISPMs) Provide guidance to National Plant Protection ti Organizations (NPPOs) on setting up phytosanitary systems Recognized by WTO as reference
The standard setting gprocess
ISPMs IPPC standard setting process allows for: Experts are nominated to develop standards Members to review and provide comments Standards Committee considers comments CPM adopts ISPMs
ISPMs Currently there are 31 adopted ISPMs and 1 recommendation adopted Currently there are 5 Technical Panels Fruit flies Glossary Treatments t Forest Diagnostic
Most seed related ISPMs ISPM nº 2 Framework for pest risk analysis ISPM Nº 11 Pest risk analysis for quarantine pests, including analysis of environmental risks and living modified organisms ISPM Nº 19 Guidelines on lists of regulated pests ISPM Nº 21 Pest risk analysis for regulated non-quarantine pests ISPM Nº 27 Diagnostic protocols for regulated pests ISPM Nº 28 Phytosanitary treatments for regulated pests ISPM Nº 31 Methodologies for sampling of consignements
Most seed related specifications - Pest risk management for plants for planting in international trade - Revision of ISPMs No. 7 and 12 - Import of plant breeding material for scientific research, education or other specific use
Seeds X Phytosanitary risks Differentiate risk for different seed technologies and seed species Common understanding seed as high risk material Controlled process from laboratory to certification process Protection of seeds reconditioned and/or treated seed coated, seed pelleting Tradition o of trade without non conformities o
How can you participate in standard setting process?
Actions Link to the IPPC through your: NPPO -National Plant Protection Organizations and/ or RPPO- Regional Plant Protection Organization
Actions Get to know and engage: your IPPC contact point and your representative to the CPM
Actions Provide your NPPO or RPPO with your comments during the standard setting process including consultation period: Example: ISPMs No. 7 (Export certification system) and No. 12 (Guidelines for phytosanitary certificates)
Actions Provide your NPPO or RPPO with: your nominations for experts that draft ISPMs your point of view on the agenda points presented for discussion at the annual CPM
Seed industry and IPPC relationship The world wide seed industry should help to develop international regulation that will provide confidence to NPPOs on the phytosanitary status of a consignment of seeds to facilitate trade and germplasm exchange.
