POSITION ANNOUNCEMENT Continuous Qualify Improvement (CQI) Specialist - JNRMCBCF Page 1 POSITION TITLE: STATUS: CLASSIFICATION: PROGRAM: POSITION RESPONSIBILITIES: Continuous Quality Improvement (CQI) Specialist Full Time Hourly JNRM Cleveland, Ohio Responsible for quality assurance, CQI development, and tracking of program outcome measures. Responsible for data collection and analysis, report writing, and the development and oversight of the facility s implementation of Evidence Based Practices (EBPs). Essential functions of this job include, but are not limited to: Educates and trains employees (formal and documented training) about the use of EBPs, core correctional practices, EPICS II, fidelity, etc. Evaluates employee implementation of EBPs including their overall progress and goal achievement. Provides feedback to employees regarding the same. Communicates progress to supervisory employees in an accurate and timely manner. Develops an implementation plan in conjunction with the Program Manager, Program Administrator, and Program Coordinator. Assesses progress of implementation plan, evaluates achievement, and develops a sustainability plan. Mentors and develops the proficiency of supervisory employees and peer coaches with EBP in order to sustain effective use of same. Assists in the creation and delivery of new quality assurance instruments. Collects and organizes existing quality assurance tools. Assists in the development of fidelity instruments. program delivery quality as directed. Page 2 Effectively works with the courts, programs and other institutions to gather data on arrest, conviction and incarceration of offenders. Keeps up-to date with current research on effective interventions for offenders. Administers assessment and data collection tools in an accurate and timely manner. Assists in the development, implementation, and the evaluation of program procedures as needed. Develops peer coach criteria and assists program supervisors in the identification of peer coaches. Solicits client input regarding program improvements and achievement. Utilizes available technology to monitor staff interactions. Participates in internal and external committees and task forces as necessary. Assists in the creation and monitoring of individual program strategic plans e.g., facility and Facility Governing Board. Provides information to program management regarding how well programs are operating. Assists program employees through individual and group conferences in analyzing facility problems. Provides recommendations for improvement in an accurate and timely manner. Initiates/completes required statistical reports in an accurate manner and submits them to supervisor on a timely basis. Stays knowledgeable of community corrections and criminal justice programs and communicates pertinent research information to the courts and other stakeholders as needed. Searches sources, such a reference works, literature, documents, internet, newspapers, and statistical records to obtain data on assigned subjects. Analyzes and evaluates applicability of collected data in an effective manner. Maintains accurate records of data collected. Complies with Agency record retention policy. Participates in audit preparation. Ensures quality of audit documentation. Informs and advises direct supervisor of requirements and needs of the program necessary to maintain standard compliance and/or to enhance program and services offered in an accurate and timely manner. Assists the Program Administrator and Program Coordinator with the preparation of accurate monthly, quarterly, and annual reports. Maintains monthly program statistics of case management tracking tools. Provides documentation of same to Program Coordinator/Program Administrator in an accurate and timely manner.
Page 3 Assists with the creation of client outcome studies in order to evaluate program effectiveness. Develops, reviews, and recommends revisions of program policies and procedures to supervisor. Maintains and tracks facility progress solely and/or in conjunction with the Research Department. Provides effective in-service training for staff in areas such as EBP, CBT, EPICS II, CCP, and new policies/procedures/contract/accreditation requirements. Reviews all available information about clients and their program requirements. Conducts/monitors case management meetings monthly. Conducts quality assurance supervision to ensure the use of EBPs within the facility. Attends team and committee meetings as assigned. Utilizes available technology to monitor employee-client interactions. Manages time and organizes work demands appropriately. Meets deadlines established by the management team. COMMUNICATION AND INTERPERSONAL SKILLS Represents the Agency at designated community proceedings Prepares and maintains accurate records, documents, and outside correspondence according to Agency specifications. Facilitates and maintains productive communication while maintaining a professional, prosocial relationship with clients and employees. Maintains appropriate boundaries with clients and employees. De-escalates potentially volatile situations between clients when necessary utilizing cognitive-based intervention strategies. MODELING SKILLS Demonstrates an ability to model effective interactions with clients on a consistent basis. Speaks positively about the program, staff, and the Agency. Speaks positively about programming, law enforcement, court, and the law in general. Verbalizes prosocial thinking.

Maintains client and staff confidentiality according to Agency policies and procedures; state law; and federal regulations to include Confidentiality on Alcohol and Drug Abuse Patients Records, 42 C.F.R. Part 2 and the Health Insurance Portability and Accountability Act of 1996 ("HIPAA"), 45 C.F.R. Parts 160 and 164. Obtains required training hours on an annual basis. Attends team meetings, Advisory Board meetings, and other required meetings. Attends staff meetings and required training sessions. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate. Bachelor s degree in Behavioral Science or related field and two years experience in case management or equivalent position required. Must have a valid driver s license, reliable transportation, and a driving record that does not preclude the employee from being covered by Agency liability insurance. Must have the ability to effectively work with Agency employees, outside contacts, and a diverse client population.
