G ESW56901 1. Scope This specification shall apply to the requirements of controlled substances for use in selecting materials for the parts which are delivered to Mitsubishi Fuso Truck & Bus Corporation and/or related companies for complete vehicles including any direct and indirect materials for vehicles or parts. F 2/3 2. Applicable vehicle This specification shall apply to the vehicles which are sold in Japan, EU, and all the other destinations. 3. Definition of controlled substances for use Substances to be prohibited or reduced, such as hazardous substances or environmentally undesirable substances which are restricted in order to protect human health and the environment; they are either not permitted to be contained in materials and parts, or may be used only for a specific purpose. 4. Requirements (1) Requirements related to EU ELV Directive 2000/53/EC The vehicle sold in EU shall conform to EU ELV (2000/53/EC). As a rule, the use of Lead, Mercury, Cadmium and Hexavalent Chromium shall be prohibited. Conditions of exemption shall be defined in Annex II Exemption (Table 1). In the future, Annex Ⅱ shall conform to the regularly revised contents. For reference, Annex II shall be shown in appendix 1 including the revised content (2011/37/EU) which was executed in March 2011. In case of materials and components which are exempted until expiry data, the supplier shall report on the content which correspond beforehand. And for KD parts the delivery of the parts shall be started at least 10 months before their expiry date, for local parts the delivery of the parts shall be started at least 8 months before their expiry date. ESW56901 F 3/3 (2) Demands concerning new model sold in Japan after January 1, 2005(*1) The new model sold in Japan shall conform to Environmentally hazardous substances (*2) Voluntary activities of JAMA. Based on the reduction target of environmentally hazardous substances in JAMA which is shown in Table 2, the environmentally hazardous substances shall be prohibited or restricted. Lead has been already restricted independently since December 2000 (The targeted reduction is set to the amount of use in the entire vehicle). However, as it does not restrict the use for individual parts, lead is not targeted in these demands. (*1) New model: Compared with existing model, new model means newly developed model which has totally different basic structure and external appearance or full change model which has drastically changed basic structure and external appearance. (*2) Environmentally hazardous substances mean controlled substances for use in this specification. HBCD (*3) (Hexabromocyclododecane) shall not be used for fiber parts for interior (curtains, seats, carpets, trims, roof linings, beds, etc.) and plastic parts. The delivery time for the parts shall be appropriately adjusted by the discussion with Production Division. (*3) A kind of a brominated flame retardant (4) Prohibited substances defined in GADSL (Global Automotive Declarable Substance List) Regarding all the vehicle parts sold in Japan, EU and all the destinations in the world, the substances which are classified into P in GADSL shall be prohibited from using. The substances classified into D/P shall be prohibited from using depending on the uses of purpose. In case the substances, which have high potentialities to be restricted in the future, and are on the Candidate List of SVHC of REACH, are used for the vehicles sold in EU, consult Testing Office Strength & Material Testing Department for alternatives. ESW56901 F 4/ 5. Supplier s Responsibility (1)The supplier shall be obliged to fulfill all the requirements contained in this specification. When required by MFTBC, the supplier shall register material information of the parts (including any direct and indirect materials) at IMDS (International Material Data System). When special requests such as the report form are designated, the supplier shall conform to these requests and report accordingly. (2)In response to amending of the related directives, laws, regulations, administrative provisions, etc., the supplier shall fulfill all the requirements contained in the latest ones. When the use of controlled substances can not be avoided for improving the safety, reducing the emission, improving the fuel consumption, etc., and it can be proven that equivalent alternative substances are not available, the supplier shall control the application of controlled substances, and shall report to Purchasing Department and related Designing Department for obtaining the approval in advance whether there is a request or not. In case of non compliance to a requirement in this specification without approval, the supplier shall have full responsibility. 6. Designation This specification shall be designated in drawings as follows: Material Specification ESW56901 Controlled Substances for Use 7. Steel for machining purposes and batch hot dip galvanised steel containing up to 0.35% lead by weight 1(b). This exemption does not cover the use of lead in: glass in bulbs and glaze of spark plugs dielectric ceramic materials of components listed under 10(b), 10(c) and 10(d). 10(b). Lead in PZT based dielectric ceramic materials of capacitors being part of integrated circuits or discrete semiconductors. 10(c). Lead in dielectric ceramic materials of capacitors with a rated voltage of less than 125V AC or 250V DC 10(d). Lead in dielectric ceramic materials of capacitors compensating the temperature ~ related deviations of sensor in ultrasonic sonar systems Vehicle type approved before 1 January 2016 (This exemption shall be reviewed in 2014) 11. Pyrotechnic initiators Vehicles type approved before 1 July 2006 12. As an anticorrosion agent of the carbon steel cooling system in absorption refrigerators in motorcaravans up to 0.75 weight% in the cooling solution except where the use of other cooling technologies is practicable (i.e. available on the market for the application in motor caravans) and does not lead to negative environmental, health and/or consumer safety impacts Mercury 15(a). Batteries for electrical vehicles before 31 December 2008 Notes: A maximum concentration value up to 0 1% by weight and in homogeneous material for lead hexavalent chromium and mercury and up to 0 01% by weight per homogeneous material for cadmium shall be tolerated. The reuse of parts of vehicles which were already on the market at the date of expiry of an exemption shall be allowed without limitation since it is not covered by Article 4(2)(a). Spare parts put on the market after 1 July 2003 which are used for vehicles put on the market before 1 July 2003 shall be exempted from the provisions of Article 4(2)(a) (*). (*) this clause shall not apply to wheel balance weight carbon brushes for electric motors and brake linings.
