Job Title: Wage Status: Department: Reports To: Approved By: Donna ISO - Human Resources Office Exempt Business Office Superintendent Board of Trustees SUMMARY: Direct and manage the operation of all financial and business affairs of the district including accounting, payroll, purchasing, and technology. Serves as the chief financial advisor to the superintendent and board of trustees. Attendance at all Regular and Special Board Meetings is mandatory. QUALIFICATIONS: EDUCATION: Bachelor's degree in accounting with Masters of Business Administration, preferred EXPERIENCE: Five (5) years accounting or finance experience in school business management CERTIFICATES, LICENSES, REGISTRATIONS: Certified Public Accountant (Active Certificate), preferred OTHER SKILLS AND ABILITIES: Advanced technical knowledge of school finance, budgeting, accounting system, and economics; Working knowledge of financial applications and accounting; Strong communication, public relations, and interpersonal skills; Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing; Ability to interpret policy, procedures and data; Ability to manage budget and personnel; and, Ability to coordinate district functions. ESSENTIAL DUTIES AND RESPONSIBILITIES: Fiscal Management 1. Keep the superintendent informed on the business of the district; 2. Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in the process, implementation, and maintenance; 3. Maintain a continuous auditing program for all funds and assist the district's independent and internal auditors in conducting the annual or periodic audit; 4. Ensure that accounting systems comply with applicable laws and regulations including Texas Education Agency Bulletin 679 and Financial Accounting Manual; 5. Develop period cash flow analysis to aid in determining cash available for investment and payment of bills. 6. Maintain the district investment po1tfolio; 7. Oversee preparation of monthly bank reconciliation for the operating, special revenue, debt service, construction, tax, cafeteria, and athletic accounts; review reconciliation of vendor and payroll clearing accounts; 8. Approve all budget adjustments, additions, and deletions; 9. Review and approve all purchase orders and check requests and maintain control of budget by 1

Assist in the preparation of the budget and development of long and short-range objectives for the business operations of the district; 11. Plan and conduct needs assessments for improvement of district business operations. Work with district personnel to project student enrollment, staffing requirements, building and facility needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement. 12. Administer the business office budget and ensure that programs are cost-effective and funds are managed prudently; 13. Provide leadership to achieve cost-effective practices throughout the district; 14. Ensure that business operations support the district s goals and objectives; 15. Performs other duties as assigned by the immediate supervisor. Policy, Reports, and Law 16. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area of business operations. 17. Compile, maintain, and file all physical and computerized reports, records, and other documents required. 18. Prepare and evaluate monthly financial statements and related budget reports; 19. Prepare and publish comprehensive annual financial report in compliance with Association of School Business Officer (ASBO) standards; 20. Develop semi-annual financial information for submission of data to T.E.A. 21. Prepare quarterly and final reports for all federal funds. 22. Performs other duties as assigned by the immediate supervisor. Purchasing and Inventory 23. Maintain accurate and current computerized inventory records of the district's fixed and movable assets; 24. Supervise maintenance of a timely replacement cost asset listing for insurance purposes; 25. Supervise the preparation of bids and bid specifications; 26. Receive and open bids; tabulate results and prepare written recommendations; 27. Performs other duties as assigned by the immediate supervisor. Personnel Management 28. Prepare, review, and revise business department job descriptions; 29. Develop training options and/or improvement plans to ensure exemplary business operations; 30. Evaluate job performance of employees to ensure effectiveness; 31. Recruit, train, and supervise personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal; 32. Observe employee performance, record observations, and conduct evaluation conferences; 33. Performs other duties as assigned by the immediate supervisor. Community Relations 34. Demonstrate awareness of district-community needs and initiate activities to meet those needs; 35. Performs other duties as assigned by the immediate supervisor. Other 36. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. PHYSICAL DEMANDS: Occasional absences are understood but regular attendance is required. While performing the duties of this job, the employee is regularly required to walk and talk or hear. The employee frequently is required to stand and sit. The employee is occasionally required to use hands to finger, hand le, or feel objects, tools, or controls; reach with hands and arms; and stoop, knee l, crouch, or crawl. Specific vision abilities required by this job include close vision, distance vision, and depth perception. Light to moderate lifting is required. Frequent district-wide and state travel is required. This job requires the ability to handle and balance multiple demands at the same time. This position also requires meeting deadlines with severe time constraints, interacting with the public and staff and enduring irregular or extended work hours.
