Reporting Formalities Directive implementation in Finland Directive 2010/65/EU on reporting formalities is aiming at simplifying the reporting formalities by implementing NSW-systems All MS are obliged to transpose the directive into national legislation by 19.5.2012 and implement electronic NSW-systems before 1.6.2015 Data to be collected by these NSW s can be dividede into three groups: First class comprises of information stemming from EU legislation General ship s arrival/departure notification ISPS-notification Hazmat-notification Waste notification Second class comprises of information stemming from IMO/FAL Convention IMO/FAL forms 1-7 plus maritime declaration of health Third class comprises of information stemming from national requirements such as information for fairway taxes in Finland <PVM> <Laatija> 2 <Toimialue>

Present situation Maritime authorities and other stakeholders collect, store, exchange and analyze maritime traffic information with various systems. Portnet is legal SW-system for information collected according to RF-directive (2010/65/EU) in Finland. Many of the information systems are operated by authorities to maintain a comprehensive real-time maritime traffic situation for their own activities related to safety and security. Availability and quality of the information have become more important. <PVM> <Laatija> 6 <Toimialue>

Portnet as NSW for maritime reporting formalities; Implementation of new directive on reporting formalities 18.5.2012 Portnet is the electronic data management system for NSW Main stakeholders of the system can be divided into following user groups Data providers ->ship master, ship manager or ship agent Monitoring of reporting obligations -> Finnish customs Surveillance of maritime traffic situation -> Maritime authorities Utilizers of data -> Finnish ports, research institutes, statistics office Browsers of public ship call information -> Logistics companies Brief statistics of the use of Portnet There are over 40.000 ship calls annually There are thousands of annual users All the main ports in Finland receive their traffic information electronically Largest ship agencies are sending information electronically Portnet is operated by Finnish Transport Agency <PVM> <Laatija> 9 <Toimialue>

VISIO Customs point of view (SSN/BlueBelt) The NSW covers all formalities of the RFD, but not the ENS/EXS Single market act II -> Target to finalize the EU Internal Market Possible solution -> Blue vessels -> Community status as default Simplify the administrational procedures of RSS SSS and vessels visiting 3rd countries ports -> provide proof of community status for goods by using harmonised e-manifest ->ICS (EU/ENS) Harmonised e-manifest (initiate the work towards e-cargo manifest) Part 1 = Arrival notification Part 2 = EU/ENS (security plus cargo information) lodged each Bill of lading issuing maritime carrier having cargo on the arrivng vessel Transmission of e-cargo manifest between NSW-sytems ICS repository The above mentioned procedure requires amendment to Annex 30A CCIP <PVM> <Laatija> 11 <Toimialue>
