Reporting Formalities Directive implementation in Finland Directive 2010/65/EU on reporting formalities is aiming at simplifying the reporting formalities by implementing NSW-systems All MS are obliged to transpose the directive into national legislation by 19.5.2012 and implement electronic NSW-systems before 1.6.2015 Data to be collected by these NSW s can be dividede into three groups: First class comprises of information stemming from EU legislation General ship s arrival/departure notification ISPS-notification Hazmat-notification Waste notification Second class comprises of information stemming from IMO/FAL Convention IMO/FAL forms 1-7 plus maritime declaration of health Third class comprises of information stemming from national requirements such as information for fairway taxes in Finland <PVM> <Laatija> 2 <Toimialue>

Present situation Maritime authorities and other stakeholders collect, store, exchange and analyze maritime traffic information with various systems. Portnet is legal SW-system for information collected according to RF-directive (2010/65/EU) in Finland. Many of the information systems are operated by authorities to maintain a comprehensive real-time maritime traffic situation for their own activities related to safety and security.
