Background & History Why a State Green Building Code? AB 32 - Global warming & greenhouse gas emissions (GHGs) Buildings are the 2 nd largest contributor to GHG emissions Reduce GHG emissions to 1990 levels Reduce grid-based electricity by 20% in state owned buildings by 2015

Background & History (cont.) California Building Standards Commission was mandated by the State legislature to create new green building regulations to regulate construction for compliance with provisions of AB 32 Developed by CBSC with help from HCD, DSA, SFM, CEC

CalGreen Code is Part 11 of Title 24, California Code of Regulations Developed by CBSC with help from HCD, DSA, SFM, CEC Not based on any existing model green code such as ICC model code Original effective date August 1, 2009 Not a points based plan such as LEED or other rating system for compliance

Chapter 1 Administration Section 101.2 Purpose Purpose- to improve public, health, safety and general welfare by enhancing the design and construction of buildings through the use of building concepts having a reduced negative impact or positive environmental impact and encouraging sustainable construction practices in the following categories:

Chapter 1 Administration (cont.) 101.3 Scope. shall apply to every newly constructed building or structure not the intent that this code be identified as meeting the certification requirements of any green building program.

Chapter 1 Administration (cont.) 101.4 Appendices. are not mandatory unless specifically adopted by a city, or county 101.7.1 Findings and filings. (amendments) shall make express findings for each amendment based upon climatic, topographical or geological conditions. Other sections in Chapter 1 have similar text to CBC & CRC

Chapter 2 Definitions 201.3 Terms defined in other documents. Can use definition from other state codes if not specifically defined in this code. 201.4 Terms not defined. shall have ordinarily accepted meanings

Chapter 2 Definitions (cont.) Green building- A holistic approach to design, construction, and demolition that minimizes the building s impact on the environment, the occupants and the community.

Chapter 3 Green Building 301.1 Scope Buildings shall be designed to include the green building measures specified an mandatory in the application checklists contained in this code. Voluntary green building measures may be included in the design and construction of structures covered by this code but are not required unless adopted

Chapter 3 Green Building (cont.) 302.1 Mixed occupancy buildings Each portion shall comply with specific green building measures applicable to that occupancy 303.1.1 Tenant improvements. The provisions of this code shall apply only to the initial tenant or occupant improvements to a project. Section 304 Voluntary tiers 301.4 purpose. Voluntary tiers are intended to further encourage building practices that improve public health, safety and general welfare

Chapter 4 Residential Mandatory Measures Residential mandatory measures are separated into five divisions or sub-chapters Division 4.1- Planning and Design Division 4.2- Energy Efficiency Division 4.3- Water Efficiency and Conservation Division 4.4- Material Conservation and Resource Efficiency Division 4.5- Environmental Quality

Division 4.1 Planning and Design 4.106 Site Development 4.106.1 General Preservation and use of available natural resources Minimize negative effects of the construction and future building on the site and adjacent areas Through evaluation and careful planning

Division 4.1 Planning and Design (cont.) 4.106.2 Storm water drainage and retention during construction Similar to NPDES construction requirements On-site stormwater drainage & retention Compliance with any local storm water ordinances 4.106.3 Surface drainage Management of stormwater runoff once the project is completed

Division 4.2 Energy Efficiency 4.201 General HCD does not regulate mandatory energy efficiency standards in residential buildings Refers you to the California Energy Code for mandatory requirements Refer to note the California Energy Commission believes specifically, a green building should achieve at least a 15% reduction in energy usage when compared to the State s mandatory energy efficiency standards. HCD does not require compliance with levels beyond those required by the Energy Commission.

Division 4.3 Water Efficiency and Conservation 4.303 Indoor water use 4.303.1 20% savings in overall indoor use Two methods for achieving this Provide a schedule of plumbing fixtures showing a 20% reduction per Table 4.303.2 Provide calculations showing a 20% reduction in the water use baseline as established in Table 4.303.1 *See footnote 3 for occupant calculation

Division 4.3 Water Efficiency and Conservation (cont.) 4.303.2 Multiple showerheads Combined flow rate of all heads shall not exceed maximum rate in Table 4.303.2, or Shower designed to only allow one showerhead to in use at one time, or Use the calculation method with maximum combined flow rate of 2.5 gpm (per exception) Note: These provisions effective July 1, 2011

Division 4.3 Water Efficiency and Conservation (cont.) 4.304 Outdoor Water Use 4.304.1 Irrigation controllers Automatic controllers installed at the time of final inspection must be: Weather or soil moisture-based to automatically adjust to plants needs as weather conditions change, or Weather-based controllers with integral rain sensors

Division 4.4 Material Conservation and Resource Efficiency 4.406 Enhanced Durability and Reduced Maintenance Seal openings per the CEC Or, where there is concern about rodents seal with mortar, masonry or similar method

Division 4.4 Material Conservation and Resource Efficiency (cont.) 4.408 Construction Waste Reduction, Disposal and Recycling Recycle and/or salvage minimum 50% of construction waste Construction waste management plan Applies where jurisdiction has no ordinance Applicant must submit a waste management plan for approval by enforcing agency that includes the 5 items listed in 4.408.2

Division 4.4 Material Conservation and Resource Efficiency (cont.) 4.410 Building Maintenance & Operation Requires an operation & maintenance manual be placed in the building at the time of final May be in one of several formats including written manual, CD, web-based manual for owner Must include all 10 items listed in 4.410.1 Must remain with the building throughout the life cycle of the building How will this be enforced by local agency?

4.501.1 Scope Division 4.5 Environmental Quality Reduce air contaminants that are odorous, irritating and/or harmful to the comfort and well being of a building s installers, occupants, and neighbors 4.503 Fireplaces- direct vent sealed Wood / pellet stoves- EPA, AQMD, local ord.

Verification/documentation of compliance- per request of local enforcing agency

Division 4.5 Environmental Quality (cont.) 4.405 Interior Moisture Control 4.505.2 Concrete slabs moisture barrier required 4.505.3 Moisture content of building materials Water damaged materials can t be used Protect framing lumber from rain Moisture content of framing lumber 19% max. prior to enclosing- provide proof to enforcing agency Insulation protected from moisture, damaged material should be replaced

Division 4.5 Environmental Quality (cont.) 4.506 Indoor Air Quality and Exhaust 4.506.1 Bathroom fans Energy Star compliant Terminate outside building Be controlled by a humidistat (readily accessible) Capable of adjustment between 50% & 80%

Chapter 5 Non-Residential Mandatory Measures Non-residential mandatory measures are separated into the same five divisions or sub-chapters as the residential mandatory measures Many of the mandatory requirements are very similar or identical to those outlined in Chapter 4

5.101 General 5.101.1 Purpose Division 5.1 Planning and Design Outlines methods for site planning, design and development that include environmentally responsible site selection, building design, building siting and development to protect, restore and enhance the environmental quality of the site and respect the integrity of adjacent properties

Division 5.1 Planning and Design (cont.) 5.106 Site Development 5.106.1 Storm water pollution prevention plan Less than 1 acre- develop a SWPP per NPDES requirements or local ordinance Over 1 acre- additional requirements per local jurisdiction & state requirements

Division 5.1 Planning and Design (cont.) 5.106.4 Bicycle parking and changing rooms Short term- where project will have visitors Permanent bike racks within 100 feet of entrance Number of bike spaces based on 5% of parking Long term (buildings over 10 occupants) Secure bike storage for 5% of parking Covered lockable enclosures Lockable bike rooms Lockable bike lockers

5.201 General Division 5.2 Energy Efficiency California Energy Commission will continue to adopt mandatory building standards Refer to note the California Energy Commission believes specifically, a green building should achieve at least a 15% reduction in energy usage when compared to the State s mandatory energy efficiency standards.

Division 5.3 Water Efficiency and Conservation 5.303 Indoor water use 5.303.1 Meters Buildings over 50,000 sf must have separate water meters for: Every tenant projected to consume more than 100 gal/day All laundry, cleaners, restaurant or food service, medical or dental office, laboratory, beauty salon, barber shop projected to consume 100 gal/day Any building within a project or space within a building projected to use more than 1,000 gal/day must have a separate meter

These provisions not in residential mandatory requirements 5.303.4 Wastewater reduction Reduce wastewater by 20% by one of the following: The installation of water-conserving fixtures Utilizing nonpotable water systems 5.303.6 Plumbing fixtures and fittings Shall meet the standards in table 5.503.6

Division 5.3 Water Efficiency and Conservation (cont.) 5.304 Outdoor Water Use 5.304.1 Water budget Develop a water budget per local ordinance or California Department of Water Resources Model Water Efficient Landscape Ordinance 5.304.2 Outdoor potable water use Install separate meters or submeters for indoor & outdoor potable water where landscape areas are between 1,000 sf & 5,000 sf (Water Code s535 applies for over 5,000 sf)

Division 5.4 Material Conservation and Resource Efficiency 5.401.1 Scope Outline provisions to achieve material conservation and resource efficiency 5.402 Definitions Building Commissioning- A systematic quality assurance process that spans the entire design and construction process, including verifying and documenting that building systems and components are planned, designed, installed, tested, operated and maintained to meet the owner s project requirements.

Division 5.4 Material Conservation and Resource Efficiency (cont.) 5.407 Water resistance and moisture management 5.407.1 Weather protection Provide a weather resistant exterior wall and foundation envelope as required by the CBC Basically, keep moisture out of the building and off the building

Division 5.4 Material Conservation and Resource Efficiency (cont.) 5.408 Construction Waste Reduction, Disposal and Recycling 5.408.2 Construction waste management plan Applies where jurisdiction has no ordinance Applicant must submit a waste management plan for approval by enforcing agency that includes the 4 items listed in 5.408.2 5.408.3 Recycle and/or salvage minimum 50% of construction waste

Division 5.4 Material Conservation and Resource Efficiency (cont.) 5.410 Building Maintenance & Operation 5.410.1Recycling- provide areas for collection of materials to be recycled 5.410.2 Commissioning (buildings >10,000 sf) Building commissioning shall be included in the design and construction processes of the building project Performed by trained personnel Must include 7 items listed in this section 5.410.2.3 Commissioning plan required prior to issuance of the building permit

Division 5.4 Material Conservation and Resource Efficiency (cont.) 5.410.2.5 Documentation & training Requires a systems manual delivered to the building owner to include 7 items listed Training of maintenance staff must include 4 items listed to be documented in the commissioning report 5.410.2.6 Commissioning report Must be provided to the building owner 5.410.4 Testing- required for buildings <10,000 sf

Division 5.5 Environmental Quality The provisions of this division are similar to the residential provisions Some added sections 5.504.7 Environmental tobacco smoke Prohibit smoking within 25 of building entries, outdoor air intakes and operable windows

Division 5.5 Environmental Quality (cont.) 5.506.2 Carbon dioxide monitoring Provide CO2 sensors for buildings with demand control ventilation 5.507.4 Acoustical control Specifies STC ratings for buildings in certain locations
