Town of Truckee 2016 California Green Building Code Requirements Residential Mandatory Measures Submittal Checklist Read, complete and sign pages of this document as part of plan submittal documentation. Division 4.1 Planning and Design Initial boxes Provide erosion prevention plan. Division 4.2 Energy Efficiency Provide signed and registered energy documentation (CF-1R and MF-1R forms) and completed Residential Mandatory Measures Submittal Checklist in compliance with current energy standards, on the construction drawings or a separate document. Division 4.3 Water Efficiency and Conservation Provide notations which identify the maximum flow rates of water closets, urinals, shower heads, lavatories and kitchen sink as part of plans. Division 4.4 Material Conservation and Resource Efficiency Complete pages 2 and 3 of this document regarding Construction Waste Management Plan. Maintain and document compliance with Construction Waste Management Plan throughout construction. Document final percentage of diverted waste and attach supporting documents/receipts for inspector prior to or at final inspection. Division 4.5 Environmental Quality Provide CALGreen mandatory measure notes (pages 4, 5 and 6 of this document) on plans. Provide documentation for the appropriate sizing of HVAC ducting per ACCA-29-D Manual D, ASHRAE handbooks or other equivalent design software or methods prior to requesting a rough mechanical inspection. Town of Truckee Construction Waste Management Compliance Plan (Per 2016 CALGreen Chapter. 4, Division 4.4 (Residential) Material Conservation and Resource Efficiency) PERSON IN RESPONSIBLE CHARGE: Project Manager/General Contractor Name, Contact Number and License Number Building Permit Number: Date Project Address: Project APN: The project's overall rate of waste diversion will be 65 %. Prior to issue of the building permit, the above person in responsible charge for the project shall read and initial the following statements and complete any additional documentation as directed by bolded print. If any items are not understood, request additional information. Otherwise by initialing and signing these forms, it is assumed compliance with the Construction Waste Management Plan provisions of the Green Building Code are understood, and will be addressed throughout the project, including maintaining records and forwarding appropriate additional documentation as necessary to demonstrate compliance (receipts, labels, etc.). READ AND INITIAL THE FOLLOWING: This project shall generate the least amount of waste possible by planning and ordering carefully, following proper storage and handling procedures to reduce broken and damaged materials and reusing materials whenever possible. The majority of the waste that is generated on this jobsite will be diverted from the landfill and recycled for other use by employing some or all of the following methods: Subcontractors shall participate in compliance with the project's Construction Waste Management (CWM) Plan Waste prevention and recycling activities will be discussed at the beginning of weekly subcontractor meetings. The person in responsible charge will present new and/or sub-contractors on the project with a tour of the jobsite to identify materials to be salvaged and the procedures for handling jobsite debris. (Suggest person in responsible charge verifies subcontractor s acknowledgment in writing that they have read and will abide by the CWM Plan.) This shall be an on-going part of the construction documentation process. Using some tabulation method, along with the supporting weight receipts, the person in responsible charge will track and calculate the quantity of all waste leaving the project and calculate the waste diversion rate for the project. The person in responsible charge will create monthly diversion reports on gross weight hauled and the waste diversion rate being achieved on the project. The person in responsible charge will track separately the gross weights and diversion rates for commingled debris and for each source-separated waste stream leaving the project. In the event that Subcontractors furnish their own debris boxes as part of their scope of work, such Subcontractors shall not be excluded from complying with the CWM Plan and will provide weight and waste diversion data for their debris boxes to the person in responsible charge. In the event that site use constraints (such as limited space) restrict the number of debris boxes that can be used for collection of designated waste the person in responsible charge will, as deemed appropriate, allocate specific areas onsite where individual material types are to be consolidated. These collection points are not to be contaminated with non-designated waste types. Excess materials that cannot be used in the project, nor returned to the vendor, will be offered to site workers, the owner, or donated to charity if feasible. Revised 040717 2

Check the appropriate statements below to identify how site waste is proposed to be managed to achieve the required 65% recycled rate: (FYI - The average diversion rate achieved for commingled waste will be 35%). I will have a written contract with Tahoe Truckee Sierra Disposal (TTSD) (530-583-0148) to deliver and pick up at site, an adequate number of containers for contractors to separate all different materials generated by the project. (In order for the disposal company to not commingle products at pick up, containers shall be 20 yard containers. If containers are smaller, they will be combined with other trash along the route and thereby become commingled, resulting in only the 35% recycle rate). As site conditions permit, additional drop boxes will be used for particular phases of construction (e.g., concrete and wood waste) to ensure the highest waste diversion rate possible. I will maintain all receipts to document type of material, weight of material (by mass or by volume not both) and recycle rate. This documentation shall be available on site for review by the building inspector and shall result in a final recycle rate of 65% or better. OR I will sort all construction products into piles or containers on site and self haul the separated products to the Eastern Regional Landfill Materials Recovery Facility (530-587-4155 X205) located at 900 Cabin Creek Road, Truckee where they will be processed in the recycle stations for each type of material and obtain a weight ticket, including recycle rate of all such material for every trip to facility. As site conditions permit, additional separation piles or containers will be used for particular phases of construction (e.g., concrete and wood waste) to ensure the highest waste diversion rate possible. I will maintain all receipts to document the type of material, weight of material (by mass or by volume not both) and recycle rate. This documentation shall be available on site for review by the building inspector and shall result in a final recycle rate of 65% or better. 2016 CALGREEN RESIDENTIAL MANDATORY MEASURES **Per 101.3, The provisions of CALGreen shall apply to the planning, design, operation, construction, use and occupancy of every newly constructed building or structure. **Per 301.1.1 the provisions of CALGreen shall apply to additions or alterations of existing residential buildings where the addition or alteration increases the building s conditioned area, volume, or size. The requirements shall apply only to and/or within the specific area of the addition or alteration.) **Per 102.3 Documentation of conformance for applicable green building measures shall be provided to the enforcing agency. GB1 Projects which disturb less than one acre of soil and are not part of a larger common plan of development which in total disturbs one acre or more, shall manage storm water drainage during construction. (CALGreen 4.106.2) Typically addressed under Erosion Prevention Design requirements for single family residences. GB2 The site shall be planned and developed to keep surface water from entering buildings. Construction plans shall indicate how the site grading or drainage system will manage surface water flows. (CALGreen 4.106.3) Typically addressed under Erosion Prevention Design requirements for single family residences GB3 Low-rise residential buildings shall meet or exceed the minimum standard design required by the California energy Standards. (CALGreen 4.201.1) (Title 24 Energy documentation governs these requirements. Submittal of Prescriptive or Performance method of compliance documentation required.) GB4 Water conserving plumbing fixtures and fittings shall comply with the following: a. Water closets: The effective flush volume of all water closets shall not exceed 1.28 gallons per flush. Tank-type water closets shall be certified to the performance criteria of the US EPA WaterSense Specification for Tank-type Toilets. Note: The effective flush volume of dual flush toilets is defined as the composite, average flush volume of two reduced flushes and one full flush. (CALGreen 4.303.1.1) b. Urinals: The effective flush volume shall not exceed 0.125 gallons per flush for wall-mounted urinals and 0.5 gallons per flush for all other urinals. (CALGreen 4.303.1.2) c. Showerheads: Single showerheads shall have a max. flow rate of not more than 2.0 gallons per minute at 80 psi. Showerheads shall be certified to the performance criteria of the US EPA WaterSense Specification for Showerheads. (CALGreen 4.303.1.3.1) d. Multiple showerheads serving one shower: When shower is served by more than one showerhead, the combined flow rate of all showerheads and/or other shower outlets controlled by a single valve shall not exceed 2.0 gallons per minute at 80 psi, or the shower shall be designed to allow only one shower outlet to be in operation at a time. Note: A hand-held shower shall be considered a showerhead. (CALGreen 4.303.1.3.2) e. Lavatory faucets: The maximum flow rate of residential lavatory faucets shall not exceed 1.2 gallons per minute at 60 psi. The minimum flow rate of residential lavatory faucets shall not be less than 0.8 gallons per minute at 20 psi. (CALGreen 4.303.1.4.1) f. Lavatory faucets in common and public use areas: The maximum flow rate of lavatory faucets installed in common and public use areas (outside of dwellings or sleeping units) in residential buildings shall not exceed 0.5 gallons per minute at 60 psi. (CALGreen 4.303.1.4.2) g. Metering faucets: Metering faucets when installed in residential buildings shall not deliver more than 0.25 gallons per cycle. (CALGreen 4.303.1.4.3) h. Kitchen faucets: The maximum flow rate of kitchen faucets shall not exceed 1.8 gallons per minute at 60 psi. Kitchen faucets may temporarily increase the flow above the maximum rate, but not to exceed 2.2 gallons per minute at 60 psi, and must default to a maximum flow rate of 1.8 gallons per minute at 60 psi. (CALGreen 4.303.1.4.4) Revised 040717 4

GB5 Automatic irrigation systems controllers installed at the time of final inspection shall be weather-or soil based to adjust irrigation in response to changes in plants needs as weather conditions change. Weatherbased controllers without integral rain sensors or communication systems that account for local rainfall shall have a separate wired or wireless rain sensor which connects or communicates with the controller(s). Soil moisture-based controllers are not required to have rain sensor input. (CALGreen 4.304.1) Indicate if irrigation systems proposed under permit and provide this general notation as part of plans. GB6 Annular spaces around pipes, electric cables, conduits or other openings in plates at exterior walls, shall be protected against the passage of rodents by closing such openings with cement mortar, concrete masonry or similar method acceptable to the building official. CALGreen 4.406.1 Provide a general notation on plans to demonstrate knowledge of this requirement. Inspector will verify during inspection process. GB7 Construction waste management plan complete sheets 2 and 3 of this document. GB8 At the time of final inspection, a manual, compact disc, web-based reference or other media shall be placed in the building. (CALGreen 4.410) Such media shall include: 1. Directions that the manual shall remain with the building throughout the life of the structure. 2. Operation and maintenance instructions for equipment and appliances, roof and yard drainage, space conditioning systems, landscape irrigation systems, water reuse systems. 3. Info from local utility providers, including recycle programs and locations. 4. Public transportation information. 5. Educational material on the positive impacts of an interior relative humidity between 30-60% and what methods an occupant may use to maintain the level in that range. 6. Information about water-conserving landscape and irrigation design and controllers which conserve water. 7. Instructions for maintaining gutters and downspouts and the importance of diverting water at least 5 away from the foundation. 8. Info on required routine maintenance measures, including but not limited to caulking, painting, grading around the building, etc. 9. Info about state solar energy and incentive programs available. 10. A copy of all special inspection verifications required by the enforcing agency or the CALGreen Code. Completed Manual shall be available at jobsite for review by building inspector at time of final. An example of a manual is available at: http://www.hcd.ca.gov/building-standards/calgreen/cal-green-forms.shtml. Provide notation on plans regarding these requirements. GB9 Any installed gas fireplace shall be a direct-vent sealed-combustion type. Any installed woodstove or pellet stove shall comply with EPA Phase II emission limits. (CALGreen 4.503.1) Provide notation on plans. Verify in field. GB10 At the time of rough installation or during storage on the construction site and until final startup of the heating and cooling equipment, all duct and other related air distribution component openings shall be covered with tape, plastic, sheet metal or other methods acceptable to the enforcing agency to reduce the amount of dust or debris which may collect in the system. (CALGreen 4.504.1) Provide appropriate notation on plans. Verify compliance during inspection process. GB11 Documentation shall be provided to verify that finish materials with compliant VOC limits have been used. Building inspector will accept manufacturer s product specifications and/or field verification of on-site product containers. (CalGreen 4.504.2.4) a. Adhesives, sealants and caulks shall be compliant with VOC and other toxic compound limits. (CALGreen 4.504.2.1) b. Paints, stains and other coatings shall be compliant with VOC limits. (CALGreen 4.504.2.2) Revised 040717 5

c. Aerosol paints and coatings shall be compliant with product weighted MIR limits for ROC and other toxic compounds. (CALGreen 4.504.2.3) d. Carpet and carpet systems shall be compliant with VOC limits. (CALGreen 4.504.3) e. 80% of floor area receiving resilient flooring shall comply with the VOC-emission limits defined in the Collaborative for High Performance Schools (CHPS) Low-emitting Material List or be certified under the Resilient Floor Covering Institute (RFCI) Floor Score program. (CALGreen 4.504.4) f. Particleboard, medium density fiberboard (MDF) and hardwood plywood used in interior finish systems shall comply with low formaldehyde emission standards. (CALGreen 4.504.5) Compliance forms are available at: http://www.hcd.ca.gov/building-standards/calgreen/index.shtml. Provide notation on plans. GB12 Concrete slab foundations require vapor retarder and capillary break. (CALGreen 4.505.2, CRC Section R506.2.3) GB13 Moisture content of building materials used in wall and floor framing is checked before enclosure. Building materials with visible signs of water damage shall not be installed. Wall and floor framing shall not be enclosed when the framing members exceed 19% moisture content as verified by the following: 1. Moisture content shall be determined with either a probe-type or contact-type moisture meter. 2. Moisture reading shall be taken at a point 2 to 4 from the grade stamped end of each piece to be verified. 3. At least three random moisture readings shall be performed on wall and floor framing with documentation acceptable to the enforcing agency provided at the time of approval to enclose the wall and floor framing. Insulation products which are visibly wet or have a high moisture content shall be replaced or allowed to dry prior to enclosure in wall or floor cavities. Wet-applied insulation products shall follow the manufacturers drying recommendations prior to enclosure. (CALGreen 4.505.3) Provide notation on plans. Contractor and inspector will verify during inspection process. GB14 Bathroom exhaust fans shall: (CALGreen 4.506.1) 1. Be ENERGY STAR compliant and be ducted to terminate outside the building. 2. (Unless functioning as a component of a whole house ventilation system) be controlled by a humidistat. Humidistat controls shall be capable of adjustment between a relative humidity range of 50 to 80 percent. Bathroom contains a bathtub, shower or tub/shower combination. Provide notation on plans. Verify in field. GB15 Heating and air-conditioning systems shall be sized, designed and have their equipment selected using the following methods: (CALGreen 4.507.2) 1) The heat loss and heat gain is established according to ANSI/ACCA 2 Manual J-2011, ASHRAE handbooks or other equivalent design software or methods. (FYI Compliance is demonstrated within performance approach of energy standards.) 2) Duct systems are sized according to ANSI/ACCA 1 Manual D-2014, ASHRAE handbooks or other equivalent design software or methods (Duct sizing calculations shall be provided to field inspector prior concealing/covering ducts). 3) Select heating and cooling equipment according to ANSI/ACCA 3 Manual S-2014 or other equivalent design software or methods.
