SUPERVISION EXERCISED: Exercises supervision over building inspectors, plan reviewers, technicians, and support staff as required or assigned. ESSENTIAL DUTIES AND RESPONSIBILITIES: Manages and supervises assigned operations to achieve goals within available resources; plans, organizes and monitors workloads and staff assignments. Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed. Prepares a variety of studies, reports and related information for decision-making purposes. Provides technical building code advice to supervisors; makes presentations to supervisors, boards, commissions, civic groups and the general public. Communicates official departmental programs, policies and procedures to staff and the general public. Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; assists in departmental budget planning and preparation; assures effective and efficient use of budgeted funds, materials, facilities, and time. Annually supply department budgetary information to the Village Administrator and Village Board to facilitate the creation of the Village budget for the following fiscal year. Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations. Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures. Performs or assists subordinates in performing duties; adjusts errors and complaints. Explains, interprets, and provides guidance regarding all applicable codes to architects, engineers, contractors, developers, and other interested parties. Reviews current trends and developments in the field of construction, and prepares revisions to codes, ordinances and local regulations. Supervises the examination of building plans of all types to determine compliance with code requirements and related regulations. Researches problems and complaints regarding commercial and residential buildings, building construction and code compliance. Resolves complex and sensitive customer service issues, either personally, by telephone or in writing. Resolves violations concerning esthetics issues such as building maintenance, weeds, and junk. Maintains records and documents of customer service issues and resolutions. Administers the permitting function, including application, fee assessment and collection, permit issuance, inspection, and occupancy. Perform all of the duties as the BOCA designated code official for the Village and as such shall enforce all of the provisions of the adopted codes and shall act on any questions relative to the mode or manner of construction and materials to be used in the erection of, addition to, alteration, repair, removal, demolition or installation of service equipment and the location, occupancy and maintenance of all buildings and structures. Receive applications and issue permits for the erection and alteration of buildings and structures, inspect the premises for which such permits have been issued and enforce compliance with the provisions of all codes. Coordinates plan reviews, inspections, and enforcement actions. Issue all notices or orders to ensure compliance with all codes. Make all of the required inspections, or shall accept reports of inspection by approved agencies or individuals. The Building Officer is authorized to engage such expert opinion as deemed necessary. Oversee the operation of electrical inspections ensuring enforcement of all adopted electric ordinances. Oversee the operation of plumbing inspections ensuring enforcement of the adopted Illinois State Plumbing Code. Keep official records of applications received, permits and certificates issued, fees collected, performance deposits, reports of inspections, and notices and orders issued. Approves departmental billing and assists Village Collector with departmental billing issues. Enforce all aspects of the Village Water Quality ordinance including the review of all watershed development applications and issuance of permits for those projects that are in compliance with the provisions of the Water Quality Ordinance. For each development determine relationships to special floor hazard area (SFHA), regulatory floodway, regulatory flood plain, or flood prone area. Ensure that Illinois Department of Transportation (IDOT) / Department of Water Resources (DWR) / dam safety permits are obtained where necessary. Inspect all development projects before, during and upon completion of construction to ensure the proper elevation of all structures and compliance with the provisions of the storm water ordinance. Perform all of the duties as the Zoning Administrator as described in the Village Zoning Ordinance. Enforce all of the provisions of the adopted codes and issue and maintain all Zoning Certificates, Occupancy Certificates, Special Use Permits, and Temporary Use Permits. Maintain for public inspection, at all times during the hours that his office is normally open to the public, a copy of the Zoning Ordinance including, but not limited to, all maps, amendments, special uses, variations, appeals, and applications therefore. Forward to the Village Board for referral to the Plan Commission, all applications for special uses and for amendments to this ordinance that are initially filed with the office of the Zoning Administrator. Forward to the Village Board for referral to the Zoning Board of Appeals, all applications for appeals, variations, or other matters on which the Board of Appeals is required to pass under the Zoning Ordinance. At the direction of the Village President he shall review all submittals of documents pertaining to the Zoning Ordinance for action by the Village Boards. Cause necessary consultant and staff reviews to be generated and distributed to Village officials. PERIPHERAL RESPONSIBILITIES Perform other duties as from time to time determined by the Village President and the Chairman of the Public Works Committee. Respond to initial Village resident complaints regarding drainage, and other general complaints, make preliminary inquiry and refer the issue to appropriate entity for resolution. Supervise the upkeep and maintenance of the Village Hall and other Village property, including interior and exterior maintenance, landscaping and snow removal. DESIRED MINIMUM QUALIFICATIONS: Education and Experience: A. Four years of college or technical instruction in building technology, construction management, mechanical, electrical, plumbing or building construction, and B. Four years of experience in general construction and related fields, or C. Any equivalent combination of education and experience on a year for year basis. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES: A. Thorough knowledge of uniform building codes and electrical codes, plumbing codes, mechanical codes, general construction codes, and a thorough knowledge of carpentry; Considerable knowledge in electrical work, carpentry work, cement work, or plumbing, and skill in applying knowledge of national uniform building codes, zoning and land use applications. B. Skill in the operation of the listed equipment. C. Ability to establish effective working relationships with contractors, developers, architects, engineers, owners, and the general public; Ability to read and understand complicated plans and blueprints; Ability to communicate effectively orally and in writing; SPECIAL REQUIREMENTS: A valid state driver's license, or ability to obtain one by start of employment. One or more BOCA certifications, including but not limited to plans examiner, combination inspector.
