CorporateRelationsStrategyMeeting The Corporate Relations Strategy meeting with ACFI Board members was held on 10th April 2018 at The Board Room, 1st Floor, Delhi Cargo Service Center Pvt. Ltd., Cargo Terminal 2, IGI Airport, New Delhi under the chairmanship of Mr. Tushar Jani, President ACFI in which Mr. Abhinav Sood, Sr. Partner/ Director M/S. Communications Inc. was invited to give his presentation on Corporate Relations Strategy keeping in mind the ACFI perspective. The ACFI Board Office Bearers present participated in the discussion. Knowledge Partnership Agreement signed between ACFI and KPMG As decided by ACFI Board a Knowledge Partnership Agreement between ACFI & KPMG was signed by Mr. Tushar Jani, President ACFI and Mr. Jodhbir Singh, Associate Director, KPMG in the presence of ACFI Board members and KPMG Senior Consultant (Mr. Sahil Goyal) at 3PM on 10th April, 2018 at The Board Room, 1st Floor, Delhi Cargo Service Center Pvt. Ltd., Cargo Terminal 2, IGI Airport, New Delhi. Thereafter Mr. Jodhbir Singh of KPMG presented a draft PPT before the Board members present on the ACFI White Paper covering the potentials of Air Cargo Logistics Industry, its challenges and the expectations of the industry from the government of India. The members were not fully satisfied with the presentation and advised KPMG to further improve with more data support and forward the draft white paper to Board members for final review. ACFIINTERNALMEETINGS... ACFI Skill Development Program The first one day ACFI Basic Cargo Awareness Program (BCAP) approved by MoCA at Cochin International Airport Pvt. Ltd (CIAL) was organized by ACFI with the support of CIAL a member of ACFI on 27th Apr 2018 for the members of the entire air cargo logistics stakeholders at Cochin Airport. The training program was inaugurated jointly by Mr. A. M. Shabeer, Airport Director Incharge Executive Director (Engineering Services), CIAL and Mr. Venkata Reddy, Chairman ACFI Bangalore Chapter & CEO, Menzies Aviation (Bobba), Bangalore. The training faculty support was given by Delhi Cargo Service Center (DCSC) and its qualified trainer Ms. Varsha Gupta, Assistant General Manager Quality and Technical Training imparted this training program as faculty member of ACFI. Candidates from the entire air cargo logistics trade attended this BCAP Training program successfully who were presented Certificated on their attending the ACFI BCAP training program successfully, by the CIAL Airport Director & the Chairman ACFI Bangalore Chapter jointly after the completion of this one full day training program. There have been commendable observation from the program organizers of CIAL that the participants were all in high level of enthusiasm and appreciation especially about the trainer and her style of presentation and both CIAL and Trainees were thankful to ACFI for organizing such an effective training program which would help them to improve their knowledge & skill. ACFIEXTERNALMEETINGS... EXTERNAL MEETINGS/ CONFERENCES ATTENDED BY ACFI MEMBERS/ SECRETARIAT 1. Mr. KS Kunwar, Director General and Mr. D. R. Juyal Director ACFI attended the EICI event on the Launch of a paper on Indian Express Industry 2018 on 12th Apr' 2018 at The Oberoi, New Delhi. The Chief Guest Mr. Suresh Prabhu Hon'ble Minister of Commerce & Industry was not able to attend because of his busy schedule. On this occasion the paper on Indian Express Industry 2018 prepared by M/S. DELOITTE the Knowledge Partner of EICI was released by the senior officials from CBEC & Industry Members and the same was distributed among the members present. On this industry report M/S. DELOITTE gave a detailed presentation which was followed by a welcome address by Mr. R. S. Subramanian, Country Manger DHL Express India and Vice Chairman EICI. There was a panel discussion on the theme of Express Industry Touching Lives Enabling Businesses moderated by Mr. Robey Lal of Deloitte. The panelists comprising of Ms. Seema Jere Bisht, Additional Director General, CBEC, Mr. Pritam Banerjee, Senior Director Deutsche Post DHL, Mr. Sudipto Ghosh Executive Director Service & Support Lenovo India and Mr. B. G. Krishnan, Founder & CEO, eshakti.com Pvt. Ltd, etc. Apart from various issues the panel discussed mainly on the following;i) Contribution of Express industry to the Indian Economy ii) Key interventions required to maximize the potential of Express Industry iii) Skill gap in the industry 2. Mr. Tushar Jani, President ACFI and Mr. K. S. Kunwar, Director General ACFI attended the Stakeholders meeting of Air Cargo Logistics Industry held on 19th April 2018 at Rajiv Gandhi Bhawan, New Delhi under the chairmanship of Ms. Vandana Aggarwal, Economic Adviser MoCA. Members deliberated on the agenda points circulated by MoCA. ACFIEXTERNALMEETINGS... a) In order to improve the cargo service standards it was agreed to introduce Cargo Terminal Service Quality (CTSQ) at par with Airport Service Quality (ASQ) used for the rating of Passenger Terminals being done by Airports Council International. This will bring competition among Cargo Terminal Operators and Express Terminal Operators and quality in the services provided by all the stakeholders of air cargo logistics trade. b) For the Revival of Railway sidings near major airports for the multimodal transport for air cargo Railway Ministry to may identify and suggest action plan. c) Developing Transshipment Hub at international airports of the country it was decided to start a pilot project at Delhi Airport first. DIAL to suggest a model paper for creating IGIA a Transhipment Hub to MoCA. d) Improvements in the following areas needed; EAWB penetration Ratio of 62% be further increased LPI to be improved from 35 to 15 level by 2020 The share of multimodal transportation to improve by 1% by volume by 2020 Digitization in the multimodal transportation to be improved Reforms to improve trading Time bound disposal of Customs detained cargo Consideration for the removal of Cost Recovery Charges at smaller/ regional airports by Customs e) Government will formulate Air Cargo Policy (ACP) in the near future for which suggestions shall be invited from the trade. f) Ministry of Commerce & Industry shall be launching the National Integrated Logistics Portal (NILP) which will be linked with all the regulatory bodies including MoCA's future Air Cargo Community System (ACCS) to be commissioned by Dec' 2018. g) Subcommittees to work on the following topics; Multimodal Transport Connectivity Air Transshipment Hub 3. The ACFI Team attended the meeting called by the Chief Commissioner Customs, Delhi Zone on 25th Apr 2018 at New Customs House, IGI Airport, New Delhi particularly to discuss the following point which was already taken up by ACFI with Member Customs; Customs System to generate auto message to Custodian system about the number of packages if required for Examination, soon the export cargo admittance message is received by Customs System from the Custodian system. It was informed by the Chief Commissioner Customs (CCC) that this issue will be referred to DG System as it pertains to systems directorate. Page 06 ACFI Newsletter Issues No. 30, April 2018
ACFIEXTERNALMEETINGS... In addition to above point ACFI members took up following issues also with CCC for consideration;i. At present import delivery gates are closed by Customs at 9PM leaving many gate passes pending for delivery. It was requested to keep the Import Delivery Gates open till 10 PM. ii. Weeding out of Customs old documents is requested. iii. On implementation of esanchit, w.e.f 01.04.2018 why documents to be kept in cloud? iv. Members submitted ACFI recommendations on the implementation of esanchit by Customs as proposed by 01.04.2018. v. CHA/ Customs Broker exam and Renewal process should be online.
