THE CONGESTION MANAGEMENT PROCESS Federal Legislation 1991: Congestion Management System (CMS) required by ISTEA 2005: SAFETEA-LU reformulates as Congestion Management Process (CMP) Purpose: A process to provide safe and effective integrated management and operation of the multimodal transportation system, based on a cooperatively developed and implemented metropolitan-wide strategy THE REGIONAL PLANNING COMMISSION AND CONGESTION MANAGEMENT 1

THE CONGESTION MANAGEMENT PROCESS RPC has maintained a CMP/CMS for over 15 years RPC CMP uses both quantitative traffic data and stakeholder input to identify the locations and sources of congestion RPC CMP recommends strategies for congestion reduction RPC CMP Plan was recently updated and approved by our Commission in September, 2010 RPC CMP Plan is the framework for an ongoing process that formally documents and addresses traffic congestion by: Defining and Measuring Congestion Identifying Strategies Implementing Strategies Evaluating Performance THE REGIONAL PLANNING COMMISSION AND CONGESTION MANAGEMENT 2
