PRE-QUALIFICATION OF ARCHITECTS/PROJECT MANAGEMENT CONSULTANTS National Bank for Agriculture and Rural Development proposes to prepare a panel of Architects/Consultants for Renovation of office building at Plot No. 03, Sector 34- A, Chandigarh - 160022. Applications are invited from the firms of Architects/Consultants who meet the following eligibility criteria: a. The average annual turnover during last 3 years ending 31 March 2017, should be at least Rs 10 lakh. b. Experience of having successfully designed and supervised similar works during last 7 years ending December 2017 c. i) three similar completed works costing not less than Rs 2.0 crore or ii) two similar completed works costing not less than Rs 2.5 crore or iii) one similar completed works costing not less than Rs 4.0 crore Similar works means planning, design, tendering and supervision work of construction/ renovation of office or commercial buildings. In order to arrive at cost of projects done one year or before, indexing @ 5% per year will be allowed on project cost. Other criteria related to manpower and office requirement are indicated in other paras of this document. Application forms can be had from Assistant General Manager, DPSP, NABARD Punjab Regional Office, Plot No. 03, Sector 34-A, Chandigarh - 160022 on or before 29 January, 2017 or can be downloaded from website www.nabard.org. The forms duly filled in and enclosed in a sealed cover shall be submitted to Shri Deepak Kumar, Chief General Manager, NABARD Punjab Regional Office, Plot No. 03, Sector 34-A, Chandigarh - 160022 so as to reach his office on or before 30 January 2017 upto 3.00 PM. The Bank reserves the right to accept any or reject all the applications without assigning any reasons therefore. 3
PART-I Instructions to the applicants 1. Intending applicants are required to submit in duplicate their full bio-data giving details about their organization, experience, technical personnel in their organization, spare capacity, proven competence to handle major works, inhouse computer aided design facilities, etc. in the enclosed format. The agency will have to submit self-attested copies of documents to support the information filled in. Bank will reserves the right to get the information verified through site visits or other modes of enquiry. 2. As the time is the essence of a contract, the ability and competence of the applicants to render required service within the specified time frame, will be a major factor while deciding the selection of the Architects/Consultants for preparation of a panel of Architects/Consultants. 3. The application shall be signed by the person/s on behalf of the organization having necessary Authorization / Power of Attorney to do so. Each page of the application shall be signed (Copy of Power of Attorney / Memorandum of Association shall be furnished along with the application). 4. If the space in the proforma is insufficient for furnishing full details, such information may be supplemented on separate sheet stating therein the part of the proforma and serial number. Separate sheets shall be used for each part of the application. 5. Both the forms of applications (original and duplicate copy) shall contain copies of all the enclosures separately. 6. While filling up the application with regard to the list of important projects completed or in hand, the applicants shall only include those works, which individually cost not less than Rs.200.00 lakhs. (indexed) 7. The applicant must have at least two qualified Graduate Architects (having adequate experience in planning and designing and construction of buildings) on their regular establishment for not less than 5 years and necessary Drawing Office with supporting staff for being always available for consultation/furnishing required help. 8. The applicant shall, with the prior approval of the Bank and within his fees, engage the services of well qualified Specialists or Consultants pertaining to the following services: I. Structural II. Electrical III. Sanitary, Drainage and Water Supply IV. Interiors V. HVAC system VI. Firefighting system VII. CCTV and access control 9. The fees of these Specialists/Consultants appointed under this clause shall be paid by the Architect, who shall also be responsible for all the work, action, of such Specialist/Consultants. 4
10. The applicant shall have registered office of reasonable size with necessary equipment and supporting staff at senior and middle level. 11. Services to be rendered by the Architect/Consultant a. Take instructions from the Bank and prepare conceptualization of interior work and obtaining approval of conceptual drawing. b. Preparation of detailed estimate with rate analysis. c. Preparation of tender/working drawings, assist bank in shortlisting and selection of contractor. d. Supervision of works. e. Liaison with local authorities. f. Co-ordination with contractors etc. g. Submit required drawing to the Local Authority and obtain approval if required. h. Nominate and instruct consultants. i. Prepare architectural working drawings, structural drawings including design and all other drawings for various trades. j. Scrutinize applications for empanelment of Contractors, forward recommendations to the Bank for making a panel of contractors. k. Draw detailed specifications, estimates, draft tender for various trades. l. Submit Assessment Reports on tenders received for various trades along with comparative statements and recommendations for award of work. m. Prepare and supply 6 sets of all drawings for execution. n. Visit site on daily basis when work is in progress and as and when required by the Bank. o. Submit Completion Drawings. p. Take measurement of works for settlement of bills. q. Any other services connected with the said works usually and normally rendered by the Architects/Consultants and not referred to in above, administration of contract and certification of payment. 12. Applications containing false and/or incomplete information are liable for rejection. 13. Decision of the Bank in regard to selection of the Architect shall be final. The Bank is not bound to assign any reasons therefore. 5
14. Separate tenders will be invited from prequalified agencies for award of work. The detailed terms and conditions of payment and appointment will be indicated in the said tender.
