ADDENDUM 1 BID 2018-003, CHARLES POINT TRAIL CONSTRUCTION ISSUED 5/25/2018 Summary: Below, questions and answers from the May 17, 2018 Pre-Bid Meeting and Site Walk. All attachments referenced below are appended hereto. QUESTION 1 Who is responsible for detection of underground utilities? ANSWER The Contractor is responsible for requesting utility markout (NYS Codes Rule 753) extending onto public property. It is the Contractor s responsibility to notify the City and the property owner prior to any on-site activity. The Contractor is responsible for the cost of utility location. Please refer to General Conditions for additional detail. 2 During the site visit, comments were raised regarding the drainage and washout area at the southern end of the RESCO property and long-term effects related to the Trail. See Attachment 1 RESCO Utility Plans The existing downspout off of the nearby structure currently discharges onto the proposed asphalt walkway trail. The plans call for discharging water runoff over the newly-stabilized area. Over time, the washout may re-occur. In-field changes may be required to remedy this issue. See Attachment 1 - RESCO Utility Plans 3 How far do the boardwalk s concrete pillars extend? 4 What is the material for the peninsula trail section? Also refer to Construction Plan Drawings from Bid materials package. The plans do not call for removal. Rather, the plans call to cut down piers to 1 below proposed slab (see sheet C3 of Construction Document Plans). Full removal of the footings may cause stability issues. The plans call for stone screenings for the path, the same as the material proposed under the benches and trashcans.
5 Permanent fencing will be necessary near the southern storage area where it meets the boat storage area on parcel 32.19-1-2. This will add another 270 linear feet of fencing to the 630 linear feet.900 6 Storage area for material and equipment. See Attachment 2 Fencing See Attachment 3 Updated Bid Forms: Base Bid Sheet [C5]; Itemized Bid form [Bid Item #30. Regarding the storage areas, there are two locations for materials/equipment storage. The first is on City property at the Charles Point Park in the grassy area directly abutting the property line for parcel 32.19-1-3.1. As indicated on the Construction Plan Drawings, the Civil set of drawings clearly indicates the locations of both the construction area (via a temporary easement already acquired between the City and the property owner) and the permanent easement area, or location of the proposed trail. There is to be no work outside of either the temporary or permanent easement areas. Further, the City will work with the selected Contractor to determine the most appropriate schedule. 7 Is the Contractor responsible for designing the signs? 8 Is a permit required for lane closures on John Walsh Boulevard? See Construction Document Plans, Civil Section No, the Contractor is responsible for the fabrication and installation of the signage. The City will provide the appropriate text, graphics, logos, etc. to the Contractor. See General Conditions, Front End documents. This project has been explained and discussed with Westchester County Department of Public Works (WC DPW). Further, the City has the necessary form related to work in this area. It is the Contractor s responsibility to completely and dully fill out and submit the information to the WC DPW and acquire all permits necessary for work, including lane closures.
