Affordable and clean energy

Policy 01: Strengthen the institutional and regulatory framework of the energy sector 7.a. By 2030, enhance international cooperation to facilitate access to clean energy research and technology, including renewable energy, energy efficiency and advanced and cleaner fossil-fuel technology, and promote investment in energy infrastructure and clean energy technology

POLICY 01: STRENGTHEN THE INSTITUTIONAL AND REGULATORY FRAMEWORK OF THE ENERGY SECTOR By 2030, enhance international cooperation to facilitate access to clean energy research and technology, including renewable energy, energy efficiency and advanced and cleaner fossil-fuel technology, and promote investment in energy infrastructure and clean energy technology Developing human resource capacity in the energy sector Trainings abroad 2015-11 trainings, 33 people trained 2016-13 trainings,35 people trained 2017-16 trainings, 44 people trained In 2016, MEE signed an MOU of MVR 1.3 M with the Maldives National University to integrate and deliver Green Building Concepts particularly energy efficiency modules in training programs of the Maldives National University

POLICY 2: PROMOTE ENERGY CONSERVATION AND EFFICIENCY 7.3 by 2030, double the global rate of improvement in energy efficiency Increasing awareness on energy efficiency and energy conservation Demand side energy efficiency programs (EE & EC awareness campaigns) In 2016 and 2017, awareness programs conducted in 13 Atolls In 2016, MEE signed MOUs with Maldives Girl Guides Association and Scout Association of Maldives to implement badges focused on climate change and energy efficiency for all age groups of Girl Guides and Scouts. Estimated outreach is 10,000 members Its cool at 25 LED Saves 2016 TV drama Dhenegannamaa produced by MEE and telecasted on Public Service Media s TV channel Television Maldives. The drama convey the message of importance of using electric items in an energy efficient way

POLICY 2: PROMOTE ENERGY CONSERVATION AND EFFICIENCY 7.3 by 2030, double the global rate of improvement in energy efficiency Increasing awareness on energy efficiency and energy conservation 2016, video spots What is Energy Efficiency?, Air Conditioner Temperature Setting, Air Conditioner Maintenance, Energy Saving Tips on MEE Facebook page. (Outreach 10,000 people) 2016, Energy efficiency stall at Rasfannu (100 visitors) Distribution of leaflets 2016, Energy efficiency art competition (134 artworks submitted, 8 awarded prizes) 2017-Field assessment carried out to facilitate developing the Gan MMS facility as an iconic green and energy efficient building (about 800 visitors yearly)

POLICY 2: PROMOTE ENERGY CONSERVATION AND EFFICIENCY 7.3 by 2030, double the global rate of improvement in energy efficiency Develop and publish Energy Efficiency Index Develop a standard and monitoring plan for the quality of fossil fuel sold in the country Developing and enforcing standards for exhaust emissions for power plants, vehicles and vessels that use fossil fuel in order to improve air quality Emission testing by EPA for old and new cars and motorbikes EPA is currently collecting the baseline information required to revise the Vehicular Emission Standards in collaboration with Maldives Polytechnic. The standard is being implemented by the transport authority of the Maldives. A guideline regarding waste incineration has been drafted and published in EPA website (not gazetted yet) to facilitate the construction and operation of waste incinerators safely and to mitigate the adverse environmental (including emissions) and health impacts that may arise.

POLICY 3: INCREASE THE SHARE OF RENEWABLE ENERGY IN THE NATIONAL ENERGY MIX 7.2 By 2030, increase substantially the share of renewable energy in the global energy mix Create enabling environment for large scale investments in renewable energy Maldives SREP (Scaling Up Renewable Energy Program) Investment Plan, a critical plan to meet the policy priorities of the Government and SDGs ASPIRE (Accelerating Sustainable Private Investment in Renewable Energy) aims to scale up renewable energy installations through private sector projects & programs Key focus of this program is to create project structure conducive for private sector participation, which includes design of an appropriate project framework & agreements that result in making the project bankable & attractive to private sector projects & programs Under ASPIRE an initial project of 1.5MW awarded in 2015

POLICY 3: INCREASE THE SHARE OF RENEWABLE ENERGY IN THE NATIONAL ENERGY MIX 7.2 By 2030, increase substantially the share of renewable energy in the global energy mix Create enabling environment for large scale investments in renewable energy POISED ( Preparing Outer Islands for Sustainable Energy Development) aims to scale up renewable energy installations through public sector interventions Key focus of this program is to support achieving full RE systems on small electricity consuming islands and make the power systems ready to accept energy from intermittent RE by improving supply side efficiencies Under POISED 2.5MW awarded in 2015 with supply side improvements in 9 islands Renewable energy Install RE at least up to 30% of daytime peak load in all inhabited islands To date 5MW of RE has been installed

POLICY 3: INCREASE THE SHARE OF RENEWABLE ENERGY IN THE NATIONAL ENERGY MIX 7.2 By 2030, increase substantially the share of renewable energy in the global energy mix Create an enabling environment for domestic users to invest in renewable energy Establish innovative financing mechanisms to facilitate high upfront investments necessary for renewable energy projects Launched Net metering regulation in 2015 ASPIRE (Accelerating Sustainable Private Investment in Renewable Energy) aims to scale up renewable energy installations through private sector projects & programs Key focus of this program is to create project structure conducive for private sector participation, which includes design of an appropriate project framework & agreements that result in making the project bankable & attractive to private sector projects & programs Established BML Green Fund in 2015 Provide concessional loans to RE projects/programs FRESA Fund RED Fund

POLICY 3: INCREASE THE SHARE OF RENEWABLE ENERGY IN THE NATIONAL ENERGY MIX 7.2 By 2030, increase substantially the share of renewable energy in the global energy mix Encourage private sector renewable energy development and deployment Launched Net metering regulation in 2015 Increase awareness among public on renewable energy opportunities In 2016 and 2017, awareness programs conducted in 13 Atolls Encourage resort sector to develop a renewable energy portfolio Duty exemption Green resort award

Policy 4: Improving the reliability and sustainability of electricity service 7.1 By 2030, ensure universal access to affordable, reliable and modern energy services 7.b. By 2030, expand infrastructure and upgrade technology for supplying modern and sustainable energy services for all in developing countries, small island developing states, and land-locked developing countries, in accordance with their respective programmes of support

POLICY 4: IMPROVING THE RELIABILITY AND SUSTAINABILITY OF ELECTRICITY SERVICE 7.1 By 2030, ensure universal access to affordable, reliable and modern energy services Devising means to reliably meet energy demands in a consistent manner assuring security and reliability of supply Improve the operational performance of service providers to manage the electric power infrastructure Achieved universal access to electricity in 2008 Power system upgradation Increase fuel storage capacity in islands Establish fuel flow meters Generate power using RE Trainings and awareness to O &M Project for Clean Energy Promotion in Male -15 technicians at STELCO s Distribution Unit has sufficient knowledge and skills to conduct the operation and maintenance of the PV system through the trainings conducted by the project.

POLICY 4: IMPROVING THE RELIABILITY AND SUSTAINABILITY OF ELECTRICITY SERVICE 7.1 By 2030, ensure universal access to affordable, reliable and modern energy services Increase efficiency of the energy systems and quality of energy services provided Supply side energy efficiency programs Power system rehabilitation Distribution networks Generator sets Review and regularly implement electricity tariff adjustments Develop and up-date an integrated system management and expansion plan for utilities

Policy 5: Increase national energy security 7.b. By 2030, expand infrastructure and upgrade technology for supplying modern and sustainable energy services for all in developing countries, small island developing states, and landlocked developing countries, in accordance with their respective programmes of support
