Summary/details of public hearing in tabular form: Issues raised by the Public Response/Commitment of Project Proponents Shri Sukhpal Singh Gurjar, R/o Ladana The locals should be allowed to quarry sand from their fields. The plantation has been carried out in small number by gram panchayat in the past but the rate of survival is very less. The quarrying should be carried out manually and not by deploying L&T machines such that more people can get employment. Shri Om Prakash Sharma, R/o Phagi, Wanted to know that on what basis the lease has been granted when sand/bajri is not available in Mashi and Bandi rivers. The royalty should not be realized from the farmers and the contractors are forcefully indulging in mining activities in the private land of farmers. Shri Badri Narayan, Member Kisan Sewa Samiti. Expressed his concern that due to mining there shall be lowering in water table and erosion of land. Very often words are exchanged between the villagers and the transporters engaged for carrying sand / bajri and that the pollution level is increased. The permission for carrying out quarrying operation from their fields may be obtained from the department of mining and geology as per RMMCR1986 amended upto 2012. The plantation work carried out by the gram panchayat is under different scheme and is not covered under the current project. The PP locus standii over it The deployment of JCB is permitted as per RMMCR, 1986 and is as per approved mining plan. The local people shall be employed in mining activities as well as other labour oriented works The PP has been issued LoI by the State Government on the basis of confirmed availability of sand in these rivers by the Mining and Geology Directorate, Rajasthan. Royalty is applicable for all minerals including sand / bajri as per RMMCR 1986. The mining is being carried out in revenue land in river section as per approved mine plan in the designated Khasra number. Due to mining in pre-monsoon season the water table may get lower due to loss of aquifer material (Sand/Bajri). This situation shall alter during monsoon season when there is flow in the river. The mining pits can be construed as the recharge structure having adequate capacity for impounding surface run-off during monsoon. For control of land erosion / incidence of bank erosion, a safety zone of 10m on either bank has been provided in the approved mining plan. Besides provision for Action Plan Reference in EIA Doc As per provision under RMMCR 1986 amended upto 2012. No action is warranted at the end of PP as the plantation in gram panchayat has been carried out under scheme other than the current project. The use of mining machinery in mining activities is in accordance with the RMMCR, 1986 and approved mining plan. The local people shall get the employment for executing mining activities as well as labour oriented works under the management plans. No action is required at the end of PP as the LoI in his favour for mining of sand / bajri in rivers has been issued by the competent authority. RMMCR, 1986, amended upto date. Approved mining plan vide SME/JAI/M.Plan/Bajri/P- 441/13/6170 dated 20.11.2014 At the end of 6th year, through percolation these pits can recharge 2.74 MCM against which 0.035 MCM water shall be abstracted to meet water requirement. There is no sand in the river and already excavated pit in the past are existing and thus if mining is further carried out the water level shall further recede. The mining shall be carried out in a depth of 3m (reckoned from the average level at the riverbed section) or 1m above the GWT whichever is less. No mining shall be carried out in such existing pits which are more than 3m in depth. The notice for public hearing has been published in two papers and in the light of the concerned Notification of the MoEF.
