Malaria Technical Manager_Tubiteho Project Location: [Africa] [Burundi] Town/City: Bujumbura Category: Project Management Job Type: Fixed term, Full-time Section I JOB DESCRIPTION PURPOSE OF POSITION The Malaria Technical Manager will assist the Deputy Chief of Party in providing the overall technical leadership to support quality malaria interventions especially in diagnosis, case management and prevention of malaria in general and malaria in pregnancy (MIP) in particular. The focus will be on all facilities as well as at the community level. Support the integrated implementation of a comprehensive package of malaria services together with other services specifically for FP and MCH; contribute to an evidence-based demand creation and behavior change intervention; contribute to the review and updating of national/global health policies and guidelines; improvement of provider skills for case management of malaria and strengthening of integrated Community Case Management (iccm). Support other cross cutting activities including gender mainstreaming and health system strengthening as they relate to malaria. Work closely with the Chief of Party (CoP), Deputy Chief of Party (DCoP), the Senior Monitoring, Evaluation, and Learning Manager (SMEL); the National Malaria Control Program, Ministry of Health will coordinate with other partners and malaria programs. Ensure that Activity interventions are of high quality, adhere to USG malaria technical guidance and global best practices, and will also be responsible for guiding the design of

specific, quantifiable performance indicators and targets and reporting results. The position will be based in Bujumbura and will report to the Chief of Party (COP). Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval. Key Outputs /Responsibilities Weight Manage the TUBITEHO Health interventions in order to meet the project objectives within budget and the allotted time frame and report promptly any operational concerns (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget). Include weight Oversee and provide the overall technical leadership on the design, planning, and implementation, monitoring and reporting of integrated malaria prevention and case management activities under the TUBITEHO Health Activity. Develops and maintains systems for assuring the quality of all integrated malaria interventions - including prevention, diagnosis, case management, malaria in pregnancy, severe malaria among others; capacity building; and information, education and communication protocols and ensures SOPS for malaria are evidence-based and align with WHO and National guidelines.

Works with CoP/DCoP to ensure development of all technical aspects of program implementation approaches include malaria, and ensures appropriate consultations with stakeholders at all levels; and especially with USAID contractors and other relevant stakeholder 44 Ensures effective integration and coordination of program implementation among partner organizations through effective leadership. 6 Work with CoP/DCoP to maintain a strong and wide network with key partners and stakeholders, and ensures that the project is represented in appropriate technical working groups, committees and donors meetings as agreed with the COP and World Vision Burundi country leadership. Support the management, development, monitoring of work plans, budget and ensure appropriate levels of technical assistance are provided as expected. Lead local implementing partners and strengthen their capacity in malaria activities at facility and community levels. Continuously monitor and supervise malarial activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health team Provide guidance and training, when needed, to country-based Chiefs of Party/ Deputy Chief Party and/or subject matter experts in Malaria program Provide direction and oversight of the development of performance indicators and targets, and reporting results Support the Senior MEAL to establishing systems for TUBITEHO Health programme monitoring, quality improvement, accountability, evaluation and learning

Provides technical input into the program monitoring and evaluation Ensure that learning and results are captured, shared and used to inform future programmes KNOWLEDGE, SKILLS AND ABILITIES Minimum education, training and experience requirements to qualify for the position: Masters degree or higher in public health, medical sciences, or other related area (required) Eight (8) years of experience in designing, implementing and managing malaria programs in Burundi or in a similar African context. Proven knowledge and experience with USG programs, procedures and systems for Activity design, procurement, implementation, management, monitoring and evaluation (highly desired) Experience in collaborating with different stakeholders including the NMCP, the Ministry of Health, district management teams, donors and other NGOs supporting malaria prevention and control activities is required (highly desired) Previous experience working in challenging operating environments and/or countries of similar socio-economic context managing activities of similar scope and complexity (and especially those having addressed aspects of R/MNCH and malaria service delivery). Strong design, monitoring and evaluation skills preferred Strong track record in government and multilateral grant acquisition Fluency in English and the relevant other UN language, if it is officially used in the

country Written and oral proficiency in English and French. (required) Kirundi language skills a plus (desired) License, registration, or certification required to perform this position: If applicable, include language requirement(s) as a minimum qualification for this position. Other Competencies/Attributes: Must be a committed Christian, able to stand above denominational diversities. Perform other duties as required. Technical Skill and Abilities: A sound technical knowledge of malaria control; specific experience in case management and/or malaria in pregnancy a plus (highly desired) Written and oral proficiency in English and French.
