The Institute is intending to procure Convocation Scarves for 64 th Annual Convocation. Interested vendors are requested to send their sealed bids under a two cover system as per requirement mentioned in the tender document. 2. Two separate sealed covers superscribed Technical and Commercial should be submitted in a single large sealed cover. The price bid must be submitted in the prescribed format only. Technical bid must contain copy of PAN Card, GST registration certificate and Income Tax return of last three years. 3. A sample of the scarf one of each category (Category 1 and Category 2) is to be submitted in the Technical bid as per the design given below. In case of nonreceipt of the sample or separate technical and commercial bids, the vendor s bid will not be considered. The quality of the sample scarf will be an important ingredient of the technical evaluation. The committee will evaluate the sample as per the specification and price bids will be opened and only those bidders who will technically qualify after considering the quality of the sample scarf as decided by the Committee. IIT Kharagpur reserves the right to take appropriate decision in this regard. 4. The quotation should reach the undersigned on or before 29 th June 2018, 11.00AM. 5. The Technical bid will be opened by a technical committee on 29 th June 2018 at 11:30 am. Based on the decision of the technical committee the price bid of the technically qualified vendor will be opened on 29 th June 2018 at 12:30 pm. Rate: The rate quoted must be inclusive of all charges i.e. GST, Packing & Forwarding charges, Freight charges and Insurance charges up to IIT Kharagpur. The stores are required to be delivered at the Institute at Kharagpur under the suppliers own arrangement, free of additional charges. The damage or loss in transit if any will be at the risk and cost of the supplier. 7. Consignee: All stores are to be consigned in the name of Dean (Planning &Coordination), Indian Institute of Technology, Kharagpur 721302, West Bengal. 8. Delivery period: The stores are required to be delivered positively within July 14, 2018. 9. Quality &Specification of Stores: The stores offered should be of best quality Japanese Satin cloth. Unless otherwise specified, the stores should conform strictly to the desired specification. The Institute reserves the right to reject such stores if found unacceptable on these grounds. 10. Submission of quotation: All quotations must be forwarded in sealed bids format under a two cover system as per requirement mentioned in the tender document. Two separate sealed covers superscribed Technical and Commercial should be submitted in a single sealed cover so as to reach within the specified period. The reference to the enquiry number and the last date of submission must clearly be superscribed on the sealed envelope. 11. Opening of Quotation: All Quotations received will be processed in the Office of the Dean, Planning & Coordination as per the following schedule: a. Last date & Time of submission: 29 June2018 by11:00 am. b. Date & Time of opening the Technical Bid: 29 June 2018 at 11:30 am. c. Date & Time of opening the Price Bid 29 June 2018 at 12:30 pm.
12. Period of Validity: A quotation shall remain valid for acceptance at least for a period of 60 days from the date of opening of the price bid. 13. Payment: Payment will be made through bank transfer to the account of the successful vendor, after receipt of the stores in good order and condition. However 30% advance payment can be made on request of the successful bidder subject to submission of equivalent Bank Guaranty from any Nationalized/Commercial bank. 14. Rejection of offers: The Institute reserves the right to accept or reject any or all the offers including the lowest without assigning any reason. The Institute does not bind itself to accept the lowest offer. 15. Dispute: In case of dispute, the matter will be settled mutually, failing which the decision of the Director shall be final and binding on the bidders. Dean, Planning &Coordination
