Earth borrow with more than 50% of the particles smaller than 75 μm, as determined by LS-702, shall not be used unless the field moisture content meets the requirements of Table 1. 212.05.02 Rock Borrow Rock borrow shall consist of rock as defined in OPSS 206. 212.07 CONSTRUCTION 212.07.01 General The work required for borrow shall include clearing, grubbing, stripping of borrow source; construction and maintenance of access roads and maintenance and restoration of haul roads; excavating, hauling, placing and compacting the borrow material and borrow source rehabilitation. 212.07.02 Right to Occupy and Operate Written proof, including appropriate permits, for the right to occupy and operate a borrow pit site shall be provided to the Contract Administrator. 212.07.03 Owner's Properties Unless otherwise specified, material will not be available from the Owner's properties. 212.07.04 Clearing, Grubbing and Stripping Borrow sources shall be cleared, grubbed and stripped of unsuitable materials. These operations shall be completed a minimum of three working days in advance of excavation where cross-sections are required. Page 2 Rev. Date: 04/1999 OPSS 212
Stripped material shall be piled sufficiently back from the face of the pit or quarry to prevent the contamination of the face material. The stripped material shall be piled such that the distance from the face being worked to the stripped material shall be: a) for pits: at least equal to the depth of the face or 5 m, whichever is the greater distance; and b) for quarries: at least 5 m. 212.07.05 Placement The construction of embankments and backfill areas with borrow material shall be according to OPSS 206. Earth borrow with 50% or more of the particles between 5 µm and 75 µm in size, as determined by LS-702, shall not be placed within the frost penetration depth. 212.07.06 Haul Roads All restoration work required shall be performed where haul roads are damaged due to hauling operations. Acceptable material shall be placed and work performed on the haul road to provide safe passage and control of traffic at all times. Acceptable material shall be placed and work shall be performed to repair the haul road to pre-contract condition, and to the satisfaction of the Contract Administrator and owner of the haul road upon completion of the hauling operations. 212.07.07 Quality Control 212.07.07.01 Earth Borrow Source The Contract Administrator shall be notified of the intended earth borrow source two weeks in advance of when the material will be used to allow time for sampling and testing. The Contractor shall designate a quality control laboratory, acceptable to the Owner, and be responsible for all costs associated with the testing for quality control requirements. Responsibilities shall include excavation of all test holes and sampling and delivery of all materials to the quality control laboratory. All test results shall be submitted to the Contract Administrator prior to placement of any material in the work. Test holes for earth borrow shall be excavated to the depth of intended excavation. The minimum number of test holes shall be one for every 20,000 m 3 of material or three per source, whichever is greater. The minimum sampling frequency is one sample per visually identified soil type per test hole. Where the earth borrow material is determined to be frost susceptible, it may be conditionally accepted provided a plan is submitted to the Contract Administrator for approval outlining its use outside the frost penetration depth. 212.07.07.02 Excavation and Placement of Earth Borrow Where the earth borrow material is not acceptable due to the moisture content, a plan shall be submitted to the Contract Administrator for approval outlining the excavation, placement and testing procedures. 212.07.07.03 Rock Borrow Rock borrow used in embankments shall meet the requirements of OPSS 206. 212.07.08 Borrow Source Rehabilitation The borrow source shall be rehabilitated to comply with the requirements of provincial regulations. 212.07.09 Management and Disposal of Excess Material The management and disposal of excess material shall be according to OPSS 180. 212.08 QUALITY ASSURANCE 212.08.01 Earth Borrow Source The earth borrow source shall be accepted provided the quality control test results submitted by the Contractor meet the requirements of this specification. The Contract Administrator will take and test a minimum of one sample per source to verify the material meets the requirements of this specification. Additional quality assurance samples may be taken at anytime. 212.08.02 Excavation and Placement of Earth Borrow The Contract Administrator reserves the right to identify on a visual basis, localized soft spots which result from excessive wet, silty or organic borrow materials. Removal and replacement of these areas shall be the responsibility of the Contractor at no additional cost to the Owner. 212.08.03 Rock Borrow The Contract Administrator reserves the right to visually inspect rock borrow to ensure the material conforms to the requirements of OPSS 206. 212.09 MEASUREMENT FOR PAYMENT 212.09.01 Earth Borrow Rock Borrow 212.09.01.01 Tonne Measurement The method of determining the mass of borrow material shall be according to OPSS 102. 212.09.01.02 Cubic Metre Measurement Measurement of payment by the cubic metre shall be as determined by the Contract Administrator according to one of the following methods. a) End Area Method, At Source The volume of material will be measured at the source in their original location and computed in cubic metres by the method of average end areas. Cross sections will be taken after the source has been cleared, grubbed, and stripped of all unsuitable surface materials. The volume of boulders removed from borrow pits that cannot be accommodated in embankments will be deducted. b) End Area Method, In Place The measurement for payment will be made of borrow materials measured in place with no allowance for shrinkage and computed in cubic metres by the method of average end areas. c) Truck Box Method Materials will be measured in cubic metres, loose, by predetermined truck box capacities and an appropriate bulking factor as determined by the Contract Administrator. The predetermined capacity of each truck will be that computed from its box dimensions. Each truck shall be uniquely and readily identifiable. 212.10 BASIS OF PAYMENT 212.10.01 Earth Borrow - Item Rock Borrow - Item Payment at the contract price for the above items shall be full compensation for all labour, equipment and material required to do the work. 212.10.02 Haul Roads No separate payment will be made for the cost of haul roads. Payment for maintenance and restoration of haul roads will be made for the materials provided and the work performed as specified herein, at contract prices or, at negotiated unit prices. 212.10.03 Access Roads No separate payment will be made for the cost of construction and maintenance of access roads.
