Related Topics: About Ghana Integrated Cargo Clearing System (GICCS) Purpose and Audience Document Conventions 1.1 Ghana Integrated Cargo Clearance System (GICCS) portal GICCS is Ghana's Single Window portal that houses the Manifest, Declaration and Logistics module in the goods clearance chain. The main modules in GICCS include: Manifest submission and payment related processing. Declaration submission, validations, notifications and payment related processing. Logistics module has Cargo Tracking, Container transfer, Delivery Order Submission and Tracking features. The Manifest module allows for the lodgement of Cargo manifest for Customs purposes and its subsequent approval. Freight Forwarders use this module for the lodgement of consolidated cargo. The module also caters of the amendment of cargo manifest by parties and its approval by Customs. The Declaration module allows for online submission of Customs declarations 24/7 by registered Declarants to Customs. GICCS improves the visibility of cargo status to commercial users of the system & the trading community as it provide cargo tracking capabilities (including RFID tags on containers) which will enable the users (importer, port authority & inland container terminals) to have accurate information of movement of container and delivery order. Messaging Server Ghana Integrated Cargo Clearance System(GICCS) XML External Information Systems UCR,IDF,Permt/ Exemption Ministries, Departments/Agencies (MDAs) BOE,Manifest Ghana Customs Management System (GCMS) 1.2 Purpose and Audience This guide aims to streamline the process and determine the scope of the roles of the following users of the GICCS: Vessel/Aircraft Operators (Carriers) The shipping line, airline or their assigned agent who is/are responsible for the operation of the ship or aircraft for the voyage or flight to Ghana. Service Providers Represents more than 1 airlines/shipping lines. Slot Charterer (Co Loaders) The entity that has an agreement with the Operator to lease space on the ship or aircraft for onward sale to clients. Exporters/Importers The final beneficiaries of the importation/exportation. Clearing Agents Acts on behalf of more than one Exporter/Importer. Freight Forwarders Organizes shipments for individuals or other companies. Port/Airport Authority The port authority users. Container Terminal Operators (CTO) Also known as Cargo Terminal Operators at the port (main point of unloading). Off Dock Terminals Terminals that may act as a secondary reception point for cargo from the CTO. Freight Stations Freight Station Operators Customs (CEPS) Ghana Customs. Banks/Cashiers Statutory Body Such as GSC / Ghana Maritime Authority / Ghana Civil Aviation Authority that oversees air and or sea trade. The homepage is displayed once the website is opened. Login This section enables Shipper lines/agents, port authority, customs & exporters/importers, clearing agents and others within the trading community to access the GCNET GICCS Portal system. It also enables existing users to request for password reset and to change their password. Notices & Updates This section contains the notices, updates, issuances etc. related to GICCS. Cargo Tracking This section provides a way of tracking the status of a container. Payment This section provides a link to the emda Payment Portal. Contact This section indicates GCNET Support Center details for to provide offers your all round support all issues relating to using all TradeNet related application. 2.2 Logging in and Logging out User must have valid log in details to be able to access the GCNET GICCS Portal. The Shipping lines/agents, port authority, customs & exporters/importers, clearing agents submit a registration request to GCNET Administrator who creates the appropriate user accounts. After using the GCNET GICCS Portal, you must log out from the system to avoid illegal use of your account. 2.2.1 To Log in to GCNET GICCS Shipping Agent Portal: 2.2.1.1 Enter your user name and password on the Log in section of the GICCS homepage. Date/Time Shows the day, the date for the day, time when the user logs in. 2.2.2 To Log out from Shipping Agent GCNET GICCS Portal: 2.2.2.1 Click located on the upper right corner of the page you are currently at. 2.2.3 To Log in to GCNET GICCS Clearing Agent Portal: 2.2.3.1 Enter your user name and password on the Log in section of the GICCS homepage. Click button. 2.2.3.2 Clearing Agent Homepage will display. The following features are available: Welcome Note Shows who is currently logged in. 3. Password Management 3.1 Changing Passwords GCNET GICCS Portal allows users to change their password as often as needed. 3.1.1 Click hyperlink in the Portal Homepage to change password. 3.1.2 Enter the following information then click button: User ID Enter your User ID. Present Password Enter your existing password. New Password Enter your new nominated password. Confirm Password Re enter your new nominated password. Page 9 of 9
