SECTION 02160 EROSION AND SEDIMENTATION CONTROL PART 1 GENERAL 1.1 RELATED DOCUMENTS A. The Contractor shall be held to have read all Bidding Requirements; all of the General Conditions and Supplementary General Conditions and all Divisions of the Technical Specifications before submitting a bid for the proposed work, and in the execution of the work, they will be bound by all of the conditions and requirements therein. 1.2 SUMMARY A. Temporary Sediment Controls: Water control, dust control, erosion and sediment control. B. Requirements set forth in the Storm Water Pollution Prevention Plan (SWPPP) to be provided to the Contractor by the Owner prior to the start of construction. 1.3 COORDINATION A. General Conditions of the Contract for Construction. 1.4 SUBMITTALS A. Submit product specifications for all packaged materials. B. Submit gradation reports for all bulk aggregate and infiltration materials. C. Submit percolation+testing results for all infiltration materials. 1.5 PRODUCT HANDLING A. Store materials properly to prevent damage, deterioration, and contamination. 1. Aggregates shall be stockpiled in a well+drained location. 2. Packaged materials shall be delivered in their original unopened containers and stored in a weatherproof enclosure. 1.6 JOB CONDITIONS A. At all locations of temporary sedimentation basins, stake out all existing and proposed utilities to check for conflicts, prior to excavation. B. During excavation if any existing utilities, either know or unknown are encountered, it shall be immediately reported to the Owner s 1.7 APPLICABLE CODES, STANDARDS AND SPECIFICATIONS A. New York State Department of Transportation Standard Specifications of May 1, 2008 and all Addenda. 1.8 WATER CONTROL A. Grade site to drain. Maintain excavations free of water. Provide, operate, and maintain pumping equipment as required. B. Protect site from ponding, puddling, or running water. Provide control measures as required to protect site from water erosion. 1.9 DUST CONTROL A. Execute work by methods to minimize dust from construction operations. B. Provide positive means to prevent air+borne dust from dispersing into atmosphere. 1.10 EROSION AND SEDIMENT CONTROL A. The Contractor is responsible for the implementation and maintenance of erosion control measures and structures as set forth in the SWPPP. The Contractor shall exercise diligence to continuously monitor and evaluate erosion control measures on a regular basis, including after rainfall events, and maintain and modify erosion control measures as necessary. B. Plan and execute construction by methods to control surface drainage from cuts and fills, from borrow and waste disposal areas. C. The contractor shall confine grading operations and ground disturbance inside the designated project limits. Disturbance of areas outside project limits shall not be permitted without prior approval from the Owner. D. Install temporary erosion control measures prior to the start of construction activities. E. Minimize amount of bare soil exposed at one time. The Contractor shall also minimize the disturbance of any perimeter buffer areas or areas designated as to remain undisturbed, if any, as delineated on the plans. F. Provide temporary measures such as berms, dikes, silt fencing, straw bales, inlet sediment traps, and drains. The Contractor shall install and maintain all erosion control and sedimentation measures in accordance with this section and the requirements specified in the NYSDOT Standard Specifications, Section 209+3. G. Storm drain inlet protection shall be installed at all catch basins, receivers and yard drains unless directed otherwise by the Architect/Engineer. 021602

H. Construct fill and waste areas by selective placement to avoid erosive surface silts or clays. I. The Contractor shall remove sediment accumulated in the structures periodically as necessary and at the end of construction and dispose off+site in a stable location as approved by the Architect/Engineer. J. Periodically inspect earthwork to detect evidence of erosion and sedimentation; promptly apply corrective measures. Additional measures may be necessary to correct deficiencies and provide adequate control for unforeseen site conditions and extreme weather. K. All temporary erosion control measures shall remain in place and maintained until all disturbed areas have become stabilized. 1.11 CONSTRUCTION SEQUENCE A. Construction activities shall be scheduled by the Contractor with the intent to minimize the amount of disturbed area at any one time as well as the length of exposure. In general, once work has been started on a particular phase or structure, this work shall be completed, to the extent possible, before work on another phase or structure is started. It will be the Contractor s responsibility to evaluate potential hazards and to use temporary measures to stabilize any areas of incomplete work. Specific scheduling of critical construction events and erosion control measures shall be as follows: 1. Field stakeout drainage structures, and erosion control measures by qualified personnel. 2. Install perimeter controls, silt fencing, and stabilized construction entrance. 3. Strip topsoil inside clearing limits as necessary. Stockpile topsoil if uncontaminated in stable areas and stabilize with temporary seed and mulch as required. 4. Perform excavations for demolitions and new constructions. Seed and mulch all new work as required. 5. Install protection around existing catch basins and new yard drains. Perform final grading and construct road subbase. 6. Maintain erosion control measures, re+seed and mulch remaining areas as necessary until vegetation is fully established. 1.12 POLLUTION CONTROL A. Provide methods, means, and facilities to prevent contamination of soil, water, and atmosphere from discharge of noxious, toxic substances, and pollutants produced by construction operations. PART 2 MATERIALS 2.1 MATERIALS A. Silt Fence: Mirafi Envirofence, prefabricated silt fence, incorporating Mirafi 100X woven fabric, 1+1/4 square hardwood posts (spacing of 8.3 linear feet), plastic net backing for additional reinforcement. 021603

B. Bank Run Gravel: Clean, Durable, sharp+angled fragments of rock of uniform quality. The gradation shall be as follows: Type 2: Sieve Size Percentage Passing Designation By Weight 1 ½ inch 100 1 inch 90 + 100 ½ inch 0 + 15 C. #1 Stone: Crushed stone conforming to NYSDOT 703+0201. Sharp, angular fragments of crushed limestone or other approved crushed rock. Uniform quality throughout, well graded and free from dirt, clay and debris. The gradation shall be as follows: Sieve Size Percentage Passing Designation By Weight 2 inch 100 1/4 inch 30+65 No. 40 5+40 No. 200 0+10 D. Rip+Rap: Hard, sound, angular stones, with a minimum weight of 100 pounds per stone, conforming to NYSDOT 620+2.02, Stone Filling Medium. E. Geotextile Fabric: material shall conform to Section 02275 Geotextile fabric and to Section 209+2 of the NYSDOT Standard Specifications PART 3 EXECUTION 3.1 INSTALLATION A. Install silt fence or stone check dams as necessary to prevent sediment from leaving the construction area in accordance with NYSDOT Standard Specification Section 209+3. B. Install catch basin inserts at all receivers within 200 feet of construction area or as ordered by Architect. Install catch basin inserts according to manufacturer s recommendations. Replace catch basin inserts when oil or sediment capacity is reached. Dispose of used inserts appropriately. C. All temporary erosion control measures will be maintained throughout the course of the site construction activities. D. Install stabilized construction entrance in accordance with details shown in the Contract Plans. E. The Architect or Owner may order additional erosion and sediment controls to be installed. The Contractor shall comply with the Architect s or Owner s request and immediately install the required controls. 021604

3.2 MAINTENANCE A. Silt fences shall be maintained and sediment materials removed when bulges develop in the silt fence, and as directed by the SWPPP Inspection personnel or the Owner s B.
