Environment and Energy Individual Contractor English 1 April 2014 2 months Expected Duration of Assignment : 2 months INTRODUCTION Green Technology Application for the development of Low Carbon Cities (GTALCC) project is to support Malaysia s aspiration of promoting low carbon development in the cities (hence low carbon cities), reduce carbon emissions in the city envelop and eventually contribute towards the national commitment as pledge by the Prime Minister during the COP15 where Malaysia is committed to reducing up to 40% of Green House Gasses (GHGs) in terms of emission intensity by GDP by the year 2020 (compared to 2005 levels) conditional upon financing and transfer of technology by the developed countries. GTALCC aspires to achieve the following outcomes by the end of the 5-year project period: 1. Major cities implemented and adopted integrated low carbon urban development plans and /or programs

2. Expedient appraisal, approval and implementation of strategic urban development plans/program and projects related to the wide spread development of low carbon cities. 3. Major cities are aware of, and are planning and implementing low carbon technology applications for integrated urban development. 4. Increased investment in low carbon technology applications in cities 5. More low carbon urban infrastructure projects implemented in Malaysian cities The proposed project is in line with the GEF 5 Strategic Objective CCM 4 on the promotion of energy efficient low carbon transport and urban systems. It consists of interventions across cities in Malaysia to facilitate the implementation of low carbon initiatives and showcase a clear and integrated approach of successful low carbon city development. In general, cities are a key contributor of GHG emissions with an estimated 70% of the world s energy related emissions. In Malaysia, more than half of total emissions are related to urban spaces specifically, electricity (up to 26% of the emissions), transportation (16%) and solid waste (12%). Recognizing that cities are natural partners to chart a low carbon growth path the Government of Malaysia has recently launched the Low Carbon Cities Framework and Assessment (LCCF). The objective is to achieve sustainable development, reduce carbon emissions of the cities and contribute towards the national commitment of reducing up to 40% of GHGs in terms of emission intensity by GDP by the year 2020 compared to 2005 levels. Currently, several low carbon city initiatives which explicitly target low carbon development are at various stages of development at the national and subnational levels. However, the initiatives are developing in a rather fragmented manner without a common shared vision, integrated approach to low carbon development, agreed definitions or well accepted methodologies and standards. As such, a full scale project is proposed in the PIF, which focuses on the removal of barriers pertaining to policy and regulatory; financing issues; awareness, technical and institutional capacity through the three (3) components: Component 1: Policy support for the promotion of integrated low carbon urban development. Component 2: Awareness and institutional capacity development. Component 3: Low carbon technology investments in cities. The GTALCC PIF document, Review Sheet and STAP review document can be downloaded from the following weblink: http://www.thegef.org/gef/project_detail?projid=5329 Information on the UNDP and GEF Monitoring and Evaluation process and experience from other countries can be referred to the Evaluation Resource Center at the following weblink http://erc.undp.org SCOPE OF WORK The overall objective of the assignment is to assist the project preparation team, being the Lead Consultant and the Local Consultant, in the preparation of the GTALCC Project Document. The aim is two-fold being 1) to assess the status and requirements of sub-national GHG emissions accounting, and emission Measurement, Reporting and Verification (MRV) activities (including for Clean Development Mechanism) in Malaysia, 2) collect data, identify methodologies and calculate the baseline emission scenarios for the investment Projects identified in Component 3 of the project. The specialist will :

(i) (ii) (iii) (iv) (v) (vi) Undertake a detailed stocktake of the state of GHG emissions analysis, and MRV systems at the state, city and project/institutional level in Malaysia. Stocktake related international and regional best practices on GHG accounting and MRV frameworks at the subnational levels. This will be a general review but must also include the targeted states, cities and projects/institutions participating in the current project. The review will catalogue the different past, present and planned activities, identify approaches used and tools, identify specific stakeholders involved, and summarise experience and key lessons. This is likely to include such activities as emissions analysis for policy making, GHG inventory and MRV for CDM. The prospective list of target sub-national entities is detailed in the PIF and includes Putrajaya, Cyberjaya, Iskandar Malaysia, Hang Tuah Jaya and Petaling Jaya although these may change. MEGTW and UNDP will finalise the target entities in consultation with the consultant during preparation of the Inception Report. Based on stocktake identify best-practices, and barriers and opportunities for strengthening emissions accounting and MRV systems with specific emphasis on the targeted sub-national entities. Identify the feasibility and limitations of GHG accounting and MRV systems for the targeted cities. This will include a detailed appraisal of available methodologies and qualitative and quantitative GHG data from various sources and identification of any barriers to effective analysis of GHG emissions and the development of emission scenarios and MRV systems by cities. The consultant will also consider systems, tools and capacity development support required for cities to establish GHG inventory and MRV systems and associated quality assurance and control procedures. In line with component 1 of the project, recommend feasible design options for GHG accounting and MRV frameworks for pilot cities to institutionalize. Building on existing analysis and available data where possible, determine baseline GHG emission scenarios for each of the investment projects identified in the current GEF project. This will be used to determine the incremental benefits of the current GEF project and so the baseline will include the impact of the investment project itself (assuming the current GEF project was not present). Provide relevant inputs to the development of the project document as required by the Lead Consultant. METHODOLOGY The specialist will report to the Lead Consultant of the GTALCC Preparation team under the guidance of UNDP Malaysia. The methodology should include but not limited to secondary data collection, desk research, simulation and computer analysis, interviews and meetings with relevant stakeholders. The applicant is encouraged to submit a proposed draft methodology along with the proposal and a detailed final methodology will be developed in consultation with the preparation team during the inception phase, EXPECTED OUTPUTS

Unless otherwise specified below, the due dates for key deliverables will be determined in consultation with the Lead Consultant. However all finalised deliverables must be received by UNDP within the contract period. In each case at least 1 week is required to allow feedback from the project team, MEGTW and UNDP. The key deliverables are: (i) An inception report including an updated and detailed workplan including details of all persons to be consulted, and detailed methodology. The Inception Report will also include a proposed outline and synopsis of the reports to be produced and an assessment of key risks likely to impact on the successful completion of the workplan and recommended countermeasures (especially relating to the GHG emissions analysis of the Investment Projects). The Inception Report must be completed and agreed with the Lead Consultant and UNDP within 7 working days of signing the contract. (vii) A study report on the A Study for Sub-national GHG Emissions Analysis and MRV systems in Malaysia which includes the outputs from the stocktake, best-practices, barriers and opportunities analysis. The report will also include, as case studies, the analysis of feasibility, limitations of GHG accounting and MRV systems and recommend design options for the target cities. (ii) A draft Investment Project Analysis report which details the calculation of the baseline emissions scenarios for each of the Investment Projects. Any software or computational tools used in the analysis must also be provided in order that the analysis can be easily replicated or modified as required. (iii) The final report and the final Investment Project Analysis report must be delivered by end of May 2014 DURATION The consultancy is expected to require 30 working days effort and will take place from 1 April 2014 to 31 May 2014 (2 months). DELIVERABLES AND TIMELINE The consultant will be responsible for the delivery, content, technical quality and accuracy of the baseline estimation and report. It is expected that all deliverables to be finalized by the Lead Consultant GTALCC preparation phase before final submission to UNDP Malaysia for verification and approval. TERMS OF PAYMENT The fee is payable upon satisfactory completion and acceptance of the deliverables as in Annex 1. EXPERTISE AND EXPERIENCE REQUIRED The consultant should ideally have the following expertise and experience: Professional Experience At least 7 years of professional experience in technical activities related to climate change, GHG emission accounting and analysis, MRV systems, GHG mitigation activities (CDM and NAMAs); Experience in buildings, transport, energy and waste sectors an advantage; Experience or familiarity with the GEFand Low Emisison Development Strategy (LEDS) is a definite advantage; Demonstrated experience in area-based or sectoral-based GHG emission calculation is a requirement. Familiarity with the key characteristics of urban mitigation, urban planning, integrated urban development, infrastructure investment and technologies in the Malaysian context is a requirement; Demonstrated experience and success in the engagement of, and working with both the public and private sectors is an advantage Education Requirement Master s degree in Science, Environment, Engineering or any related qualification. Bachelor s degree with more than 7 years of experience can be considered inlieu of the Master s degree. Language Requirement

Proficient in English. Proficiency in Bahasa Malaysia will be an added advantage.
