FREIGHT AND GOODS MOVEMENT Transportation Vision for the 21st Century Freight and Goods Movement Objective Activities Performance Indicators Targets Begin to plan strategically and become the shining example for business development and for greater efficiencies in the movement of cargo and freight to the end-user Modal Planning Activities: The FDOT Aviation Office implements criteria set forth in the Florida Aviation System Plan (FASP 2025), Florida Aviation Project Handbook (FAPH), and the Federal Aviation Doctrine for selecting aviation investments. The Aviation Office works with Space Florida to prioritize aerospace investments. The FDOT Transit Office generates and prioritizes projects through coordination between MPOs, transit authorities, and local governments through the office s implementation of the New Starts Transit Program (NSTP). The FDOT Seaports Office, in consultation with the Florida Ports Council, implements the Seaport System Plan which gives priority to investments that support the state s economic development goal of promoting trade and export-oriented activities. The FDOT Rail Office implements the 2010 Rail System Plan and coordinates with private owners/operators of rail facilities, transit authorities, and stakeholders. Rail capacity projects are aimed at the modernizing existing infrastructure and long-term preservation of rail corridors. Return On Investment (ROI) - utilizing Benefit- Cost Analysis (BCA), apply economic concepts to monetize the results of detailed mobility, safety, environmental, capital and operating cost analyses. Compare the forecasted economic return of individual projects across modes, geographic areas, and the most important benefits of each project.
