By the end of this training you will be more knowledgeable about: The Workforce Investment Act of 1998. Familiar with WC programmatic procedures and requirements. More confident about your role in delivering employment and training services. Able to demonstrate an ability to utilize and access WC Policies & Procedures and reference materials. Familiar with other WIA funded ADW service providers.
The Workforce Investment Act of 1998 (WIA). to consolidate, coordinate, and improve employment, training, literacy, and vocational rehabilitation programs in the United States, and for other purposes.
The American Recovery and Reinvestment Act of 2009 (ARRA) also known as Stimulus Plan making supplemental appropriations for job preservation and creation, infrastructure investment, energy efficiency and science, assistance to the unemployed, and state and local fiscal stabilization, for the fiscal year ending June 30, 2011, and for other purposes.
WC s Board of Directors comprised of about 35 members. The majority (51%) represent the private sector owners, CEOs, COOs, or other policy makers or individuals with hiring authority. Eligibility for WIA Title I Services WC Policy 3.0 Adult Category Must be 18 years of age or older and provide proof of age. If male, must comply pywith Selective Service registration requirements. (www.sss.gov) Must show proof of citizenship or eligibility to work in the United States. Must provide documentation of Social Security number. Must provide proof of residency in Southern Nevada.
Eligibility for WIA Title I Services WC Policy 3.0 Dislocated Worker Category y( (1 of 4 categories must be met for registration) 1. An individual who has been laid off or terminated, or has received notice of termination from employer 2. An individual who has been laid off or terminated due to a plant closure. 3. An individual d who was self employed dbut is unemployed due to general economic conditions. 4. A displaced homemaker.

Must be signed and dated by both participant and WIA Provider Staff. Allows the provider to verify past or future employment.
WIA Provider can adopt WC s Grievance Policy. Participant must be given a copy of Grievance Procedure. Form in the file must be signed and dated by both the participant and WIA Provider staff.
This form is covers two parts: Section A covers information related to the participant s Social Security Number and how it will be used. Section B covers Nepotism. Asks participant to disclose if any of their immediate family members are either City or County Elected Officials. Also asks participant to disclose if any of their immediate family members are currently employed by the City, County or a WIA FUNDED ORGANIZATION. It shall be considered Nepotism to enroll as a participant any member of the immediate family of a grantee employee who is acting in an administrative capacity.

Individual Employment Plan (IEP) Training services (Occupational Skills Training/OJT/Customized Training): Documentation of demand occupation required. Support Services: Copies of checks or vouchers, including client s signature acknowledging greceipt of Support Services. Fully executed contracts, vouchers or agreements of training services. Attendance Records CASE NOTES UPDATED A MINIMUM OF AT LEAST EVERY THIRTY (30) DAYS.
Enrolling WIA Services Initial Assessment Brief assessment of basic skill levels, aptitude, abilities, employment interest, previous employment history, and need for support services. Staff Assisted Job Search Staff assistance provided such as resume prep, job referrals, job placement, etc.
Must be updated at a minimum of every 30 days. Must reflect participant s progress towards employment and training goals. Tell the story Who, Why, When, What, Where and How
Justification must be provided in Individual Employment Plan (IEP) for movement. Examples of Justification Can not obtain employment in core services Can not obtain employment in core services. Further assessment needed before participant can obtain employment.
Individual Employment Plan (IEP): Comprehensive and specialized evaluation of barriers and support service needs. Diagnostic evaluation and reconciliation of employment goals, skills, abilities, aptitudes and work history with the job specific needs of employers identified.
Short Term Pre Vocational Services Includes the development of learning skills, communication skills, interview skills, punctuality, personal maintenance skills and professional conduct. Must cost less than $1,000.00 and Must be no more than 40 hours of instruction, and Must emphasize basic learning skills (such as computer usage, English as a second language (ESL), or fundamental math and reading skills); or work readiness. Subject to Procurement.
Work Experience (WEX) Planned structured learning experiences that take place in a workplace for a limited period of time. Work experiences may be paid (minimum wage minimum if paid) or unpaid. WIA Provider is responsible for Worker s Compensation since participant will be employee of WIA Provider. WEX Agreement and sample timesheets provided in ADW manual.
Internships A Work study program which enriches the client s academic knowledge and offers work experience toward the client s specific career goals. Relocation Assistance Funds can be expended to provide relocation assistance to participant. Participant must provide letter of intent to hire from employer out of Southern Nevada service area. This must be verified by the WIA Provider. Limit of $1,000.00 can be used for relocation assistance.
Transportation Child Care Dependant Care Housing Employment related equipment and supplies Additional support services necessary for the participant to engage in WIA Title I activities (such as Health/Sheriff cards, eyeglasses, minor auto repairs, etc.) Needs based payments (i.e., living stipends); with provisions. Occupational Skills Training Training school and training program must be on WC s Eligible Training Provider List (ETPL). The ETPL can be found on WC s website (www.nvworkforceconnections.org). This list is updated often and provider must complete due diligence to ensure that training provider and type of training are on this list. Training services must have documentation of Demand Occupation (WC Policy 3.3) in the client file.
On the Job Training (OJT) provided under contract with an employer in the public, private non profit or private sector. Through the OJT contract, occupational training is provided for the participant in exchange for reimbursement. Contract is negotiated between WIA Provider and Employer. WIA Provider should dcomplete e due diligence cebefore e entering e into contract with employer for OJT. Reimbursement level is based on size of employer. 50% reimbursement to employers with 251 or more employees. 75% reimbursement to employers with 51 250 employees. 90% reimbursement to employers with less than 50 employees.
Customized Training defined as training that is designed to meet special il requirements of an employer (or group of employers), that is conducted with a commitment from the employer to hire or (in the case of incumbent workers) continue to employ an individual id on successful completion of the training, i for which h an employer pays not less than 50% of the cost of training.
