Strategic Task 1: Low Carbon Growth Reduce the intensity of greenhouse gas emissions and promote the use of clean and renewable energy according to the following essential targets: The period 2011-2020: - Reduce the intensity of greenhouse gas emissions by 8-10% as compared to the 2010 level; - Reduce energy consumption per unit of GDP by 1-1.5% per year. - Reduce greenhouse gas emissions from energy activities by 10% to 20% compared to the business as usual case. 11/22/2013 This commitment includes a voluntary reduction of approximately 10%, and an additional 10% reduction with additional international support.

Strategic Task 2: Greening Production Implementation of a clean industrialization strategy; Issue, check and adjust existing sectoral master plans to ensure economic and efficient use of natural resources; Encourage the development of green industry and green agriculture based on environmentally friendly structures, technologies and equipment; Key targets for green production towards 2020 are: The value of high-technology and green technology will make up a share of 42-45% of GDP; The rate of commercial manufacturing facilities that meet environment standards will reach 80%; Application of clean technology will reach 50%.

Strategic 3: the Greening of Lifestyles Greening lifestyle and promoting sustainable consumption entails The combination of rich and beautiful traditional means with civilized and modern means to create comfortable and high quality living standards for people and society of a modern Viet Nam: Rapid and sustainable urbanization while maintaining the living in harmony with nature in rural areas and establishing sustainable consumption behaviour within the context of global integration.

Actions Total: 12 group of activities with 66 activities: 1. Formulating institutions to support the implementation of VGGS (7 activities); 2. Localities formulate local GGAP and implementing small scale pilot green projects (3 activities); 3. Implementing Efficient and effective use of energy and reducing GHG emission in some energy consuming industrial sectors (8 activities); 4. Implementing Efficient and effective use of energy and reducing GHG emission in the transportation sector (3 activities); 5. Changing cultivation techniques to reduce GHG emission in agriculture, forestry and aquaculture (6 activities); 6. Developing clean and renewable sources of energy (3 activities).

Actions 7. Reviewing development strategies, master plans as well as plans and formulate the program for restructuring the economy towards green path (8 activities); 8. Efficient and sustainable use of natural resources and develop green economic sectors (9 activities); 9. Developing sustainable infrastructure (3 activities); 10. Promote the campaign enterprises for sustainable development and improve capacity as well as developing technical and management services market for green growth (3 activities); 11. Develop green and sustainable urban areas (cities) (7 activities); 12. Promoting green life style (6 activities).

5 th Group of Activities: Changing cultivation techniques to reduce GHG emission in agro-forestry and aquaculture Coordinating agency: Ministry of Agriculture and Rural Development Activity 5.1: Apply organic cultivation approach and improve management skills to reduce GHG emission. Activity 5.2: Reuse and recycle agricultural by-products and waste. Activity 5.3: Study and widely apply enriched nutrious foods in husbandry to increase the absorbent capacity, reducing GHG emission and improve economic efficiency. Activity 5.4: Forestation, improving forest quality and sustainable forest management. Activity 5.5: Innovating technologies in aquaculture and aqua products exploitation. Activity 5.6: Improve energy efficiency and reduce pollution in craft villages and non-agricultural production in rural areas.

8 th Group of activities: Sustainable and efficient use of natural resources and development of green economy Coordinating agency: Ministry of Natural Resources and Environment Activity 8.1: Against land degradation and sustainably efficient use of land resources. Activity 8.2: Sustainably efficient use of water resources. Activity 8.3: Sustainably efficient use of minerals. Activity 8.4: Encouraging and supporting rapid development of ecoproducts manufacturing industries. Activity 8.5: Widely apply cleaner production approach in industry. Activity 8.6: Develop eco-tourism. Activity 8.7: Promote reuse and recycle waste in the country. Activity 8.8: Promote the production of environmental goods and services. Activity 8.9: Restoration and development of natural capital resources.

10 th Group of activities: Promote the campaign enterprises for sustainable development and improve capacity as well as developing technical and management services market for green growth Coordinating agency: Vietnam Chamber of Commerce and Industry Activity 10.1: Widely implement the campaign Enterprises achieving sustainable development standards. Activity 10.2: Building capacity for technical and management of green growth; promoting consultancy and assistance activities for enterprises to implement cleaner production; developing the network of technical-managing services organizations and services market for green growth. Activity 10.3: Raising awareness for enterprises and sharing domestic and international experiences on green growth.

12 th Group of Activities: Promote green lifestyle Coordinating agency: Ministry of Culture, Sports and Tourism Activity 12.1: Implement the campaign of Green lifestyle. Activity 12.2: Implement the campaign on building a model of Energy saving in each household. Activity 12.3: Develop new rural model with lifestyle in harmony with environment. Activity 12.4: Public expenditure by green standards. Activity 12.5: Guide and encourage sustainable consumption initiatives by the people. Activity 12.6: Quickly expand the modern information technology application in the management and social life.
