Anhydrous Ammonia Terminal at Bloom, Manitoba. The alteration consists of the expansion of the existing storm water retention pond and the alteration of culverts associated with storm water retention. No other changes to the operation of the anhydrous ammonia terminal were proposed. Upon review of your alteration request, I have concluded that the environmental effects of the proposed alteration will be insignificant, and therefore, in accordance with Section 14(2) of The Environment Act you are hereby authorized to carry out the proposed alteration as described in the August 13, 2014, Notice of Alteration. Please be advised that this approval is contingent upon the acceptance of a revised Environment Act Licence that will be issued in the near future. Winnipeg, MB August 13, 2014 Environmental Assessment and Licensing Branch Attention: Tracey Braun be approved under the existing approval (License 1331R). The modifications Bloom Terminal Storm Water Management It is our opinion that the proposed modifications can be classified as minor as Assessment and Licensing under The Environmental Act (January 2009) and can Water Management System at the Bloom, Manitoba Anhydrous Ammonia proposed design will increase the pond capacity to 15000 m3 which is approximately double that of the existing pond. A new ditch will be added to drainage ditches. No other changes to the process at the Bloom Terminal are anticipated as a result of this project. The details of the project are as described in Attachment A (current stormwater system upgrade), defined in the Manitoba Conservation information bulletin entitled Environmental management system) and Attachement B (proposed stormwater management Terminal. The purpose of this project is to increase the holding capacity of our storm water pond to ensure the facility can appropriately manage surface water runoff from the facility operating area. Currently there is insufficient holding capacity in the storm water pond which results In flooding during the spring.
