Legal Basis EO 262 of 1987 as reiterated in RA 6975 of 1990 Consistent with the 1991 Local Government Code, Local Government Units are now responsible for planning, financing, implementing and managing both urban and rural water supply projects. NEDA Board Resolution No. 4 series of 1994 NEDA Board Resolution No. 6 series of 1996 Philippine Water Supply Sector Roadmap formulated in 2008 and revised in 2010 Philippine Sustainable Sanitation Roadmap formulated and approved in 2010

What are our strategies & approaches to support LGU implementation in the water and sanitation sector to ensure sustainability? Adoption of full cost recovery or pricing of water based on the real cost and discouraging heavy subsidies from LGUs; Managing water utility using commercial principles and encouraging private sector participation; Providing the level of water service based on what the people are willing for and able to pay for thus being consitent with the demand-driven principle;
Adoption of cost-sharing arrangement; Managing water supply and sanitation at the lowest appropriate level; Adoption of Integrated Water Resources Management in project implementation; Promotion of social preparation and community participation at all stages of WATSAN implementation
