Legal Basis EO 262 of 1987 as reiterated in RA 6975 of 1990 Consistent with the 1991 Local Government Code, Local Government Units are now responsible for planning, financing, implementing and managing both urban and rural water supply projects. NEDA Board Resolution No. 4 series of 1994 NEDA Board Resolution No. 6 series of 1996 Philippine Water Supply Sector Roadmap formulated in 2008 and revised in 2010 Philippine Sustainable Sanitation Roadmap formulated and approved in 2010

Capacity Building - Institutional Strengthening of our WATSAN partners at the local level e.g. Provincial and Municipal - R/Barangay Water and Sanitation Associations (R/BWSAs) Formation to include social preparation/community development - Packaging training programs on WATSAN development e.g. WSS Toolbox - Conduct/administer trainings for LGUs in all WATSAN related activities Database Management - Maintain national data management system related to plans, programs & WATSAN activities - Establish benchmarking system to improve LGU managed water utilities

Monitoring & Evaluation - Monitor the progress of the WATSAN implementation as well as the results and outcomes of the interventions - Document lessons learned as basis for future intervening programs & projects

Our GOAL. To develop and strengthen LGU capabilities in planning, financing, implementation and management of water supply and sanitation programs and projects within the framework of Integrated Water Resources Management.

What are our strategies & approaches to support LGU implementation in the water and sanitation sector to ensure sustainability? Adoption of full cost recovery or pricing of water based on the real cost and discouraging heavy subsidies from LGUs; Managing water utility using commercial principles and encouraging private sector participation; Providing the level of water service based on what the people are willing for and able to pay for thus being consitent with the demand-driven principle;

Adoption of cost-sharing arrangement; Managing water supply and sanitation at the lowest appropriate level; Adoption of Integrated Water Resources Management in project implementation; Promotion of social preparation and community participation at all stages of WATSAN implementation

JBIC-funded Rural Water Supply Project Phase V - Provision of Level 1 Water supply & sanitation facilities for 5 th & class municipalities - Adopts 50-50 cost sharing - Promotes partnership with NGO in community organizing and BWSA Formation - Institutional Strengthening of PWSU and MLST (WATSAN TEAMS)

World Bank-funded LGU Urban Water Supply Project - Provision of Level III Water supply systems - Encourage Private Sector Participation in the Operation and Management through Design, Build & Lease Scheme - Promotes full-cost recovery in the capital investment

DILG-GTZ Water Program - Sector Strengthening e.g Creation of PWSDC in Negros Oriental; Creation of BIWRMT; Formulation of the Sector Road Map - Knowledge Management (Project Tracking Management System & KM Portal) - Product Development e.g. WATSAN Toolbox, Pilot Demonstration of Low-cost Technology Options in Sanitation such as ECOSAN & Constructed Wetland - Promotion of Integrated Water Resources Management

Support Programs and Projects - On-going Sagana at Ligtas na Tubig sa Lahat Program (SALINTUBIG) Target: waterless municipalities, waterless barangays, resetllement areas, BEMONCS MDGF 1919 Enhancing Access to and Provision of Water Services with the Active Participation of the Poor Area of Coverage: 36 waterless municipalities in 12 Provinves and 5 Regions (2,5,9,10 and 13) Phippine Sector Assessment and Monitoring Process

Sagana at Ligtas na Tubig sa Lahat Program (DILG, DOH and NAPC) Selection Criteria Access Level - highest percentage of HH without access to safe water; Poverty Incidence with the highest number of population of Conditional Cash Transfer recipients; Incidence of Waterborne Diseases with highest incidence of waterborne diseases (incidence per 10,000 population; and Compliance to Seal of Good House keeping and/or Full Disclosure Policy
