I. BACKGROUND The Partnership Initiative for Institutional Development of Indonesia s South-South and Triangular Cooperation project is a project implemented by UNDP Indonesia with support from the Royal Norwegian Embassy, under coordination from the Indonesia s Ministry of Foreign Affairs. The project will be focusing on the achievement of three main outputs: 1) enhanced Institutional capacity in coordinating and managing Indonesia s south-south and triangular cooperation; 2) south-south triangular initiative implemented: peacebuilding through cross-border local economic development between Indonesia and Timor Leste: 3) enhanced Indonesia s role at global SSTC Forum. The initiatives under the first output seek to support the Ministry of Foreign Affairs (MoFA) in its mandate as leading ministry in the establishment of the Indonesia s International Development Cooperation Agency, including the south-south and triangular cooperation initiatives. Following the impending enactment of the Presidential Regulation on the funding mechanism for Indonesia s South-South Cooperation, there is a strong need from the MoFA to start a study on the structural, human resources, and internal working mechanism adjustment that MoFA needs to have as well as MoFA s regulatory derivatives from the Presidential Regulation that are tailored specifically to ensure that MoFA will be able to perform its function as mandated by the Presidential Regulation. In close consultation with MoFA, UNDP will facilitate this structural, human resources, working mechanism and regulatory needs assessment in the first semester of 18 which will also involve desk review of the existing structure, human resources arrangement, working mechanism and regulations, draft Presidential Decree on single agency, as well as series of consultative process with MoFA s various work units. A report of this study is expected to be produced by mid-18, which then will be followed up by the actual structural adjustments and drafting of the necessary regulations in the latter half of the year. Therefore, in response to this need, UNDP Indonesia Country Office will hire a senior specialist to conduct this assessment. II. SCOPE OF WORK, ACTIVITIES, AND DELIVERABLES Scope of Work The Senior Specialist will work closely with the UNDP Country Office (CO), NPM and team of PIID-ISSTC Project to support the Ministry of Foreign Affairs, particularly the Directorate of Technical Cooperation, by conducting an assessment of structural adjustment, human resources strategy, working mechanism and regulatory framework of MoFA in conducting Indonesia s South-South and Triangular Cooperation. The senior specialist is expected to produce the following deliverables: 1. Report on the assessment, which covers: 1.1. Existing structure, human resources arrangement, and work mechanism, and regulation relevant to MoFA s function to coordinate and produce policies on Indonesia s SSTC 1.2. Assessment of the Presidential Regulation on funding mechanism of Indonesia s SSTC and MoFA s functions in it 1.3. Recommendation on the adjustments needed in MoFA s structure, human resources strategy, work mechanism and regulations in order for MoFA to perform its functions as mandated by the Presidential Regulation 1.4. Recommendation on next strategic steps and timeline 2. Presentation of the study to MoFA s different work units and UNDP in a half-day seminar organized by UNDP and MoFA Expected Outputs and Deliverables

The assignment will be delivered within 3 months, with no more than 40 working days, which includes meetings in Jakarta as necessary and feasible and potential project site visits. WORKING ARRANGEMENTS The incumbent will report to the PIID-ISSTC National Project Manager and Senior Technical Advisor for SSTC. S/he will also obtain guidance from the Directorate of Technical Cooperation, MoFA. The work is home based, but may require a number of meetings in the UNDP Indonesia, MoFA and other government office in Jakarta. The work outlined in this TOR is expected to be carried out on a desk review and interview basis with any additional information gained through electronic means. However, in the even that travel is necessary, all necessary costs will be borne by the project. Travel Plan Below is an indicative travel plan for the duration of the assignment. The Consultant will be required to travel to the below indicated destinations and include the relevant costs into the proposal. There may be also unforeseen travel that will come up during the execution of the contract which will be agreed on ad-hoc basis. No Destination Frequency Duration/days IV. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Academic Qualifications: Master degree or higher in law, development studies, social science, international relations or other related fields. Years of experience:

A minimum 8 (eight) years experience in international development cooperation programme; Demonstrated expertise in conducting regulatory studies/research, particularly in policy related issues Demonstrated strong network with Indonesian government ministries, particularly Ministry of Foreign Affairs, Ministry of Finance, Bappenas and/or State Secretariat. Proven research and drafting skills Competencies and special skills requirement: Have good interpersonal and communications skills; Ability to work independently and in a team; Fluency in English and Bahasa Indonesia and good written communication skills. Advanced computer skills in Microsoft Word, PowerPoint and Excel. V. EVELUATION METHOD AND CRITERIA Individual consultants will be evaluated based on the following methodologies: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation Technical (70%) Criteria Weight Maximum Point Criteria A: qualification requirements as per TOR: 1.
