ANNEX 1 TERMS OF REFERENCE 1. BACKGROUND Introduction UNDP Botswana, together with its local partners, are launching a new initiative to support the Botswana private sector through the Business Suppliers Development Program (SDP). The program integrates SMEs into different value chains as efficient and competitive suppliers. It ensures; Articulation of supply and demand, Creation of networks of providers, Development of human capital, Strengthening of productive value chains, Promotion of public-private partnerships and Increasing competitiveness of firms for exports Selected Value Chains The initial value chains that will be supported are in the sectors of; Mining, Projects/Infrastructure, Agro Processing, Textiles and Leather. The UNDP Business Suppliers Development Program (SDP) The Business Suppliers Development Program (SDP) aims to create demand-based, market-driven opportunities for SMEs to increase their competitiveness through the innovative Suppliers Development Methodology while connecting essential smallscale producers/suppliers to larger markets locally as well as abroad. Additionally, it will attempt to strengthen the entrepreneurial ecosystem in country to encourage innovation and create employment. UNDP will support implementation of market oriented interventions to improve competitiveness of small and medium scale companies through the Suppliers Development Programme (SDP). The SDP has a targeted approach to engage large scale companies purchasing (or willing to purchase) goods and services from SMEs in Botswana. The Suppliers Development Methodology focuses on integrating suppliers into a strategic relationship that allows them to improve their productivity, competitiveness, and quality of products. These small and medium companies go through a rigorous six stage improvement process over a period of 10 to 12 months with close involvement of the lead/anchor company. The improvements brought about in these SMEs will enable them to produce/manufacture more goods in better quality, less time and low costs; enhance their capacity to explore and enter new markets including export markets. This important linkage between large sourcing companies and their 2

small suppliers remains central to the assistance, helping the SME s to expand and generate employment opportunities. Based on UNDP s experience in Central America, specialized tools and IT platforms have been developed to manage and execute the SDP. In this regard, a pool of national consultants will be trained on the specific Suppliers Development Methodology (SDM) of the Suppliers Development Programme. The certified consultants will work with the private sector enterprises upon signing of agreement with the SDP Management Team. The whole process of SDP improvement consists of the following 6 stages: Stage 1: Promotion and Formalization (1 month) Introduce program, formalize agreements, set goals and targets Stage 2: Diagnostics (2 months) Financial, technical, operational assessment for identification of improvement areas Stage 3: Interaction (1 month) Present findings of diagnosis to all and agree on actions to be taken by Buyers and Suppliers Stage 4: Designing improvement plans (1 month) Based on the results of diagnosis i. plan activities, ii. set workplan iii. assign responsibilities and iv. identify support resources Stage 5: Implementation and Follow up (3 months) Implement prioritized improvement plan within each of the Buyers and Suppliers Stage 6: Documentation and Systematization (1 month) Documentation of results and analysis for possible replication to other suppliers Key partnerships have been forged with Government and private sector organizations for successful implementation of the component. Botswana Investment and Trade Center (BITC), Botswana Chamber of Mines and Debswana have all expressed interest in leading the implementation of the programme. Other private sector companies and government ministries will be invited to be part of the programme over time. Consultants Training Before the Suppliers Development Methodology is rolled out, Consultants will be recruited to assist in implementing the methodology. These consultants will first be required to undergo training on the above 6 stages, which takes around 3 months to complete. The makeup of the training, over the 3 months, will be 1week class and 3weeks field training, per month. When consultants successfully complete the course, 3

and are assessed and certified, they will then be recruited by UNDP and assigned to work with select number of SMEs and mentor these on each of the 6 stages of the methodology. This mentoring process, with SMEs, normally takes about 12 months. New SMEs will be continuously trained over the next 4 years 2. SCOPE OF DUTY OF CONSULTANTS Responsibilities Undertake the SDP training course as outlined above Implement the Supplier Development Methodology, working with both SMEs (Supplying Companies) and the Lead Company (buyers) to the satisfaction of both the Management Team and participating companies Prepare reports on the productive chain, taking care of fulfilling the requirements of the information, requested by the Project Management Team Permanently interact with the Project Management Team for orienting better effort of the consultancy, to protect the quality of the application of the methodology, and to contribute its expertise for its improvement Submit to the Project Management Team deliverables, explained in the contract and abide the observations, made prior to submission to the companies Complete the implementation of the methodology under the Supplier Development Methodology Complete the set deliverables per project objectives 3. CONSULTANTS PROFILES: - Local Consultants - Must be able to undergo a 3months SDP methodology certification training which entails 1week class and 3weeks field training, per month, for 3 months - Must be able to be attached to the SDP s selected SMEs undergoing the SDP business development methodology, for a period of about 10 months Qualifications - Minimum of; Degree, Masters, Postgraduate in the areas of Engineering, Business Management, Social Sciences, Administration or related fields Experience - Experience; Management Consultancy / Business Development / Production Efficiency / Mining Cluster, Agro Processing Cluster / Projects Infrastructure Cluster / Textiles Cluster / Leather Cluster etc - At least 10 years experience as a consultant or 12years in expert role within an organization, on any of the above sectors / fields 4

- Knowledge and ability to use the necessary technical and administrative skills required for the provision of consultancy services, Diagnostic and Analytical Skills, Report Writing Skills etc - Computer Knowledge: MS Office - Fluency in English is essential Core Competencies - Ethical and Honest - Observer. CONTRACT DURATION & REMUNERATION - The duration of the certified consultants contracts will be for a period of 12 months - Applicable UNDP Consultancy rates will apply in lieu of remuneration, for the contracted consultants 5. REPORTING The Consultants will be directly accountable to the UNDP Resident Representative. The day-to-day assignment and contract will be managed through the Project Manager - Business Supplier Development Program (SDP), based at UNDP offices in Gaborone, Botswana 5

6. ADDITIONAL TERMS/INFORMATION ON THE CONTRACT The contracts, for the certified consultants, will be entered into directly with UNDP. In this respect, the UNDP procedures and conditions for contracts of this nature shall apply 7.
