CIP.TP.E.9006 PROPOSAL DUE DATE: Wednesday, December 23, 2009, 4:30 PM ATTENTION PROPOSERS The following, as additions to and modifications in the Request for Proposal, will be included in, and become part of the Easterly Wastewater Treatment Plant, Chemical Storage and Feed Facility project. Proposers are, therefore, instructed to take the following into account in rendering a Proposal for this work. I. PRE-PROPOSAL MEETING On Tuesday, December 1, 2009, a Pre-Proposal Meeting for the Chemical Storage and Feed Facility project was held in the Training/Conference Room located in the Administration Building at the Easterly WWTPC. The meeting convened at 10:20 A.M. to allow meeting attendees checking in at the Security Guard House to arrive. A meeting agenda was distributed. A copy of this agenda is contained in this addendum as Attachment B. Addendum No 1 Easterly WWTP Chemical Storage and Feed Facility (EFPI-3) All attendees must sign the sign-in sheet. All communications including questions and requests for information shall be routed through the project manager, Paul McGuire. This project is an important one for the plant and the District because of the direct impact chemical feed has on regulatory limits. A compact disc (CD) containing the RFP and supporting documents will be made available after the meeting. The CDs will be made available first to one representative of each prime consulting firm after that representative signs a District non-disclosure form. Any remaining CDs may be requested by subconsultants who also sign the form. Subconsultants may also obtain a copy of the CD from a prime consultant but only if the subconsultant signs and transmits a copy of the District non-disclosure form to the District project manager, Paul McGuire. Besides the RFP, the CD contains every document and drawing referenced in the RFP. The RFP, attachments A through G, and the bidders list is available on the District website, www.neorsd.org. Click on the link for Bids & Proposals and then click on the link for P-1042. A tour of the existing chemical storage and feed facilities and proposed location(s) for new building(s) will follow the meeting. A. Mr. Terry Bolden, Assistant Contract Compliance Officer explained the nature of the District s SBE program and the goal for this project, which is 20%. A prime consultant that is certified with the District as an SBE will receive a 20% credit toward the SBE participation goal. Therefore, the certified prime consultant s goal would be adjusted to a 16% SBE participation goal. Additional information and an application are available at the District web site. Go to www.neorsd.org and click on the link for Small Business Enterprise (SBE) program. Those wishing to be certified as an SBE for the current project should apply this week. To be considered for a project, the certification process must be completed at least seven days before the proposal due date. B. Mr. Jim Carrell, Environmental, Health, and Safety Coordinator, explained that the design needs to consider District security and safety issues. C. Following the meeting a tour of the existing chemical storage and feed facilities and proposed locations for the new building(s) was conducted. I. QUESTIONS AND ANSWERS Q1. The Request for Proposal (RFP) lists both a maximum of 75 pages (page 1) and 80 pages (page 27) for submitted proposal length. What is the limit? A1. Seventy-five (75) pages.

Only Tasks and Hours for the various tasks described in the RFP? A2. Yes. Following the completion of the selection process the selected firm will be asked to present a cost-loaded proposal upon which contract negotiations will be based. Q3. Is the ferric chloride chemical feed system included in the scope of work? A3. The consultant shall check the sizing of the pumps and magnetic flowmeters. There have been changes over the years both in feed rates and ferric chloride concentration. The plant is satisfied with the ferric chloride storage tanks and capacity, so the tanks are not part of the scope. Q4. Are site visits allowed after today s plant tour? A4. No, due to limited resources and time, and to be fair to all proposers, additional site visits are not permitted prior to the submittal of the RFP. Q5. Could you expand on the requirements concerning Primary Effluent Bypass (PEB)? A5. This is a complex area due to possible changes in regulatory requirements and the effect that current and future District projects may have on plant flow. The current capacity of the primary settling tanks is 400 mgd while the secondary capacity is 300 mgd or less. Therefore, primary effluent bypasses (PEBs) of over 100 mgd can occur. Currently there are approximately 16 to 20 PEBs a year. One of the options being negotiated for the Long Term Control Plan (LTCP) for Easterly would require chemically enhanced primary treatment and chlorination / dechlorination of the PEB. Another option would increase the secondary capacity to 400 mgd, resulting in no PEBs in a typical year. With this option, there would be no requirement for new chemical addition to the primary settling tanks. The District may have resolution from the EPA on this and other matters in four to six months, after the consultant is selected. Q6. Has the District considered UV for primary effluent bypass disinfection? A6. It has been looked at but not considered as a viable solution.

Are there any radiological issues with the soil in the proposed new building sites? A8. There are none. Q9. What are the current ferric chloride feed rates? A9. Ferric chloride is not used every day. It is used, as needed, to control phosphorous levels and the feed rate varies. Data can be provided at a later time to the selected consultant. Q10. Section 2, Scope of Work, item 12 on page 8 requires samples of documents and drawings. Do these samples count toward the 75 page limit? How should the samples be included with the RFP response? A10. Do not count the sample drawings and documents toward the 75 page proposal limit. Place them in a section entitled Reference Documents. II. ATTACHMENTS A.
