The Department of Horticulture invites sealed tenders in prescribed format from reputed, technically competent and experienced firms for the construction of COMPOUND WALL, BARBED WIRE FENCING, RAIN WATER STRUCTURES, IRRIGATION FACILITIES, VERMI COMPOST, BIO DIGESTER & RENOVATION OF GODOWN/FARM HOUSE for Horticultural Farms in Ramanagara District coming under KSHDA of the Department of Horticulture. The approximate costs for construction of Compound wall in Magadi taluk would be Rs. 54.00 Lakhs( 3 works), Compound wall in Channapattana and Kanakapura taluk would be Rs. 61.24 Lakhs (2 works), Barbed wire fencing would be Rs. 13.0 Lakhs( 3 works), Irrigation facilities would be Rs. 11.00 Lakhs( 4 works), Bio-digester would be Rs. 1.20 Lakhs( 3 works),vermi compost would be Rs 0.30 Lakhs(1 work), and Godown/Farm House would be Rs. 2.50 Lakhs.(Budget provision made in the year 2008-09 & 2009-10 ). The tender documents containing terms and conditions, scope and nature of work, technical and quality specifications and other details can be obtained from the office of the Deputy Director of Horticulture (ZP), Ramanagara District, Department of Horticulture, Ramanagara. Item wise separate tender documents would be issued against the requisition from interested firms, from 11.09.2009 to 18.09.2009 on working days from 10.00 am to 5.00 pm, on payment of non transferable/non refundable fee of Rs.500/- + 12.5% tax (Total Rs.563.00) for each item/work by way of demand draft (DD) from any nationalized bank, drawn in favour of Deputy Director of Horticulture (ZP), Ramanagara District payable at Ramanagara. Completed item-wise Technical and Financial bids in separate sealed envelopes addressed to Deputy Director of Horticulture (ZP), Ramanagara District, Department of Director, Ramanagara with EMD as specified in the tender notice drawn in favour of Deputy Director of Horticulture(ZP), Ramanagara District purchased from any nationalized bank, payable at Ramanagara may be submitted latest by 22.09.2009 before 5:00pm. The EMD amount should be included with the technical bid. The technical bid will be opened on 23.09.2009 at 11.00 am in the presence of tender committee members & bidders/their authorized representatives. The bidder shall be qualified and experienced in the field of construction of the Compound wall / Barbed wire fencing, Rain water harvesting structures, Irrigation Facilities like Drilling Bore well, Pipe lines and supply and erection of Pumps & its auxiliaries, construction of tanks for Bio-Digester, Vermi compost and would manage the project execution from all points of view. 3

The firm/bidder must have minimum 5 (five) years of professional experience in the respective category of work tendered and substantiate the same with supporting documents. The company/firm should have track record of successfully completed projects with regard to establishment of the above mentioned infrastructures, whose total contract value is not less than Rs. 300 lakhs for the item at Sl. No. 1D comprising of atleast two contracts of Rs. 55 lakhs - - each, Rs. 150 lakhs for the item at Sl. No.1A & 1C, comprising of atleast two contracts of Rs. 30 lakhs each, Rs. 50.00 lakhs for the item at Sl. No.1B comprising of atleast two contracts of Rs. 10 lakhs each and Rs.50.00 lakhs for rest of the items during the last 5 (five) years. This should be supported and enclosed by audited statement of financial transactions of firm. Execution of this work will not be permitted through Joint Partners/Sub Contractors or Benami organizations. The technical committee nominated by the Department will prescribe inspection/ testing clauses by an independent inspection agency and tenderers should abide by the conditions. Firm/Company should draw a PERT & CPM chart in respect of sequence of delivery of materials & machinery and other construction works indicated in the tender. This should synchronize with the time fixed for all the construction and completion activity of the works. The consultant and officers of the department will have a constant review on the progress of works during the period of implementation. Even though the Tenderers meet the above criteria, they are subject to be disqualified if they have: Made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirement; and / or Record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc. Conditional Tender is not acceptable. Terms and Conditions: Bidder need to submit a note about the firm, giving details of registration, key professionals, relevant experience and abstract of works under taken so far with emphasis on the immediate last 5 years. Tenderer should submit adequate documentary proof of having fulfilled all the eligibility criteria. All documents should be either in original or attested copies. The bid should be accompanied by an EMD as specified in the tender notice in the form of a DD purchased from any nationalized bank drawn in favour of Deputy Director of Horticulture (ZP), Ramanagara district. This does not carry any interest. The bids without accompanied EMD will not be considered. The EMD of the unsuccessful bidders will be returned within 15 days from the date of opening of financial bids. The EMD of the successful bidder will be retained as security deposit and returned once the project is completed in all respects and handed over to Deputy Director of Horticulture, Ramanagara district as per contractual obligations. The EMD so retained will not carry any interest. The bids should be submitted in two separate sealed envelopes super scribing the covers as "TECHNICAL BID" & "FINANCIAL BID" respectively. These two envelops should be kept in a bigger envelope along with the item-wise DD towards EMD (enclosed with the Technical Bid) and addressed to the Deputy Director of Horticulture (ZP), Ramanagara District. The bids should be dropped in the tender box placed in the office of the Deputy Director of Horticulture (ZP), Ramanagara District, Department of Horticulture, Ramanagara. The Department is not bound to consider the lowest bidder only for the purpose. Awarding of the tender will be done on the basis of technical suitability and cost based weightage system. The decision of the Deputy Director of Horticulture (ZP), Ramanagara District is final and binding. The validity of the tender award is for a period of one year from the date of tender award. The tenderer shall ensure quality of the materials supplied/work carried out to the satisfaction of the inspection authority. Any deviation in quality of materials and implementation as prescribed in the technical bid amounts to cancellation of tender award and forfeiting EMD including listing of firm under fraudulent list. The tenderer should clearly mention his intension of taking up work in all farms & nurseries. The undersigned reserves the right to award tender of all the farms to any one firm or distribute among the eligible firms, depending on the work quality / suitability expected. The successful and qualified bidders in the technical bid are only eligible for consideration for opening of their financial bids. The Department is not responsible for any delay in the receipt of bids from any bidders due to 5

any reason. No bids will be received after the scheduled date and time fixed. The tenderer shall enclose the previous annual income tax declaration certificate and PAN / TAN certificate along with the tender document. As per the Government norms, Income tax as applicable for suppliers and contractors and other taxes (if any) will be deducted at source. The work will have to be commenced with all earnestness within 7 days from the date of issue of work order. The bidder should complete the work within stipulated time and after satisfaction/completion of work as per estimate details, the bill should be submitted in triplicate for payment to the concerned officers. No interim payment will be done by the Agency/Department. Corrigendum / modifications / corrections if any will be published in newspapers & notice board. An undertaking towards acceptance of the above terms & conditions should be given on a paper with seal & signature and enclosed with the Technical bid. The courts at Ramanagara shall have the jurisdiction over all matters / disputes arising out of or relating to this tender. DOCUMENTS TO BE SUBMITTED: 1.
