Towards a framework: Biotechnology Statistics RIS 04/7-8/2004 by Brigitte van Beuzekom brigitte.vanbeuzekom@oecd.org

In 1999 the WPB asks NESTI to undertake a feasibility study of collecting internationally comparable biotech In March 2000 the OECD held its first ad hoc Biotech Statistics meeting WPB = working party on biotech NESTI = national experts of S&T indicators 3

nventory of data 2000 2001 2002 2003 2004 4

To prepare the inventory the OECD sent out a mini-survey to its Members asking them whether they collected biotech and also what definition they were using 5

Summary of national existing stats very little official data available most countries had future plans of including question in national surveys there are different definitions of biotech in use 6

Summary of national existing stats studies use other sources to give indication of biotech industry 7

What are these other sources? Consulting firms (E&Y etc) Patent data Citations Budget data 8

What are these other sources? (continued) Venture capital Trade data Data on Alliances Biotech Associations 9

What s the problem with different sources? 10

Biotech in Canada in 1997 (Canadian $) E&Y Contact Canada StatsCan Companies 224 746 282 Employees 11 000 26 800 9 823 Sales $ 979 M $4.1 B $1.13 B R&D $403 M $1.73 B $585 M Source: BIOTECanada, Canadian Biotechnology 98, 1998. 11

This is just one example of how different definitions can lead to different answers. This is a problem when trying to compare data internationally. 12

Results of the first ad hoc biotech stats meeting: Inventory [STI Working paper 2000/6] There was an interest in seeing what type of data was available make a compendium Work on establishing a definition of biotech which could be used across OECD countries 13

A Time line of OECD efforts to collect Biotechnology Statistics Definitions: single & list Inventory of data Compendium Biotech Stats 2000 2002 2001 2003 2004 14

Statistical definition of biotechnology Background: two types of definitions were needed -- a single definition and a list based definition depending on the purpose of data collection A provisional single definition and a list based definition were adopted 15

The first metrics of publicly available biotechnology brought together in an OECD working paper [STI Working paper 2001/6] 16

A Time line of OECD efforts to collect Biotechnology Statistics User needs Definitions: single & list Model Surveys: R&D and Use Inventory of data Compendium Biotech Stats Review of provisional definition 2000 2001 2002 2003 2004 17

Work for the third meeting: A review/ testing by experts in Member countries of the provisional definition Work to develop a common methodology for measurement in 4 steps: 1. Developing a model methodology for use in R&D surveys; 2. Developing a model methodology for use in special surveys of biotechnology; 18

Work for the third meeting: 3.Undertake a review of the adequacy of classifications for use in measuring biotechnology; 4. Developing proposals on how to link work on measuring biotechnology to other methodological manuals; (Frascati and Oslo Manuals) 19

Work for the third meeting: And also start looking at user needs or making a list of indicators needed to best inform policy actions linking biotech policy to indicators. 20

The statistical framework is divided into the following chapters: Basic definitions to be used for statistical purposes; User needs: policy issues to be addressed and indicators to address the above; Collection guidelines on how to best compile the above model survey; Set of classifications that can be used; Links to other statistical frameworks. 23

The Fifth Ad hoc Biotechnology Statistics meeting will be held May 24-25 in Paris. (Agenda hand-outs) Followed by a workshop on the Economic Impacts of biotechnology May 26 (hand-out) And the Working Party on Biotechnology May 27-28 24

The OECD is very interested in including non-member countries in our work on biotechnology. If you, or a colleague, are interested in participating in our work please do not hesitate to contact me. brigitte.vanbeuzekom@oecd.org 25
