MYANMAR Agricultural Census 2003 - Explanatory Notes Historical outline: The Union of Myanmar participated in the World Census of Agriculture in 1953-54 (under the former country-name of The Union of Burma ), but the coverage of that census was limited to 200 village tracts in the neighbourhood of 252 towns. A nationwide Sample Census of Agriculture was conducted in 1993. The last Census of Agriculture (MAC 2003), to which data here presented refer, was conducted in Myanmar in 2003. Organization: The census operation was led by the Settlement and Land Records Department (SLRD) of the Ministry of Agriculture and Irrigation (MOAI). A National Census Steering Committee (NCSC), having representations from stakeholder Departments was constituted to oversee the preparatory phase of the census. A Technical Census Committee (TCC) met regularly to discuss the progress and to decide on technical issues. FAO experts and consultants provided technical assistance under a project. A total of 6,428 enumerators were involved in field operations. Enumeration period: Listing of all holdings: 16 March to 15 August 2003 Census enumeration: 1 October to 15 November 2003. Reference date: Data refer either to the agricultural year 2002-03 (1 April 2002 to 31 March 2003) or to the enumeration day, depending on the nature of data items. Scope: The census was carried out with an extended scope to cover fishing, aquaculture and commercial livestock activities, though the data on these special holdings was kept technically separate from those on agricultural holding. Definitions: An agricultural holding is the economic unit of agricultural production under single management, comprising all livestock kept and all land used wholly or partly for agricultural production purposes, regardless to title, legal form or size. For the purpose of agricultural census, an agricultural holding should be engaged in raising of crops in at least 0.10 acres (about 400 square meters) of land or raising at least or 2 head of large livestock or 4 head of small livestock or a combination of the two, or at least 30 head of chickens or ducks, regardless of the area of land. The homelot of the holder, regardless of its location, and the activities performed therein were considered part of the holding. In addition to an agricultural holding, a household could operate special holding(s) which included: Household Fishing holding: a household whose member(s) engaged in fishing during the census reference year. Household Aquaculture holding: a household engaged in culture of fish, other aquatic animals or plants and owning a fishpond or any kind of aquaculture production facility during the reference year. Commercial livestock and poultry holding: a holding operated by either a household or an establishment whose livestock and poultry products are mainly for sale. Coverage: Geographically, the MCA 2003 covered the entire country comprising 9 States and 8 Divisions. However, out of 324 townships only 283 townships were covered. Some townships were covered only to the extent of coverage of specialized holdings. Excluded areas were either highly urbanized or were facing security problem. Frame: A complete listing of holdings in all townships of the country, except highly urbanized area, was carried out by the SLRD field personnel. The list of holdings thus prepared was supplemented by lists of aquaculture installations and commercial livestock and poultry holdings, provided by the Department of Livestock and Veterinary, and the Department of Fisheries. Methods: Sketched village maps which indicated relative location of household, holdings and names of heads of households, prepared in 2002 by the SRLD surveyors served as the basis for planning of field operations. A pilot census was conducted by the SLRD in December 2002. Training was targeted at different level of census functionaries and covered census enumeration, procedures for manual data editing, and post-enumeration survey. Complete enumeration of all holdings was carried out during the census. The questionnaire for listing of household contained questions to identify agricultural holdings

and special holdings. For main census enumeration, separate questionnaires were used for agricultural holdings and operations relating to Commercial Livestock and Poultry, Household Fishing and Aquaculture. Agricultural Census Data Processing System (ACDDP) was developed using Visual Basic programming and CsPro 2.4 software. The system had the capability to monitor arrival of the questionnaires, check completeness of enumeration, data editing, generating output tables and editing them. Data processing was handled in five zonal centres. To satisfy the urgent needs of data, an advance tabulation based on 20% sample village tracts (674,331 questionnaires) was done to publish an advance report.
