As dumping of waste is cheapest 1. Introduce landfill bans & include all cost (also post closure costs) in gate fees 2. Tax landfilling (so recycling and WtE becomes a market) 3. Plan and licence WtE capacity only for non-recyclable waste 4. Stringent environmental standards for all operations and secondary products 4. Introduce minimum treatment standards per waste stream /material for recycling 5. Introduce Extended Producers Responsibility for recyclable products 6. Ambitious targets for recycling; educating citizens to participate in recycling schemes 7.
