I. Work experience: Please note that for participants of the JPO programme two years work experience are mandatory! Relevant internships are counted if they are remunerated. It should be a regular salary. The salary may be low, but a token payment is not considered a salary payment in this regard. II. Job Purpose and Organizational Context The UNDP : The UNDP JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionals excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system. During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design and implementation of UNDP s programs within UNDP s headquarters, regional or country offices. Job Purpose: Reducing Emissions from Deforestation and forest Degradation, as established by the UN Framework Convention on Climate Change (UNFCCC), is often referred to as REDD+. The UNDP REDD+ team is based in UNDP s Bureau for Policy and Programme Support - BPPS. It is part of the Sustainable Development cluster and also works closely with the Climate Change team. The REDD+ team is responsible for a growing portfolio. The sources of funds include: (i) the UN-REDD Programme, a collaborative partnership with FAO and UNEP; (ii) the Forest Carbon Partnership Facility (FCPF); (iii) the Central African Forests 1

Initiative (CAFI); and (iv) the Green Climate Fund (GCF). In addition, the team is responsible for other forest and climate initiatives and ensuring overall quality assurance. The UNDP REDD+ Team is spread globally, with management based in Geneva. Regional teams are located in UNDP s Regional Centres in Bangkok (Asia-Pacific) and Panama (Latin America and the Caribbean), while the regional team for Africa is in Nairobi in order to be co-located with UNEP s REDD+ Team. The regional teams support UNDP s country offices and partners in their region. Support to UNDP country offices is coordinated closely with the Regional Bureaux through the regional centres. The team works closely with UNDP s Green Commodities Program (GCP) on drivers of deforestation related to agricultural commodity supply chains, the UNDP-GEF team to provide guidance on GEF-funded projects related to REDD+, and with the Low Emissions, Climate Resilient Development (LECRD) team to ensure UNDP s efforts on REDD+ contribute to broader transformational change. The team can support the REDD+ initiatives of the regions and country offices and provide quality assurance on a full cost-recovery basis. Central Africa is home to the second largest tropical rainforest in the world. Forest loss is accelerating despite ongoing efforts, as government action alone has not been sufficient to establish an effective balance between the interests of the forest and of economic development. On this basis, a coalition of willing donors the European Union, the Federal Republic of Germany, the Kingdom of Norway, the Republic of France and the United Kingdom of Great Britain and Northern Ireland together with Central African partner countries Central African Republic, the Democratic Republic of the Congo, the Republic of Cameroon, the Republic of Congo, the Republic of Equatorial Guinea, and the Republic of Gabon have decided to enter into a collaborative partnership to establish the Central African Forest Initiative (CAFI) www.cafi.org. The objective of this initiative is to recognize and preserve the value of the forests in the region to mitigate climate change, reduce poverty, and contribute to sustainable development. This objective will be attained through the implementation of country-led, national scale REDD+ and Low Emissions Development (LED) investment frameworks that include policy reforms and measures to address the drivers of deforestation and forest degradation and promote sustainable development. The CAFI Trust Fund is the principal means to implement the Central African Forest Initiative. It is administered by the MPTF-O (http://mptf.undp.org/factsheet/fund/afi00 ). As per its Terms of Reference, the UNDP REDD+ team provides the secretariat services. The purpose of this assignment is to support the CAFI Secretariat in its strategic advice to the CAFI Executive Board and its policy advice to partner countries under the supervision of the Head of Secretariat. As a member of the UNDP REDD+ Team, the Programme Analyst will also contribute to the overall success of the team, engage effectively with team members, support their contributions to CAFI, and contribute to the overall portfolio as needed. As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities: Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO Establishment of a work plan, with clear key results Effective supervision through knowledge sharing and performance/development feedback throughout the assignment Easy access to the supervisor Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness Guidance and advice in relation to learning and training opportunities within the field of expertise Completion of the yearly UNDP Performance Management Document (PMD) If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties III. Duties and Responsibilities and Output expectations 1) Enhance relationships and communications between the CAFI secretariat and the members of its Executive Board (donors and implementing agencies) to foster the coordination of aid in the region necessary to reduce systemic pressure on forests Regular briefings, summaries, and responses to requests. Support the elaboration of background documents for Board meetings 2) Provide analysis to enhance strategic and policy advice in CAFI countries especially to Cameroun and the Democratic Republic of the Congo on the development and implementation of their REDD+ Investment plans (forestry and land use related investments) Support CAFI s inputs into the technical discussions on the development and implementation of programmes in DRC Support CAFI s inputs into the development of Cameroon s investment plan, negotiations on a letter of intent and the development of programmes to implement the plan Support CAFI s engagement with the private sector to foster deforestation free economies 3) Contribute to the implementation of CAFI s communication and knowledge management strategies Contribute regular articles to the CAFI web site, based on analysis and existing reports Analyse and extract knowledge on CAFI partner countries letter of intent, investment plans, approach to gender and devise strategy to disseminate such knowledge Support the organization of the CAFI Annual Forum 4) Support the Monitoring and evaluation work undertaken by the CAFI Secretariat, including support to: Gathering data and information for annual reports, including data on CAFI s outcome level indicators Joint monitoring and independent verification of Letter of Intent with CAFI countries, and including on how parallel funding contribute to the achievements of objectives. 5) Contribute to the success of the overall UNDP REDD+ Team Provide any other assistance as requested by the Principal Technical Advisor, REDD+ Participate in UNDP REDD+ Team events, initiatives, strategic development and resource mobilization Participate in relevant Communities of Practice and contribute to UNDP corporate requirements 3

V. Recruitment Qualifications Education: Master s Degree in economics, land use management, environment, forestry or related disciplines Experience: A minimum of two years of experience at the international level in the field of environment, climate change and REDD+ Familiarity with major REDD+ funding initiatives Experience in working with REDD+ countries including Central African countries Experience in partnership building Familiarity with UN, UNDP, WB or bilateral cooperation programming modalities is desirable Language Requirements: Fluency in English and French, both written and oral VI. Training and Learning As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities: Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme VII. Background Information Information on the receiving office: The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP s Strategic Plan. BPPS s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP s Crisis Response Unit (CRU) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based 5

management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts. The Cluster on Sustainable Development focuses on integrating UNDP s economic, social and environmental work into a coherent sustainable development policy and programming framework. It seeks to provide an integrated package of services covering all strands of sustainable development, including on integrated development planning and inclusive and sustainable growth, sustainable livelihoods and economic recovery in post crisis situations and natural capital and the environment. Within the auspices of the 2030 Agenda for Sustainable Development, this Cluster s work will address inter alia poverty, economic growth, employment and livelihoods, social inclusion and equality, recovery in post crisis countries, the management of multilateral environmental affairs, ecosystems and biodiversity, marine resources, extractive industries and chemicals.
