TOR (TERM OF REFFERENCE) of International Seminar on Challenges of Sustainable Forest Plantation Development On 26 th November 2015 in Yogyakarta Indonesia 1. Background and Objectives International Seminar on Challenges of Sustainable Forest Plantation Development - integrating sustainable forest plantation management, environmental isues, regulations, social economic and trends to market strategy, will be held on 26 th November2015 in Indonesia, hosted by the government of Indonesia and organized by the Center for Forest Biotechnology and Tree Improvement Research (CFBTI), with support from the Research Development and Innovation Agency (FORDA). As natural forest availability continues to decline, almost all incremental supply will undoubtedly need to come from timber plantations. Planted Forests recently cover 264 million hectares and account for 7 percent of all forests (FAO), while new forest plantations areas are reported as being established globally at the rate of 5 million hectares per year, with Asia and South America were accounted have more new plantations than other regions. About 3 million hectares per year of the new plantations established are estimated successful. Forest plantations are used in combating desertification, absorbing carbon to offset carbon emissions, protecting soil and water, rehabilitating lands exhausted from other land uses, providing rural employment, landscape and maintaining biodiversity. In this context tree improvement is used as the application of principles of forest genetics and other disciplines, such as tree biology, silviculture and economics, to develop genetically improved varieties that increase the quantity and quality of harvested 1

product. Forest plantations should be managed in accordance with a defined end- use objective and in compliance with sustainable forest plantation management principles and practices. With this background, this seminar will be convened with the following: ü To overview the international trends related to countries forest policy on Forest Plantation Development and current issues; ü To review implementation of policy tools, instruments and regulations related to forest plantation development, and to share experiences and lessons learned; ü To discuss the challenges and opportunities ahead as contribution to international negotiation. 2. Target audience Participants will include experts and policy makers from countries, international organizations and institutions, researchers, academia, NGOs, industry and others. The number of the expected participants, including audience, is 300. 3. Keynote speakers Dr. IB. Putera Parthama, Director General of SFM, Indonesia (International trends related to countries forest policy and current issues on Forest Plantation Development). Prof. Andrew Lowe, Adelaide University, Australia (Forest genetics fundamental in Forest Plantation Development). Robert Nasi, CIFOR (Substance of silviculture and forest management in Forest Plantation Development). 4. Program The Program of the seminar will consist of three major parts: an opening & introductory session; technical sessions; and concluding session. The Opening Remarks will be conveyed by representatives from hosting country. At session 1 the keynote speakers will deliver an overview of international trends and discussion on policy tools and instruments related to forest plantation development to provide a platform for the discussion in the subsequent sessions; at session 2 will be delivered an introductory to 2

implementation of policy tools, instruments and regulations related to sustainable forest plantation development; the next session there will be presentations on experiences of implementation, challenges and opportunities ahead; at final session there will be discussion and conclusion. 5. CFBTI The Centre for Forest Biotechnology and Tree Improvement Research (CFBTI) is the leading institution in forest tree improvement research under FORDA (the Research Development and Innovation Agency, Ministry of Environment and Forestry - The Republic of Indonesia). We address the most pressing challenges of forest tree genetics, improvement and conservation, aimed to support people and industrial forest plantation programs in Indonesia. We work with numbers of national and international partners; we have 4

established more than 100 seed sources and revealed at least 5 improved seeds of forest tree species from 11 species tested in the last couple decade. We are also recognized in scientific facilities of molecular genetics tool such as DNA identification for flora and fauna genetic variations, which now also promising in log tracking purpose to anticipate illegal logging issue. Our office is located in Special District Province of Yogyakarta, Indonesia. 8. Call for papers Voluntary speakers for the full papers and posters are invited to submit the abstracts with MS Word format. Abstracts should represent original work, and only abstracts submitted in English will be accepted and reviewed, not exceed 400 words (Arial, size 11 font), must not contain tables, pictures or diagrams, and all abbreviations must be spelled out on first use. Please note that abstracts can only be eventually accepted if at least one author has registered for participation at the seminar. Abstracts submission period will be from 14th September until 2nd October 2015, and the topics should be based on following: Regulations and Forest Plantation Policy Forest Genetics Silviculture and Forest Management Pest and desease Forest Products Based on these abstracts we will arrange the speakers to put in the different sessions. The abstract must be related to the seminar s topic. Accepted Abstract will be announced via e- mail by 7 th October 2015. Full papers are expected to be submitted by 14th November 2015, written in English, with MS Word format, font Times New Roman 12, A4 paper, using 1,5 space, max 20 page including references (for oral paper); and 10 pages for poster. 9. Poster Instructions There is no endowment from the committee for poster printing, therefore poster speakers are required to provide their poster by themselves; - Poster size and orientation: A0 (84cm x 119cm) and portrait only 5

- Language: only in English - Poster content (mandatory): a. Layout Title: Full names and affiliations of all authors, including e- mail address of at least one author Introduction: a few brief sentences that state the purpose of the study Methods: a list or flow chart Results: Illustrations, tables, figures, graphs, and photos accompanied by a simple statement Discussion: a list or summary paragraph of conclusions References Maximum number of words: 400 b. Illustrations Illustrations (photos, figures, tables & graphs) rather than words should dominate your poster. Use high quality illustrations of sufficient resolution. Captions and labels on visuals should be readable from a distance of two meters. Graphs and figures should be simple, avoid unnecessary detail. Graphs are preferred over tables. Avoid tables with excessive information c. Recommended fonts and font sizes Choose a readable, sufficiently large font for the text Do not use more than two font types 10.
