01 PORT OF BARCELONA POLICY IN EUROPEAN PROJECTS European programmes Most of the programs ended in 2013 (they came from a 2007-2013 period program), with a new revision (not yet completely defined) for the period 2014-2020.

01 PORT OF BARCELONA POLICY IN EUROPEAN PROJECTS The three ways to participate in a project The Port of Barcelona has participated continuously in recent years in different research and development projects financed at national and European level. The Port of Barcelona participates in these projects in different ways: As a project leader in response to a strategic interest As a partner, without exercising the leadership As an observer or end user, when the object of the project relates to other organizations but the presence is convenient as a subject matter expert or as a tester for results.

02 PORT OF BARCELONA PARTICIPATION IN TEN-T PROJECTS Full partnership in 2012 TEN-T call Període Projecte Objectiu Programa International TEN-T projects participated by the Port of barcelona (2012 call) 2013-2015 The project aims to implement what should be the standards for the entire corridor on a small scale. Therefore, the Action consists of the implementation of the corridor approach to a section of the Mediterranean corridor, concretely to the Western part of the corridor and specifically to the Madrid Lyon axis. 2013-2015 2013-2014 Reinforcement of Short Sea Shipping in the Port of Barcelona through the development of a maritime station The B2MOS action is an innovative study/pilot actions aiming at improving the information exchange between public and private organisations and promoting their operational cooperation to increase the efficiency of MoS. The Action consists on the adaptation of Moll Costa, which includes the new short sea shipping terminal and the new accesses.

02 PORT OF BARCELONA PARTICIPATION IN TEN-T PROJECTS Port of Barcelona support in 2012 TEN-T call Períod Project Objective Program International TEN-T projects supported by the Port of barcelona (2012 call) 2013-2015 2013-2015. Contribute to the promotion of the Motorways of the Sea (MoS) concept by implementing a number of activities and pilots of wider benefit in the field of interoperability and governance, in line with the new TEN-T regulation and with the EU s Policies for the maritime and freight transport. MonaLisa 2.0, continuation of the MonaLisa project, intends to contribute to inprove the security, the environmental accomplishment and the efficiency of the maritime trnasport. 2013-2015 Flexible LNG bunkering value chain on the Spanish Mediterranean coast The objective is to identify the existing barriers for the development of the shipping LNG bunkering in the Mediterranea.

02 PORT OF BARCELONA PARTICIPATION IN TEN-T PROJECTS Full partnership in previous calls Adaptation of the Port de Barcelona railway network to standard (UIC) gauge Adaptation of several Port of Barcelona internal rail sections (El Prat Wharf connection to the external etwork through the street 4, the Energy wharf connection and the contrabucle section) to standard UIC gauge by introducing a third lane. Leader of the project: Port de Barcelona Total costs: 10.000.000 EU contribution: 1.000.000 Provide an appropriate set of measures at ports in order to result an efficient gateway to short sea shipping traffic. It focuses on two types of traffic, containers and Ro-Ro. Leader of the project: Port de València Partners: Port de Barcelona, 2E3S, Autoterminal, UPC, Indra, Renfe et al. Total costs: 5.803.508 EU contribution: 2.901.754 Muelle Prat Rail Terminal Construction of a rail terminal at the Moll Prat container terminal, along with the equipment and operating system required. The terminal will include 8 channels with a useful length of 750 m, 4 RMG and will have a capacity to handle 550,000 TEUs. Leader of the project: TERCAT Partners: Port de Barcelona Total costs: 29.134.988 EU contribution: 2.913.000

The Mediterranean Corridor, the Global Project This Lyon Madrid Axis represents 28% of the whole Mediterranean Corridor length, 39% of the population and 51% of the gross domestic production (GDP). The section, with a GDP of 819 billion euro and 28.5 millions habitants, represents, in fact, the 6.7% and the 5.7% of EU-27 GDP and population respectively.

04 CONCLUSIONS The experience of the Port of Barcelona Participate as partner in projects that were not thought to do, or cannot be sold after, it is a loss of money. Participate as an end user allow to specify the necessities as a future customers of what will be developed. The authorities should ensure that no public money is assigned to unnecessary projects. Lead a project is very complex and expensive, thus it must report clear advantages. It must be evaluate the cost / benefit. The proposal preparation requires legal knowledge and regulations of the different calls. If not, external assistance is needed. The administrative component that is represented when leading a project (or as partner in a complex project) represents a commitment of human resources that could be significant.
