Environmental Considerations The facility is to be designed with the objective of minimizing environmental impact including minimizing emissions to air, land, and water while keeping consumption of energy (fuel gas and electricity) and fresh water to a minimum. Additional environmental considerations included using leading on purpose PGP production technology with the lowest environmental footprint. o Lowest CO 2 and NO x emissions compared to other PDH technologies. o Lowest water make up rate and waste water emissions. o Spent catalyst is sent for platinum recovery and disposal. Platinum is stable and does not require special handling procedures. Water supply will be purchased from Third Party. No intake from the North Saskatchewan River proposed. 62

Key Project Milestones > Williams plan to file environmental applications to Provincial regulators in the fall of 2013. > Public Consultation ongoing until fall of 2013. > Environmental Field Studies ongoing until fall of 2013. > Pending successful review and approval by regulatory authorities, site preparation activities will commence in late 2013. > Construction commence in 2014, following receipt of approval from regulatory authorities. > Anticipate facility to be operational by early 2016. 63

TC Terminals Project: Scope TC Terminals will facilitate the efficient movement of crude oil from northern Alberta and will help provide a connection to access markets elsewhere in Alberta, Eastern Canada, and the United States. Consists of six crude oil storage tanks Total storage capacity of 1.9 million barrels 4 tanks with maximum capacity of 350,000 barrels 2 tanks with maximum capacity of 250,000 barrels Proposed on a portion of 320 acres of land owned by TransCanada TC Terminals GP Ltd., a wholly owned subsidiary of TransCanada 65

Heartland Pipeline Project: Scope The Heartland Pipeline Project will assist in the movement of crude oil from Alberta s Industrial Heartland area to the Hardisty, Alberta hub. Pipeline Length: ~ 200 km Pipeline Diameter: 914 mm (36 inches) Pipeline Capacity: Applying for approximately 600,000 bbl/d with potential for an increase to 900,000 bbl/d Pipeline Starting Point: 13 km northeast of Fort Saskatchewan, AB Pipeline End Point: 7 km south of Hardisty, AB Heartland Pipeline GP. Ltd., a wholly owned subsidiary of TransCanada 66
