LIMITED PHASE II SUBSURFACE INVESTIGATION FORMER FEDEX FREIGHT 3907 TRANSPORTATION DRIVE FORT WAYNE, INDIANA 46818 ATC PROJECT NO. 90.75313.0001 1.0 INTRODUCTION ATC performed a Phase I Environmental Site Assessment (Phase I ESA) at a former Freight property located at 3907 Transportation Drive in Fort Wayne, Indiana ( the Site ) and issued a report dated February 14, 2011. The Phase I ESA identified the following recognized environmental condition (REC) associated with the Site: Three USTs (one heating oil, one diesel and one gasoline) were removed from the Site in August 1989. During the tank removal activities, impacted soils were identified beneath the dispensing island for the gasoline and diesel USTs and an initial incident report was submitted to the Indiana Department of Environmental Management (IDEM). IDEM assigned LUST incident #8908544 to the Site. Impacted soils were removed and stockpiled on-site. The stockpiled soil was subsequently sampled and found to not contain total petroleum hydrocarbons at concentrations greater than 100 ppm. IDEM issued a status letter concerning LUST incident #8908544 and indicated that the contamination identified does not warrant additional investigation. IDEM also indicated that the UST closure report contained some sampling protocol error and was missing some details; therefore, if a No Further Action (NFA) designation was requested, a full Site Assessment and possibly a Further Site Investigation would be necessary. ATC has not identified any documentation to indicate further actions or reporting was undertaken to properly close this LUST file. The identification of former USTs at the Site and the regulatory status of LUST Incident #8908544 represents a recognized environmental condition. Based on the Phase I ESA findings, NATMI National Truck Terminals, LLC requested that ATC perform a Limited Phase II Subsurface Investigation to address the identified REC. The procedures, findings, and conclusions of the Limited Phase II Subsurface Investigation are discussed in the following sections. A Site Vicinity Map depicting the Site location and surrounding area is included as Figure 1. 2.0 WORK PERFORMED A Limited Phase II Subsurface Investigation was performed at the Site in order to evaluate the potential for soil, and groundwater if encountered, to exhibit evidence of contaminants of concern (COCs) associated with the REC listed above. Seven (7) soil borings were advanced during this investigation. The soil borings were located in the vicinity of the former USTs. A Site Plan showing the project Site and the soil boring locations is presented as Figure 2.

DRAFT Limited Phase II Subsurface Investigation ATC Project Number 90.75313.0001 Former Freight May 5, 2011 Fort Wayne, Indiana Page 3 2.1 Soil Investigation Prior to the start of field activities, ATC contacted the Indiana Underground Plant Protection Service to request that the underground utilities at the Site be marked. ATC also reviewed prior environmental reports, which included site plans depicting the location of the former USTs. On March 10, 2011, ATC advanced seven (7) soil borings at the Site. Three of the soil borings (B-1, B-2 and B-3) were advanced in the vicinity of the former heating oil UST. Four soil borings (B-4, through B-7) were advanced in the vicinity of the former diesel and gasoline USTs, which were previously located in a common tank pit, as depicted on Figure 3, and Figure 4. Soil boring B-4 was located near the former gasoline/diesel fuel dispensers. The soil borings were advanced using a direct push Geoprobe drill rig equipped with a Macro- Core Soil Sampler. The Macro-Core Soil Sampler consists of a 5-foot long by a 2.0-inch inside diameter steel tube that was hydraulically driven into the subsurface. Soil samples were collected in new disposable plastic liners placed inside the Macro-Core Soil Sampler. Soil samples were collected continuously from the ground surface to the terminal depth of the soil borings. Representative soil samples from each 2-foot interval were collected and split into two aliquots: one for field headspace analysis and one for laboratory analysis. An ATC geologist inspected each soil sample and described the soil lithology on soil boring logs, which are included in Appendix A. The soil samples were visually inspected in the field for physical evidence of environmental impact such as staining, odors, free product, etc. The soil samples were also field screened for total photo-ionizable vapors (TPVs) using a Mini-Rae photoionization detector (PID). The PID measures TPVs in parts per million (ppm). Representative samples from each of the soil borings were submitted for laboratory analysis. The samples retained for laboratory analysis included the interval exhibiting the greatest potential for being impaired (i.e., highest TPV reading, staining, odors, etc.). All samples were containerized with minimal headspace in sample containers provided by the laboratory, sealed using a Teflon - lined cap, labeled with a unique identification, placed in an ice-packed cooler and transported to Pace Analytical Laboratory located in Indianapolis, Indiana using appropriate chain-of-custody protocol. The soil samples were submitted for analytical parameters that have been identified by the Indiana Department of Environmental Management (IDEM) as contaminants of concern (COCs) for various petroleum products 1. Groundwater samples were collected from the former heating oil UST location (B-2) and the former diesel/gasoline UST area (B-6) by inserting a temporary well, consisting of one-inch diameter PVC with factory slotted screen, into the open borehole. A check valve and polyethylene tubing was used to draw a water sample to the surface. The sample was transferred to sample containers, which were sealed, labeled and placed in a cooler with ice, pending delivery to the analytical testing laboratory. The soil and groundwater samples collected during this investigation were submitted to Pace Analytical Laboratory in Indianapolis, Indiana for analysis. Following sample collection, the temporary wells and tubing were removed and the boreholes were backfilled with bentonite and capped with concrete. 3.1 Field Observations 3.0 FINDINGS The soils encountered in the former heating oil UST area included sandy silty clay from below the asphalt surface to a depth of approximately ten feet, and clay from approximately ten feet to the terminal depth of the borings (maximum of 19 feet). Water was encountered at a depth of approximately three (3) feet bgs. The soils encountered in the former diesel/gasoline UST area consisted primarily of clay from below the asphalt surface to the terminal depth of the borings (maximum 29 feet). Sand (fill material) was encountered in several of the borings that were advanced through the former UST excavation area. Water was encountered at a depth of approximately two (2) feet bgs. Soil boring logs showing the complete soil lithology are provided in Appendix A. No visual evidence of petroleum impacted soil was observed in the soil samples; however the soil screening results indicated TPVs in the soil samples at concentrations ranging from 0.0 to 23.1 ppm. Soil boring logs documenting the field screening results are provided in Appendix A.

DRAFT Limited Phase II Subsurface Investigation ATC Project Number 90.75313.0001 Former Freight May 5, 2011 Fort Wayne, Indiana Page 5 3.2 Soil Analytical s The soil analytical results were compared to the IDEM Risk Integrated System of Closure (RISC) Default Closure Levels (DCLs). The IDEM RISC program provides a framework for impacted sites in Indiana to gain closure through IDEM. RISC provides two sets of DCLs, one for residential properties (RDCL), and one for industrial and commercial properties (IDCL). Please note that closure under the RISC program requires approval by IDEM. One cpah (naphthalene) was detected in one of seven soil samples at a concentration that exceeded the laboratory reporting limit. Naphthalene was detected in soil boring B-7 12-14 at a concentration of 0.534 mg/kg, which is below the IDEM RISC RDCL of 0.7 mg/kg and the IDCL of 170 mg/kg. No other cpahs were detected in the soil samples at concentrations that exceeded the laboratory reporting limit or DCLs. TPH-DRO was detected at concentrations that exceed the laboratory reporting limit in four of seven soil samples. The TPH-DRO concentrations in soil ranged from less than 11.9 mg/kg to 98.5 mg/kg. None of the TPH-DRO concentrations in soil exceed the IDEM RISC RDLC of 230 mg/kg or the IDCL of 2,300 mg/kg. VOCs and TPH-GRO were not detected in the soil samples at concentrations above the respective laboratory reporting limits or the DCLs. A summary of the soil analytical results is provided in Table 1. A copy of the laboratory report is provided in Appendix B. 3.3 Groundwater Analytical s The groundwater analytical results did not identify potential COCs (cpahs, or VOCs) at concentrations above the laboratory reporting limits or their respective RDCLs or IDCLs. A summary of the groundwater analytical results is provided in Table 2. A copy of the laboratory report is provided in Appendix B. 4.0 CONCLUSIONS Based on the findings of this investigation, soil and groundwater in the vicinity of the former USTs has not been impacted with COCs at concentrations that exceed the respective IDEM RISC RDCLs, or IDCLs. Residual petroleum hydrocarbon constituents (naphthalene and TPH-DRO) were detected in soil samples at the site; however, since the concentrations detected were below their respective DCLs, these constituents do not represent a concern to human health and the environment. ATC recommends that this report be submitted to IDEM with a request for No Further Action. 5.0 QUALIFICATIONS The work performed in conjunction with this evaluation, and the data developed, are intended as a description of available information at the dates and locations given. This report does not warrant against future operations or conditions, nor does it warrant against operations or conditions present of a type, or at a location not investigated, nor against future operations or

The present study included seven (7) borings at the project Site. The conclusions drawn from this investigation are considered reliable; however, there may exist localized variations in subsurface conditions that have not been completely defined at this time. Our professional services have been performed, our findings obtained and our recommendations prepared in accordance with customary principles and practices in the fields of environmental science and engineering. This warranty is in lieu of all other warranties either express or implied and no other warranties will be given.
