About the RCCs The public sector is headed by an official from the Regional Development Council, Local Government Unit, Department of Trade and Industry, or other government agencies. The private sector may be headed by a representative of a local business club or chamber of commerce. Academe members may be recruited from reputable universities. 3
Overview The Cities and Municipalities Competitiveness Index is an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development. 4
Uses of the Index diagnostic tool to assess the competitiveness of their LGU identify areas for improvement and collaboration policy making, development planning and investment promotion businesses to decide where to locate or start an enterprise data to be used for further research. 5
