An overhead ground wire shall be provided along the length of the temporary bypass 230 kv line at Eagle Mountain Pumping Plant. The ground wires shall be grounded at each pole through a low resistance path. Ground wires shall be high strength galvanized stranded steel wire 7/16-inch in diameter. The Contractor shall furnish and install hardware for attachment of the ground wire to the top of the H-frame poles and for connection to existing ground wires on existing transmission lines. Answer: It shall be the Contractor s responsibility to comply with the requirements of the specifications including furnishing of steel components and providing design drawings for submittals, which show the standoff insulator mounting details. (2) Question: Ref. Section 16320, Paragraph 2.03C - Switch Bases: The specification calls for double channel bases but the drawings call for double channel bases with HSS tubular steel inside to the double channel bases that is welded and, in some cases, also bolted. Please reference Sheet S-3, Details A and C and Sheet S-6, Sections C and F. Are the switch bases required to have the double channels and the square tubular steel as shown on the drawing or just the double channels as written in the specifications? Answer: The switch bases shall be in accordance with the switch manufacturer s design. Refer to Changes to Drawings in this addendum. (3) Question: Sheets S-1 through S-6 show supporting steel components (channels & square tube) beneath the switch base that shows it to be welded to the switch base on Sheet S-3, Sections A and C. Is this to be provided as shown on the drawing by the switch manufacturer or welded in the field? Answer: The structural supports for the switches shall be as shown on drawings and as specified. PART 1 GENERAL 1.01 SCOPE OF WORK SECTION 02830 CHAIN LINK FENCE AND GATES A. The scope of work under this section includes the construction of chain-link fences to bisect the existing Gene Pumping Plant and Eagle Mountain Pumping Plant 230 kv Line Reactor Yards. The fencing shall be located approximately midway between the bank 1 and bank 2 line reactors. The exact location will be as determined by the Engineer. The fence at Gene Pumping Plant shall be approximately 75 feet in length and the fence at Eagle Mountain Pumping Plant shall be approximately 98 feet in length. 1.02 REFERENCES A. General 1. The publications listed below form a part of this specification to the extent referenced. 2. Where a date is given for reference standards, the edition of that date shall be used. Shop Drawings: Shop drawings and installation drawings shall be submitted for the Engineer's review prior to fabrication and delivery. These drawings shall provide a fully dimensioned fence layout with detailed information and specifications for materials and finishes. B. Material Samples: Upon request by the Engineer, samples (approximately 12 inches square or 12 inches long) of posts, rails, braces, fabric, wire, ties, and fittings shall be submitted. C. Test Reports and Certifications: Certifications that zinc-coated barbed wire and chain link fence fabric are in accordance with ASTM A121, ASTM A392, and ASTM A824 shall be submitted. D. Manufacturer's Instructions: Manufacturer's printed instructions for the installation, operation, and maintenance of gates, gate operators, gate controls, latches, and other fence appurtenances shall be submitted. PRODUCTS 2.01 MATERIALS A. Materials shall be new and products of recognized, reputable manufacturers. Used, rerolled, or regalvanized materials are not acceptable. Chain Link Fence and Gates 2.02 FABRIC A. Chain link fabric shall be in accordance with ASTM A392. Fence fabric shall be manufactured from zinc-coated steel wire helically wound and interwoven to produce a continuous mesh without knots or ties. B. Steel wire shall be in accordance with ASTM A817, Type II, galvanized, Class 1. C. Zinc-Coated Fabric: Zinc shall be coated onto the steel wire before weaving into fabric. The weight of the zinc coating on the wire shall be not less than 1.2 ounces per square foot in accordance with ASTM A392 for Class 1 zinc coating. D. Fabric Height: The height of fabric shall be the overall dimension from the ends of the selvages. E. Fabric shall be 11-gauge (0.120-inch diameter) for fences 60 inches or less in height and 9-gauge (0.148-inch diameter) for fences 72 inches and over in height. F. Fabric 60 inches or less in height shall be furnished with knuckling on both selvages. Fabric 72 inches and over in height shall have knuckling on 1 selvage and twisting on the other. G. Mesh and Diamond Count: Mesh size for all fabric heights shall be 2 inches. Diamond count shall be in accordance with ASTM A392. 2.03 POSTS AND RAILS A. Posts and rails shall be pipe, roll-formed steel, or hot-rolled shapes in accordance with ASTM F669 for heavy industrial fence. B. Posts and rails shall each be 1 piece, with no circumferential welds. C. Sizes shall be as shown on the drawings. D. Surfaces of posts and rails shall be hot-dipped galvanized and shall match the chain link fence to be furnished. Pipe shall be in accordance with ASTM F1083, Schedule 40. 2.04 CONCRETE FOOTINGS FOR POSTS A. Posts and the lower end of all post braces shall be set in concrete in accordance with Section 03300, Class A. 2.05 FITTINGS A. Galvanized fittings shall be in accordance with ASTM F626. B. Post tops, extension arms, stretcher bars, and other fittings and hardware shall be steel, malleable iron, or wrought iron and shall be galvanized in accordance with ASTM F626. C. Surfaces of fittings shall be galvanized and shall match the chain link fence to be furnished. 2.06 TENSION WIRE A. Wire shall be zinc-coated (galvanized) and shall be in accordance with ASTM A824 for Type II wire with Class 2 coating. 2.07 STRETCHER BARS A. Stretcher bars shall be 1-piece galvanized steel lengths equal to the full height of the fabric with a minimum cross section of 3/16 inch by 3/4 inch. One stretcher bar shall be provided for each gate and end post and 2 stretcher bars shall be provided for each corner and pull post. Stretcher bar bands shall be heavy-pressed steel, spaced not over 15 inches on center to secure stretcher bars to tubular end, corner, pull, and gate posts. 2.08 BRACES A. Brace pipe shall be galvanized and of the same material as the top rail. Brace pipe shall be installed 12 below the top of fence and extend from the terminal post to the adjacent line post. Braces shall be securely fastened to the posts by heavy-pressed steel and malleable fittings, then securely trussed from line post to base of terminal post with a 3/8-inch truss rod and tightener. 2.09 GATES A. Gates shall be swing or sliding type as shown on the drawings, complete with latches, stops, keepers, and hinges or rollers and roller tracks. 1698 02830-2 July 14, 2011 Addendum 2 (construction contract)
Chain Link Fence and Gates PART 3 B. Gate frames shall be galvanized and shall match the adjoining chain link fabric to be furnished. Pipe shall be in accordance with ASTM F1083. C. Single or double swing type gates, gate posts, and accessories shall be in accordance with ASTM F900. D. Gate fabric shall be the same type as used in the fence construction. The fabric shall be attached securely to the gate frame at intervals not exceeding 15 inches. E. Gate latches, stops, and keepers shall be provided for all gates. Latches shall be arranged for locking with padlocks. F. Vehicle gates shall be provided with keepers that automatically engage the gate leaf and hold it in the OPEN position until manually released. G. Gate and members shall be extended in height to accommodate barbed wire. EXECUTION 3.01 INSTALLATION A. Chain link fence fabric, post bracing, top rail, tension wire, and barbed wire shall be installed in accordance with ASTM F567 except as modified in this section. B. Fencing shall be erected in straight lines between angle points by skilled mechanics experienced in this type of construction and in accordance with the manufacturer's printed recommendations as approved by the Engineer. C. Post holes shall be a minimum depth of 38 inches below finished grade. Holes for posts shall be 12 inches minimum in diameter. Holes for gate, corner, and pull posts shall be 16 inches in diameter and a minimum of 4 feet in depth. Depth of post holes shall be increased by 3 inches for each foot of fence height over 6 feet. D. Posts shall be spaced not more than 10 feet on centers and in true lines. E. Holes shall be filled with concrete to extend around posts to a point 1 inch minimum above finished grade. The top surface shall have a crowned water-shedding finish. F. A minimum of 7 days shall elapse after placing the concrete footings before the fence fabric is fastened to the posts. Chain link fabric shall be fastened to end posts with stretcher bars and clamps, and to line posts and top rail with wire or bands, at approximately 14-inch centers and 24-inch centers, respectively. G. Three strands of barbed wire shall be installed on the brackets and shall be tightened and secured at each bracket. H. The centerline of fence braces shall be 12 inches below the top of the fabric. Gate posts shall be braced diagonally to adjacent line posts to ensure stability. I. Gates shall be hung and hardware shall be adjusted so that gates operate satisfactorily from the OPEN or CLOSED position. J. Changes in direction of the fence line where the horizontal angle is 15 degrees or more shall be considered as corners and corner posts shall be installed. K. Changes in the grade where the vertical angle exceeds 5 percent shall have slope posts installed at the point of change. L. Between posts, the chain link fabric shall be fastened to a top and bottom tension wire of not lighter than 7-gauge galvanized, coil spring steel of good commercial quality. M. Tie wire shall not be lighter than 9-gauge galvanized steel wire. The use of approved galvanized steel bands will be permitted in lieu of tie wires for fastening the chain-link fabric to the posts and gate frames. 3.02 ADDITIONAL INSTALLATION REQUIREMENTS A. The line reactor yard fence shall be 8 feet high, without extension arms or barbed wire, constructed in accordance with details and notes in Appendix A attached to the end of this section. B. New fence work shall include the installation of perimeter grounding and connection of new fence to grounding in accordance with Section 16450. Fence grounding shall consist of bare copper 350 KCMIL ground conductors installed parallel to and 3 feet offset from one side of the fence, installed 18 inches below finished grade. New ground conductors shall be connected to the existing ground grid per Detail 2A in Appendix B attached to the end of this section. D. The new fence shall be connected to new ground conductors at 15 feet minimum intervals and in accordance with Detail 7 of Appendix B.
