These positions will replace the current full-time Recycling Coordinator position, due to the retirement of the Recycling Coordinator. STATE OF ILLINOIS COUNTY OF KANE RESOLUTION NO. 11 - AUTHORIZING EXCEPTION TO THE COUNTY FINANCIAL POLICIES REGARDING PERSONNEL HIRING AND REPLACEMENT (RECYCLING COORDINATOR REPLACEMENTS) WHEREAS, the Kane County Board adopted Resolution 08-278, Implementation of County Financial Policies Regarding Personnel Hiring and Replacement; and WHEREAS, Resolution 08-278 specifically states: A moratorium on the hiring of new County personnel and the replacement of existing or future personnel vacancies is hereby adopted effective upon passage of this Resolution. No new personnel shall be hired unless specifically approved by the County Board; and WHEREAS, 415 ILCS 15: the Solid Waste Planning and Recycling Act, requires Counties to appoint a recycling coordinator, whose responsibilities shall include overseeing and updating the County s Solid Waste Plan; and WHEREAS, Kane County s current Recycling Coordinator will retire in July, 2011, and said position needs to be filled to meet the requirements of the recycling and other conservation programs in the Department of Facilities, Subdivision, and Environmental Resources; and WHEREAS, the current full-time position is proposed to be filled by two regular, part-time positions, including a part-time Recycling & Resource Conservation Program Coordinator and a parttime Resource Conservation Program Educator, both of which shall work an average of 25 hours per week in FY 2011; and WHEREAS, the start dates of the two said regular, part-time positions will be staggered in order to maintain the FY11 budgeted salary amount for the Recycling Coordinator position; and 2011. WHEREAS, the passage of this resolution does not require a budget amendment for fiscal year NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Department of Facilities, Subdivision, and Environmental Resources is hereby authorized to hire a regular, part-time Recycling & Resource Conservation Program Coordinator. RECYCLING AND RESOURCE CONSERVATION PROGRAM COORDINATOR Regular, Part-time 20-25 hrs/week Summary: Program Coordinator will be responsible for the development, coordination, and implementation of recycling and resource conservation programs in Kane County. These programs will include recycling and solid waste, and may include water quality, groundwater conservation, and energy efficiency, and other resource conservation programs. Principal Duties and Responsibilities: 1. Develop, coordinate, and manage recycling and solid waste programs in accordance with the Kane County Solid Waste Management Plan, such as: household recycling, household hazardous waste and electronics recycling, composting, five-year updates of solid waste management plan, and County facilities and operations recycling; 2. Coordinate and manage ongoing water quality activities such as NPDES Phase II Qualifying Local Programs; 3. Participate in regional water supply studies and planning efforts, and implement programs related to Kane County Sustainable Water Supply Study; 4. Coordinate activities related to Kane County Energy Efficiency and Conservation Block Grant Programs; and 5. Serves as liaison with state and federal government and other organizations to secure available funding and informational support for local programs. Knowledge, Skills, and Abilities Required: 1. Bachelor s degree from an accredited college or university in Environmental Management, Public Administration, Engineering, or related field; 2. 5-10 years of progressively responsible work experience including work with municipal, community, or regional recycling and other environmental programs; 3. Strong problem solving, negotiating and facilitation skills; 4. Demonstrated success managing project budgets and schedules; 5. Strong presentation, verbal and written communication skills; 6. Knowledge of federal, state, and local laws, regulations, and ordinances pertaining to solid waste and recycling, and other environmental programs such as stormwater/water quality, groundwater, and energy efficiency; 7. Experience working with local governments and other public and private organizations; and 8. Computer proficiency and experience with Microsoft Office software suite.

RESOURCE CONSERVATION PROGRAM EDUCATOR Regular, Part-time 20-25 hrs/week Summary: Program Educator will be responsible for the development, coordination, and implementation of resource conservation education programs in Kane County. Educator may be responsible for programs covering topics including recycling and solid waste, water quality, groundwater conservation, and energy efficiency. Principal Duties and Responsibilities: 1. Develop and conduct public education initiatives, both print and electronic, to advance resource conservation principles and practices in public and private sectors throughout Kane County; 2. Coordinate and develop educational initiatives with local governments and other local and regional organizations; 3. Respond to requests for information from the public; and 4. Develop and conduct resource conservation education programs for several audiences including K-12 schools, businesses, local municipalities, and nonprofit organizations. Knowledge, Skills, and Abilities Required: 1. Bachelor s degree from an accredited college or university in Education, Communications, Environmental Studies, Public Administration, or related field; 2. 3-5 years of progressively responsible work experience including work with municipal, community, or regional educational programs with an emphasis on environmental issues; 3. Strong presentation, verbal, written, and electronic communication skills. Familiarity with social marketing approaches; 4. Demonstrated success managing project budgets and schedules; 5. Experience working with local governments, schools, school districts, and other public and private organizations; 6. Knowledge of both residential and commercial resource conservation programs including recycling, water quality, groundwater conservation, and energy efficiency; and 7. Computer proficiency, experience with Microsoft Office software suite, and website development and/or management.

The Kane County 2040 Energy Plan The Kane County 2040 Energy Plan (KC2040EP) includes analysis of countywide energy consumption and strategies for reducing consumption over the next thirty years. Information and key concepts assist readers in understanding the data and identifying appropriate strategies at the county, municipal, household and business level. The KC2040EP is an update and expansion of the 2005 Kane County Energy Plan that focused primarily on electricity consumption. Kane County s projected population growth and changing land use patterns present a variety of challenges. Historically, traditional planning issues have been addressed to meet these challenges. However, rising energy consumption and costs elicit additional economic and environmental concerns for municipalities, businesses, households and other consumers. In addition, electricity and natural gas consumption in buildings is the greatest contributor to greenhouse gas emissions in the nation. The KC2040EP addresses energy production and consumption as a growth management issue with the inclusion of strategies designed to reduce energy costs and consumption. What are the potential savings? The KC2040EP presents ten strategies for reducing energy consumption that involve existing, readily available technologies and simple changes in our everyday energy habits. Three scenarios illustrate the potential energy and cost savings for each strategy depending on the level of implementation. The conservative, moderate, and aggressive scenarios could save the consumers of Kane County up to $3.4 billion between now and 2040, and reduce energy consumption by as much as 272 billion kbtu over the next thirty years. Energy and Emissions Amount of CO 2 produced by burning fossil fuels to create energy depends on carbon content of the fuel. Coal emits nearly twice as much CO 2 per unit of energy as natural gas. Understanding this relationship is important when selecting strategies to reduce greenhouse gas emissions. Chicago region draws electricity from regional electric grid: 73% by burning coal and 22% through nuclear power. This high % of coal accounts for high greenhouse gas emissions.
