CANDIDATE OF THE FEDERAL REPUBLIC OF BRAZIL TO THE EXECUTIVE SECRETARY OF OLADE 4 1. Introduction The period of 2014/2016 was fulfilled by the Triennial Program Management - TPM (2014-2016) approved during the XLIII Meeting of Ministers, held in Punta Cana, Dominican Republic, on November the 29th, 2013. The TPM (2014-2016) had as focus the efficient management of available resources, improvement of the quality of services and the strategic repositioning of the Organization. The TPM (2014-2016), however, has not been limited only to the content of the original proposal. Throughout the period, other important actions were incorporated into that proposal. An example of it is the expansion of non-reimbursable financing lines; another one is the institutional strengthening by the harmonization from the Internal Regulations to the Lima Agreement. Regarding the internal management, the economic and financial situation of OLADE were recovered through the reorientation of the function cost related to projects and studies. Likewise, the first Bidding Committee for hiring and acquisition of services and materials was implemented. In the scope of the Human Resources area, a plan of positions and salaries with automatic classification by merit wascreated. That action resulted in an incentive to officials to complement their post-graduate level studies. in a. fu Despite the greatest advances in the referred period are reflected by the activities and services developed for Member Countries, the remarkable the growth of training activities, which have increased from 1,200 students in 2013 to up to 7,000 students in 2016 is to be considered. Regarding the projects, 183 of them were administered with 81 carried through, 36 are in execution and 21 in management. The projects reached all Member Countries, fact that, on the whole, resumes the function of OLADE s excellence in promoting studies and projects to support the energy policies of all the Member Countries. In the triennium of 2014-2016, the most important experts from the region and from outside, as well, attended annual events and workshops. Furthermore, in an unprecedented way, in all meetings of Ministers there was the presence of the Head of State of the host Member Country, in a clear demonstration of the good esteem and recognition of the work developed by OLADE. Moreover, it is also important to give knowledge to the first phase of the Renewable Energy Demonstration Center of OLADE (CEDER). This is a photovoltaic power plant that will be handled as a laboratory to be used by the scientific community, universities, utilities power and the Member Countries professionals. In its first stage, the CEDER consists of a solar power plant electricity, composed by 18 panels and a laboratory of climate measures. 2. Compliance to the Lima Agreement The functions and objectives of OLADE within The Lima Agreement were established based on the rights of Latin American and Caribbean people on their natural resources. At the same time, the performance of OLADE must be in the direction of promoting integration in the region, promoting actions that contribute to exert and guarantee national sovereignty of Member Countries, in the exercise of the rights that they are incumbent in managing their own natural resources primarily on those related to the energy sector. In addition to that, OLADE more than provides its technical advice, must value the importance offocusing on fulfilling its fundamental role in the field of regional energy integration, promoting and supporting actions that promote, among its Member Countries, the autonomous development of their resources, encouraging a policy of exploration and rational use of its natural resources, contributing to the

CANDIDATE OF THE FEDERAL REPUBLIC OF BRAZIL TO THE EXECUTIVE SECRETARY OF OLADE 5 implementation of projects of common interest in the region and the incentive of harmonization of standards and regulatory frameworks with a in order to reduce barriers to regional integration. 3. Approach of the TPM This proposal is based on the premises that govern all the actions of OLADE, in the sense of promoting cooperation and energy integration for social inclusion and providing elements that allow better use of existing resources and capabilities in the Member Countries. It is sustained by the personal experience of the applicant, added to the work that he has been developing in the functions of Director of Integration (2011-2013) and as the Executive Secretary (2014-2016), period of whicha significant institutional progress has been achieved, despite being carried out in a notoriously adverse economic context. The actions taken in this period have enabled OLADE resume his role on the stage of cooperation for the development of the Integration of Latin America and the Caribbean. As a result of this, the TPM (2017-2019) that is designed to OLADE seeks to realize progress and expand its reach through the coordinated and cooperative work with Member Countries, as well as regional integration institutions such as: CELAC, UNASUR, CAN, MERCOSUR, MESOAMERICA, SICA, CARICOM, ECLAC, CIER, ARPEL, Andean Parliament, CAF, IDB, WB, among others. 4. Summary of TPM (2017-2019) The TPM (2017-2019), is based on actions related to strategic maintenance of good administrative practices, achieved in the last three years, and increased by other complementary actions we believe as necessary to the fulfillment of the assumed executive responsibilities, as well as for improving the quality of the services offered by OLADE to its Member Countries. 4.1 Regional Integration In regional terms, the main objective is to strengthen strategic alliances that have been already accomplished and well occurred in the field of cooperation with a view to sustainable development in the energy sector for energy inclusion and improving the quality of life in Latin America and Caribbean countries; and act in harmony with the Institutions to meet the energy needs of Member Countries; giving technical assistance; and to preserve the institutional independence given to OLADE by the Lima Agreement. 4.2 OLADE Framework To continue with the tasks of the organizational framework modernization, in order to obtain a suitable conformation to provide products and services of quality in the attendance of the requirements of Member Countries. 4.3 General Objective Offer to Member Countries products and services compatible with their needs, favoring the improvement of the processes of decision making and contributing to the advance of energy cooperation and regional integration, with positive outcomes for meeting the energy needs of Member Countries, in an environment which policies are defined and coordinated in common interinstitutional agreement.

CANDIDATE OF THE FEDERAL REPUBLIC OF BRAZIL TO THE EXECUTIVE SECRETARY OF OLADE 6 4.4 Specific Objectives For the development of activities aimed at the fulfillment of the functions and objectives of the Organization emphasis, it will be placed on the following topics: developing projects for regional integration and energy security; offering products and information services for decision-making; professional training of Member Countries; providing specific technical assistance and respective requirements; and maintaining technical support to regional Institutions. 5. Products and Services to Support Decision-Making OLADE s Information system allow to make comparative analyzes and projections of the sector. It has safe and validated official information, ideal for decision-making at national, regional and interregional levels. The complete Information System are composed by: Regional SIE, National SIE, SIE and SIEL Cooperation. The main activities planned for the Information Systems, are as follows: 5.1 Regional SIE The Regional SIE, (Regional Energy Information System) is one of the largest databases of OLADE. It was implemented in 18 Member Countries. The main goal for the Regional SIE is to be installed in countries with major energy industry, in order to adapt the SIE to perform in a more complex energy environment. Planned Actions a. Train professionals and improve data input processes; b. Implement the system in a more complex energy environment; c. Adapt the SIE Cooperation to feed SE4ALL Program; and d. Continue managing financial resources for future installations. 5.2 SIEL The SIEL is an important tool for policy making, regulatory, economic, social and commercial, legal comparative studies, development of framework laws for the energy industry, good practices in regulation and historical review of regulatory frameworks linked to the energy sector. Planned Actions a. Advance cooperation with the Andean Parliament for regulation issues; b. Encouraging the publication of papers resulting from workshops and seminars; c. Advance based on good experiences developed with regional Institutions, in order to propose regulatory frameworks consistent with new technologies of production from renewable sources. 5.3 Energy Statistics Report Energy Statistics Report (ESR) is a very important reference source for analysis and decision-making. It is published annually, with information on the energy industry in Latin America and the Caribbean (LAC). In addition, the ESR is a source of income to OLADE, due to the demand by companies and Institutions. Planned Actions a. Keeping critical updates to improve data consistency; b. To advertise aiming to increase revenue from its sale.

CANDIDATE OF THE FEDERAL REPUBLIC OF BRAZIL TO THE EXECUTIVE SECRETARY OF OLADE 7 5.4 Multiple Criteria Decision Making Model The PHD model (Probability for Hierarchical Decision) was developed internally with resources and it is individually owned, with the rights of use assigned to OLADE. Today, the PHD is a key tool in terms of the evaluation processes and contracting services. It is also a model used to define priority projects for integration issues and energy security. Planned Actions a. To provide term assignment of the rights of use without cost to the OLADE; b. To keep updated the system; and c. To meet the requirements for use in academic work. 5.5 Energy Planning Manual The Energy Planning Manual was developed and implemented in four pilot countries and it has become an important means to make integrated energy planning. In this project, the strategy is to internalize the knowledge and to use its own tools, such as SUPER OLADE and SAME. Planned Action a. To follow up in the search of resources, with the government of Canada, to implement it in other Member Countries; 5.6 PDEPE The Energy Planning Program for 2016is composed by 10 virtual modules and one face-to-face module, and it is running together with the Andean Parliament, which OLADE has signed an Agreement of Cooperation in 2015. Planned Actions a. To expand the demand to adjust the classification criteria of applicants; b. The cooperation involving the Canada Government in the permanence of funding, provided during the past 3 years, is being negotiated; and c. The participation of universities of the region in courses will be evaluated. 5.7 Specialists Networks The Specialists Networks have constituted a significant contribution to knowledge empowering expertise on specific issues as regional integration, energy efficiency, energy planning and other ones, necessary for the fulfillment of the objectives of the OLADE. Planned Actions a. Keeping the process of expansion and improvement; and b. Publication of scientific papers generated in the webinars. 5.8 Publication and Dissemination of Knowledge With the aim of improving the quality of of publications in magazines, newspapers and newsletters, an evaluation bench work was created, through which was harnessed the expertise of the trainers who regularly participate in OLADE s CAPEV Program.

To diversify hiring trainers and limit them per course / year; and c. To continue regional policy recruitment trainers. 5.9 Seminars, Workshops and Annual Forums The annual events developed by OLADE aimed at bringing together specialists from international organizations, ministries, secretariats, energy companies, regulatory agencies and others. The topics are related to policies, regulation frameworks and technological development that are designed to disseminate knowledge in the energy industry. The financial resources of these events are originated from the governments, companies and financial institutions like WB, IDB, CAF and ITAIPU. Planned Actions a. To develop appropriate schedule to the availability of financial resources; b. To keep FIER s (Regional Forum of Energy Integration ) date along with other regional energy events; and c. To increase the participation of regional sponsors at the events. 6. Capacity Building in Member Countries OLADE has long experience in developing energy balances. This activity is crucial, because it is a tool for the identification key flows into and out of an energy industry, allowing the expansion of the industry knowledge and providing information for the development of plans and energy policies aimed at regional integration. 6.1 Technical Assistance Technical assistance can be supplied directly through services provided to Member Countries or by requested of them, in cases of necessary decision-making in the short and very short term. Planned Actions a. To maintain and strengthen technical cooperation with support from other institutions and professionals; b. To expand the flow of financial resources aiming to maintain and expand technical assistance; 6.2 Regional Offices OLADE s Regional Offices - are located in Central America (Honduras) and the Caribbean (Jamaica).They have functions and objectives of coordination, cooperation, providing technical advice and implementing operational plans, programs and the sub-regional OLADE s projects that are, themselves, the way to facilitate lending directly assistance in themes that are required by the Member Countries. 6.3 Main Offices Challenges In the sub-regional office of Central America, Honduras, important projects and studies were carried out; they were dedicated to the improvement of the Mesoamerican energy sector, such as CSR projects

CANDIDATE OF THE FEDERAL REPUBLIC OF BRAZIL TO THE EXECUTIVE SECRETARY OF OLADE 9 - project applicant for an international award - and the study of "Vulnerabilities to Climate Change Systems Hydroelectric Production and Adaptation Options", in Guatemala, Central America. Planned Actions Central America, Honduras, a. Central America Office - to continue with renovation process with Honduras; b. Widening participation in the Mesoamerican integration with SICA; and c. To conclude the creation of a fund for energy efficiency projects, in Central America; Caribbean, Jamaica, a. Contributions of Cooperation resources, along with the Government of Canada, are critical for the office s activities maintenance and must be negotiated; b. To prioritize work coordination in the Caribbean, from Jamaica's Office; and c. Hiring the coordinator, who will be OLADE's staff, according to Internal Regulation. 6.4 Energy and Access In modern civilization, the availability of energy is strongly linked to the level of welfare, health and life expectancy of human beings. In the LAC region, the challenge of the countries is, at same time, to promote energy inclusion and to provide tariffs compatible with the income of them. OLADE, in order to help in solving the problem, decided to be incorporated into the SE4ALL Americas program, considering that it is the most reasonable way to help with the inclusion of more than 30 million people without energy access, in the region. Planned Actions a. To provide support regarding information to feed the SE4ALL program; b. To promote and propagate the knowledge of successful programs of rural energy; c. To participate in the development of complementary programs to the SE4ALL; d. To identify appropriate and specific technologies for the Member Countries; e. To study the tariff schemes in Member Countries; and f. To build a database of energy prices by consumption and income bands, with the CIER. 7. Structuring the OLADE The international financial crisis produces higher reflections on the economies of the region; as a result, OLADE can not count on the financial support of the Member Countries. In turn, OLADE needs resources to continue to provide, with quality, products and services. Therefore, the management and organization of the structure must be preferentially adaptive over time, making that OLADE evolve as opportunities fostered by scarce resources entering the Organization. That is, it must maintain a continuous adjustment of the administration route. Planned Actions

CANDIDATE OF THE FEDERAL REPUBLIC OF BRAZIL TO THE EXECUTIVE SECRETARY OF OLADE 10 a. To expand the rate of cost recovery in project development, adopted at the Meeting of Ministers; and b. To maintain financial support for the Meeting of Ministers, through the cooperation of development energy agencies; 7.1 Strategic objectives The strategies of action are generated and implemented intrinsically at OLADE and they must contain the elements that ensure compliance with reliability and quality with the Mission of the Organization, to provide reliable services to carry out the tasks of advising and encouraging OLADE's Member Countries cooperation. In this sense, all the personnel responsible for administrative and technical processes are instructed to follow principles of fairness, efficiency and transparency in the management of activities and projects under their responsibilities. 7.2 Quality Improvement of Services and Transparency Process It has met all the proposals for improving the quality within OLADE. It is about the work of officials or related to services provided by third parties, in the period under our responsibility. So, the overall proposal is as follows: 7.3 Committee of Bidding and Evaluation Complying with the PGT (2014-2016), the Committee was established with the responsibility of evaluating procurement processes and procurement of services and materials. The Committee meets the procedures defined in OLADE's Internal Regulation and each process has a detailed report of the technical and economic process, for approval of the Executive Secretary, at a meeting of the Administrative Council (CA). Planned Actions a. To keep the rules of the process and the methodology adopted; b. To maintain the evaluation processes pre and post work completion; c. To maintain the minimum level of 75 points in the PHD score; d. To train, periodically, the users of system (software); and e. To activate the shopping portal on the OLADE's website of. 8. PRIORITY ISSUES FOR THE ORGANIZATION FROM 2017 Described below, the issues we judge of fundamental priority for OLADE to be able to meet future challenges and to obtain technical and financial independence to meet the demands of its Member Countries, in an adequate quality standard. All projects and topics described in the sequence were presented to the Board of Experts of OLADE, where they obtained the support of the delegates of the countries to be brought to approval by the Meeting of Ministers. 8.1 FOLADE The Article 3 of the Lima Agreement establishes, among the objectives and functions of OLADE, " Promote the creation of a financial institution to carry out energy projects and energy related projects in the region ".

CANDIDATE OF THE FEDERAL REPUBLIC OF BRAZIL TO THE EXECUTIVE SECRETARY OF OLADE 11 The proposal establishing the FOLADE to comply with the Lima Agreement was presented to all Member Countries, which are working on their observations and suggestions for submit to approval at the next Meeting of Ministers, on November the 25th, 2016, in Ecuador. Planned Actions a. Compiling contributions from Member Countries; b. Submit to approval of Ministers; c. Design detailed work plan; and d. Start from 2017 the implementation plan. 8.2 Canadian Government Cooperation (ANNEX I) Since 1996, OLADE has begun a project of technical assistance from the Government of Canada aimed at technical and financial support to OLADE's Member Countries, focusing this support in training and reviewing of energy and environmental legislation in LAC. The training was conducted at the level of expertise in energy and environment (later called "sustainable energy development") and level of short courses and diploma on energy and environmental issues. In a second phase, that end in December 2017, this cooperation was extended incorporating energy policy issues, leading to important results of the activities, such as: a. energy planning; b. energy integration: support for sub-regional offices; c. energy governance in the hydrocarbons and electricity sectors; d. Increase of electricity to the national networks; e. Programmatic CDM support and NAMAs; f. Mitigation and adaptation to climate change in the energy sector; g. CAPEV training, energy planning executive programs, and regular programs; diploma in energy, social and environmental aspects; h. Corporate social responsibility (CSR); i. Mainstreaming gender equality in energy projects; and j. CSR in rural energy systems, in remote areas. k. In addition, the OLADE- Canada Program has a very important participation in the Annual Work Plan of the Permanent Secretariat of OLADE as certified by the fact that in 2016, 39 projects are in progress, 18 of which the OLADE-Canada project allocated resources to the execution, representing 46% of participation in the activities of OLADE. In short, the project is responsible for almost half of the activities of OLADE. OLADE Project Benefits a. Financing - 2012, until 2016, contributed US$ 5 million, which gives an average of US$1, 25 million per year in the four years of operation; b. Technical input - Direct benefits in 14 countries (Belize, Bolivia, Cuba, Colombia, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Nicaragua, Peru, Dominican Republic and Suriname) and all of the 27 countries on issues related to training, dissemination and participation in courses and technical seminars; and

Leadership and reference - OLADE has established itself as a leader in LAC in several subject areas related to the energy sector, including virtual training, gender equality, CSR, climate change, among other areas. Planned Actions a. To send a proposal to the Government of Canada in January 2017, with the program described in the Annex I; b. To negotiate appropriate terms in the participation of OLADE; and c. To sign the contract and start work. Number of Projects: 13 Total budget: US $ 4, 200,000.00 Duration: 3 years 8.3 World Bank (ANNEX II) In February 2016, a proposal for the program was presented to the World Bank to address issues in the areas of integration, energy planning, knowledge management, climate change, social inclusion and gender equality. All the project details are included in the Annex II and are an integral part of this proposal work. Planned Actions a. To follow up discussions already held with the World Bank; b. To invite Itaipu Binacional to co-finance the project; and c. To negotiate appropriate financial terms in the participation of OLADE. Number of Projects: eleven Total budget: US $ 15, 521,000.00 Duration: 3 years 8.4 Trust Fund for Statistical Capacity Building (TFSCB) of the World OLADE has submitted an application to the Trust Fund for the Development of Statistics (TFSCB) Capacity World Bank in winter 2015 in order to improve the capacity of developing countries like Belize, Granada, Guyana, Jamaica and Suriname to produce and use energy statistics, strengthening national statistical systems with the overall goal of supporting effective decision making for sustainable energy development. In turn, the Caribbean countries said that the project is a valuable opportunity to improve the quality and statistics availability. Planned Actions a. To follow up the World Bank to complete the project; and b. To encourage technical areas to submit other proposals to the Bank. Institution Fund: WORLD BANK Name of Project: Energy Statistical Capacity Building for the Caribbean country clubs Fund Name: Trust Fund for Statistical Capacity Building (TFSCB) of the World Financing: $ 500,000.00

CANDIDATE OF THE FEDERAL REPUBLIC OF BRAZIL TO THE EXECUTIVE SECRETARY OF OLADE 13 Beneficiary Countries: Belize, Grenada, Guyana, Jamaica and Suriname 8.5 Regional Public Goods (BPR) Based on the request of the countries, OLADE sent to the IDB a proposal for Strengthening Management and Dissemination Energy Information for Sustainable Development in LAC, which is expected to create a comprehensive program to support energy planning countries, which will contribute to the development of standardized methodologies, integrated and comparable data on gender equality and energy, energy and climate change, energy efficiency indicators using the BIEE ECLAC methodology, access to energy and renewable energy and level information utilities within the framework of the CIER, which will be implemented in the Regional Information System and National Systems; ensuring the transfer of knowledge and training to the main players in the energy sector. The project will be implemented by OLADE as a project implementation unit (PIU). Prior to the first disbursement of the CT: (I) implementing several agreements between OLADE, as executing agency, and ECLAC and CIER, as co-executors units; and (ii) the formal undertaking by the Boards of Directors of the 3 regional authorities (OLADE, CIER and ECLAC) to coordinate the implementation of technical cooperation with the IEA and the achievement of outputs and outcomes, allowing the dissemination of free information and open to all that might be interested. The payments to components executed by each co-executor will be made directly by IDB. Planned Actions a. To follow up discussions with participants of the Fund; and b. To encourage technical areas to submit other proposals to the IDB. Institution Fund: IDB Project's name: Program for Strengthening Management and Energy Information Dissemination for Sustainable Development in LAC Fund Name: Regional Public Goods Financing: US $ 850,000.00 Beneficiary Countries/Direct: Argentina, Belize, Bolivia, Colombia, Costa Rica, Ecuador, Honduras, Paraguay, Panama, Dominican Republic, and Uruguay. Indirect beneficiaries: Ministries of Energy and their equivalents in the 27 Member Countries of OLADE 8.6 Energy Market Research The Article 3 concerning the objectives and functions, of the Lima Agreements determines: "To promote the creation of a Latin American energy market, starting this effort with the promotion of a pricing policy to help to ensure a fair participation of Member Countries in the benefits derived from the development of the energy sector." Latin America and the Caribbean "is a region that has significant renewable and non-renewable energy resources, which combined potential reserves and places in a strategic international position; mainly regarding to oil reserves of about 333.8 billion barrels, accounting for 23% of world reserves; and hydroelectric potential inventoried, reaching 672,000 MW, 24% of the world total, but these resources are distributed unevenly within the Region "

That is, potentiate integration and enables development with more rational use of natural resources. Similarly, it enables the reduction of asymmetries of access to resources and harmonization of the use of energy. Planned Actions a. To follow up on the conversation initiated with Itaipu Binacional-; and b. To involve more funding agencies to make the project viable. Details of this project are into theannex II. 8.7 Southern Cone Vulnerability Study The electrical safety of almost all the countries of the Southern Cone region is highly dependent on hydropower, being that only in 2014 generated 279 TWh, more than 50% of its electricity demand, served by hydroelectric plants. Despite this dependence and long investment horizons, few studies identify and quantify the impacts of climate change on hydroelectric generation from changes in the flows that feed hydroelectric plants. The possible energy shortages resulting from reductions in the availability of water resources could lead to the Southern Cone countries to be forced to power outages, adversely affecting local economies. On the other hand, there is also the risk that countries associated cover that loss of generation with fossil fuels, increasing the carbon footprint of the electrical grid. They could also consider scenarios with greater hydrology, originally planned with unfavorable consequences. This is why it is necessary to identify a set of adaptation measures that ensure the future hydroelectric relatively productivity, alleviating possible climate pressure on electrical systems. To this end, and taking advantage of the lessons learned from a similar study in Central America and other newly begun in the Andean region on vulnerability to climate change hydropower, it is possible to use art tools and cost-benefit analysis, deepening on the knowledge existing studies. The capacity building will be framed to support the sustainability of the "African Network of Centre of Excellence in Electricity -ANCEE" promoted by APUA, which aims to provide continuing education in the field of electricity through high standards quality. Energy Planning, Integration and Governance This project component will be focused on meeting the current needs of the region s countries with regard to overall management of the energy industry. Its immediate outcomes are to be: Increase capacity of governments to develop suitable gender-sensitive energy policies, strategies, plans, and regulations in the LAC region. Increased access by governments to knowledge and mechanisms related to energy integration across the LAC region. Increased ability of OLADE, in collaboration with training institutions, to deliver relevant, effective and gender-sensitive training and services in the energy sector. Increased electricity availability by developing renewable sources and rational use of energy resources The intermediate outcome is to be: Improved planning, management, and regulation of the energy sector by national governments. Six sub-projects are proposed to achieve these outcomes: Development of Energy Planning Capacity. Strengthening Sub-regional Energy Integration. Energy Governance: Technical Assistance for Small Countries to develop Policy and Regulations in Hydrocarbon. Improving Access to Electricity on the Grid: Module I: Promoting Renewable Energy Module II: Disseminating Energy Efficiency Developing Training and Technical Networks: Module I: CAPEV Program. Below are the specific objectives, activities and outcomes that will address each of the above sub-projects.

CANDIDATE OF THE FEDERAL REPUBLIC OF BRAZIL TO THE EXECUTIVE SECRETARY OF OLADE 17 4.1 Development of Energy Planning Capacity With technical and financial support from the Canadian Cooperation, OLADE prepared an Energy Planning Manual used to design national energy plans in three pilot countries. This made it possible to validate and adjust the contents to make it a major support tool for Member Countries. This sub-project aims to expand the use of this tool for three more countries to undertake the entire process of developing their national energy plans directly with well-trained professionals. a. Specific Objectives: Technical capacity building in energy planning at the Energy Ministry level in the countries of the LAC region using the Energy Planning Manual, including appropriate tools for designing national energy plans To guide decision makers and regulators in the development of medium and long-term energy policies and plans To contribute effectively to sustainable development in the region To analyze national policies and plans by applying the manual in several countries of the region To ensure that energy plans to optimize energy access, affordable and reliable supply of energy resources, availability of clean energy, and an appropriate energy mix for energy security b. Activities: Define criteria for the selection of beneficiary countries Obtain the full commitment of three countries to support the application of the energy-planning manual Study the energy industry of each beneficiary country, including: (a) an initial assessment, (b) reviewing its existing energy policies, (c) establishing a medium and long-term energy agenda, (d) proposing medium and long-term scenarios, and (e) drafting the national energy plan Train national technical resources in energy planning with OLADE s manual through face-toface and virtual workshops Conduct workshops to discuss the progress made and the main outcomes of applying the manual, seeking to reach a consensus with major stakeholders Submit the draft national energy plan to the beneficiary country s energy authorities c. Duration: Three years Total Budget: USS$ 420,000 4.2 Strengthening of Sub-Regional Energy Integration OLADE has been helping its Member Countries to develop joint initiatives through its sub-regional offices (established with support from the Canadian International Development Agency) in keeping with its strategy of decentralizing roles and supporting energy integration among countries with similar or common interests. Accordingly, each of the sub-regional offices set an energy agenda in agreement with international cooperation agencies having offices in the sub-region and with the beneficiary countries, to strengthen the initiatives prioritized by those countries. This sub-project aims to continue supporting the development of initiatives within the framework of those energy agendas, in collaboration with subregional integration bodies, and sponsoring coordination meetings among the countries of each sub-region. a. Specific Objectives: To contribute to sustainable energy development in LAC through technical and institutional capacity building of OLADE s Sub-Regional Offices To help design and implement sub-regional energy integration initiatives in accordance with the sub-regional energy agendas To support sub-regional meetings organized to promote discussions and information/experience exchanges aiming to develop a more integrated energy industry in each sub-region and throughout the LAC region as a whole b. CANDIDATE OF THE FEDERAL REPUBLIC OF BRAZIL TO THE EXECUTIVE SECRETARY OF OLADE 19 Beneficiary Countries: Central America and Mexico Caribbean South America Duration: Three years Total Budget: US$ 372,000 4.3 Energy Governance: Technical Assistance for Small Countries to develop Policy and Regulations in Hydrocarbon Given the global context, with the variability of international oil prices, several countries of the region are undertaking oil and gas exploration/exploitation and adapting their policies and regulatory frameworks for the entire value chain of the sector. Therefore, they require technical assistance from countries with experience in the field, which are usually more developed countries with more advanced oil and natural gas industries. Canadian Cooperation with countries of the region is providing technical support for countries needing to develop their energy industries through skilled technicians and policies/regulatory frameworks for the sector. The aim this sub-project is to provide technical support for countries to create policy tools and establish technical/economic norms adapted to local conditions, so that beneficiary countries can develop their own oil and gas industries, to which end it is essential to transfer best practices and lessons learned. a. Specific Objectives: To provide the countries of the LAC region specific technical assistance on appropriate energy policies and/or regulatory frameworks to promote and optimize activities throughout the oil & gas value chain (exploration, production, transportation, refining and marketing) b. Activities: Identify potential beneficiary countries (up to three) and coordinate needs for technical support from cooperation programs (portfolios of TA activities) with their authorities Agree on cooperation programs, including a detail of domestic counterparts Identify domestic experiences in the region and in Canada on the requested subjects and negotiate south-south cooperation or hire a consultancy firm Include technical capacity-building activities to secure suitable counterparts for the projects Conduct technical workshops to review the final reports on each cooperation activity carried out Review the technical proposals for each completed activity with the national authorities.

In addition, under the Paris Agreement, specifically the contents of the Intended Nationally Determined Contributions presented by the countries of Latin America and the Caribbean, expanding the share of renewables in the regional energy mix plays an essential role in contributing to emissions reduction. This will help those countries meet their goals of diversifying the energy mix by coordinating actions, strategies and institutional frameworks as a guide to implementing renewable energy programs and projects. OLADE is promoting effective, sustainable energy development policies among its member states to contribute to energy security and independence by using their domestic natural resources, electrifying remote communities or feeding telecommunications systems into rural areas, decentralizing energy generation and distribution to improve the stability of power systems, energizing clean production systems, improving environmental conditions and reducing local and global pollution. Therefore, this sub-project centers on human, technological and institutional capacity building to hasten the uptake of clean energy production in the region with a view to accelerating the entry of renewable energy in national and sub-regional power systems, diversifying the energy mix and achieving greater supply autonomy. a. Specific Objectives: This sub-project aims to promote a greater share of renewable energy sources for power generation among the countries of the region. b. Activities: Identify the beneficiary countries and coordinate their needs for technical support from cooperation programs with authorities

In addition, the commitments made by countries under the Paris Agreement, specifically the contents of Intended Nationally Determined Contributions by the countries of the region, energy efficiency efforts play a key role in saving energy and costs, improve national finances and contribute to emissions reduction. OLADE is promoting effective, rational policies for the development, processing and marketing of its member states energy resources. It aims to help them meet this goal through coordinated efforts and strategies to guide the execution of energy efficiency programs and projects in the different consumption sectors.

CANDIDATE OF THE FEDERAL REPUBLIC OF BRAZIL TO THE EXECUTIVE SECRETARY OF OLADE 22 In Latin America and the Caribbean, the transport sector accounts for 36% of final energy consumption, followed by the industrial sector with 32% and the residential sector with 16%, according to OLADE data. Therefore, energy efficiency plans and programs should center primarily on these consumption sectors to meet common goals. a. Specific Objectives: To strengthen national initiatives to replace inefficient equipment with more efficient, environmentally friendly technologies in the residential, business and transport sectors To support the creation of tools and strengthen national and regional energy information systems by designing energy efficiency approaches and/or indicators for the residential, business and transport sectors To build technical capacities with management tools for ongoing certification and comparison of energy consumption in public buildings through energy audits, funding mechanisms, economic incentives or models to implement energy efficiency projects b. Activities: Conduct initial energy consumption assessments in the residential, business and transport sectors Review each sector to be addressed, to gain an updated view and initial measurement of their energy demands, in order to target their energy efficiency efforts accordingly Implement pilot projects using the energy efficiency measures identified, in order to report actions that will contribute to emissions mitigation and reducing energy consumption in the countries of the region Verify the outcomes of the energy efficiency measures implemented in the different consumption sectors to demonstrate the benefits of implementing these projects and show results in future years Train those in charge of implementing energy efficiency projects and the public involved in developing them in the residential, business and transport consumption sectors c. Its numerous training initiatives use state-of-the-art techniques to offer proper training at a minimal cost, including a virtual option that has been well received among the 27 Member Countries and Algeria, the sole participating country. Over the years, a level of maturity has been reached both in designing courses and in using virtual platforms, which has been met with broad course attendance among state officials, the academia and the private sector. The main purpose of this sub-project is to provide a yearly technical capacity-building schedule to meet the countries needs with high-level instructors. a. Specific Objectives: To assess the training needs of OLADE s Member Countries To support technical updating for technical staff in state energy agencies, the academia and the private sector To provide yearly virtual training programs for the energy industry To expand program coverage by attracting various private sector players b.
