Williston s Water Resource Recovery Facility UPCOMING PROJECTS The City of Williston has several upcoming projects that for many City Engineers are a once in a lifetime leadership opportunity. Our newly completed Water Resource Recovery Facility (WRRF) is the first municipal facility of its kind in North Dakota. The WRRF has achieved a Class A level rating for its treatment of biosolids and has been designed as a long-term solution for the city. As a city that has experienced tremendous growth and continues to grow at almost four times that of the national average, the City of Williston is committed to constructing state-of-the-art municipal facilities that will fit the needs of our rapidly growing community for years to come. Completing the WRRF was only the beginning as we prepare for the future. Rendering of the upcoming Public Works Facility In June 2018, the City of Williston broke ground for the new Public Works facility, which will also house the Engineering department once completed in the fall of 2019. The new facility will be built adjacent to the current building; this is part of the City s commitment to redevelop underutilized spaces.

When XWA is complete, our current international airport, Sloulin Field, will go offline leaving 800 developable acres in the middle of Williston. The City of Williston has already begun working with consulting firms to form development ideas. As the City of Williston considers its plans for the future we have also had to consider how American cities and communities are changing. Our goal is to create strong, vibrant, sustainable communities where people can work, live, and play; mixed-use zones and walkable communities are going to help us achieve this. At present, the City of Williston has envisioned three phases in the redevelopment of Sloulin Field. Phase 1 includes a new civic center, repurposing the existing terminal and aircraft hanger, the construction of a pedestrian promenade, and a mixed-use zone with retail and other businesses at street level with living spaces above. Communal features in the plan for the first phase include an outdoor amphitheatre and a four season water feature that will serve as an ice skating area during our colder months. The City Engineer will serve as a project manager and perform supervisory, engineering, and administrative work assisting in both the office and field operations of the City s environmental, water, sewer, street, and Public Works projects in a manner which is consistent with the values, goals and positive image of the City of Williston. COMPENSATION AND BENEFITS The City of Williston offers a competitive salary to commensurate with qualifications and experience. City Engineer Summary: Performs supervisory, engineering and administrative work assisting in both office and field operations of the city s environmental, water, sewer, street and public works projects; Supervision Received: Supervision Exercised: City Administrator, Board of City Commissioners Exercises supervision over Engineering Department personnel FLSA Status: Exempt Essential Job Functions: 1. Develops department policies; plans, organizes, directs and coordinates all related engineering activities. 2. Confers with department heads and furnishes technical advice on all related engineering City projects. 3. Represent the City on engineering matters in various meetings with governmental agencies, private firms and general public. 4. Prepares department and project budgets annually. 5. Prepares construction cost estimates, calls for contractor bids and advises on the awarding of contracts; 6. Assists in applying for grants and federal funds. 7. Trains, mentors and evaluates department staff on routine basis. 8. Attends City Commission meetings to report and present information to Commissioners for public record; Responds to Commissioners requests for information and executes tasks as required. 9. Participates on various city and community committees; attends a variety of meetings related to the work. 10. Works closely with other City departments, community groups and agencies on various city projects and initiatives. 11. Supervise and administers public works improvements; prepares and updates city maps. 2. Permits construction projects, reviews plans and specifications submitted to the City. 3. Review building department permits for compliance with codes, regulations, standards, etc. 4. Provide project management for the construction of municipal public works projects. 5. Administer excavation and sidewalk permits. 6. Supervise, direct and coordinate public works projects with the contractor, utility companies, developers, and other city departments. 7. Provide preliminary and construction surveys and review of survey plats, consulting firms plans and specifications for City developments. 8. Performs other reasonably related duties as assigned by immediate supervisor and other management as required. Minimum Qualifications: Thorough knowledge of the principles and practices of civil engineering as applied to the development and construction of municipal public works projects. Considerable knowledge of the laws and ordinances relating to public engineering practices. Working knowledge of public works administration. Ability to plan, organize, supervise, and evaluate the work of others. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with employees and the public. Education: Graduation from a college or university with a Bachelor's Degree in civil engineering. Experience: Five years of progressively responsible experience in civil engineering including two years in a supervisory or administrative capacity. Necessary Special Requirement: Registration or eligibility for registration as a professional engineer in the state of North Dakota; valid North Dakota driver license or the ability to obtain one within thirty days. Desirable Requirement: Registration or eligibility for registration as a land surveyor in the state of North Dakota. Physical Demands: Work is performed in both office and field settings. Outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities, While performing the duties of this job, the employee is required to stand, walk, use hands to finger, handle, feel or operate objects, and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl; talk or hear; and smell. The employee must often lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment. Must be physically present in attendance at the worksite.
