1 CIRAD s scientific and technical cooperation projects co-funded by InterregIV: focus on capacitybuilding and cooperation with Dominica CIRAD Antilles Guyane Regional Direction dominique.martinez@cirad.fr CIRAD is involved in 4 cooperation projects co-funded by Interreg IV DEVAG: Caribbean network for the development of agroecologicalhorticultural system Banane Durable Caraïbe (participant) CaribVET: Reinforcementof the Caribbean Animal and VeterinaryPublic healthnetwork Cabaré: Caribbean network for the preventionand sustainablecontrol of emergingdiseasesof bananas DEVAG: Caribbean network for the development of agroecological horticultural system 7 partners (CIRAD, IIFT, IIHLD, UNICA, MARNDR, FAMV and OSU) from 4 Caribbean islands: Cuba, Haïti, Martinique and Guadeloupe. Project started in October 2009 and finished in December 2013 Objectives of the project: help implement innovative cropping systems to meet growing demand from local markets in fresh and healthy products, to reduce the negative impact of these crops on insular and fragile environments under high anthropic pressure Capacitybuilding : 92 persons (farmers and extension officers) trained in agroecological cropping methods 55 researchers trained in collective sessions 12 individual trainings for Caribbean scientists 2 ongoing PhD (1 Cuba, 1 Haïti) and 38 students and young professionals trained 1

2 BDC: Sustainable Caribbean Banana 8 partners from Dominica, the Dominican Republic, Guadeloupe, Martinique, Saint Lucia and Saint Vincent & the Grenadines Coordination : UGPBAN Project started in 2010 and will end in December 2014: closing meeting will take place in St Lucia October 2014, 80 participants & 11 caribbean countries Capacitybuilding: 120 trainees on diagnostic and control of Black Sigatoka, agronomy 120 participants (technicians/engineers) supported to attend conferences & meetings through 40 support missions vitroplants of Black Sigatoka-resistanthybrids transferred to the 3 Windwards Dominicain the BDC project : experimental plot with banana resistant hybrids 1 Nematology training Commitment to current and future project, the Minister of Agriculture Matthew WALTER will be present for the closing meeting CaribVET: Caribbean animal health network A collaborative network of veterinary services to improve Animal Health and veterinary public health in 33 Caribbean countries / territories «CaribVET» ( ) Objectives - Reinforcementof lab/epicapacities - Structure & reinforcement of national networks - Improvediseases control & surveillance - Set up an early system - Improve diseases knowledge in the Caribbean - Promote trade in the region CaribVET Members / Partners - 33 VeterinaryServices & Diagnostic labs - 6 Organisations: reg/international - 2 Universities (UWI, UG) - 2 Research organisms & ref. labs Capacitybuilding, a key component of the project Epidemiology: 2 Workshops and 1 long-term training (Europe) Research: 1 short-term training on transfert of methodology Diagnostic techniques: 5 training workshops organized: Avian Influenza, Ticks & Tick-borne diseases, West Nile virus and H1N1 Early response: Simulation exercises (mostly funded / USDA) Transfert of responsibilities (members of the C.U) in animation of WGs. In total85 personsfrom15 countries weretrained: Risk assessment, molecular epidemiology, veterinary epidemiology---- Simulation exercises (sample shipment, table top, regional, Rift Valley Fever emergence) Molecular & serological diagnostic of priority diseases (H1N1, AI, Newcastle Disease, Anaplasmosis, babesiosis, West Nile), quality assurance, biosecurity, GIS, Mentoring of 3 Young epidemiologists (Haiti, St. Lucia, Nevis): Epiprojects 2

I would like to highlight the relationships that exist between the Vet service and CIRAD for provision of technical guidance on issues as well. R. Thomas Participation in regionaltraining workshops H1N1, Risk Analysis, Incident Command systems, diseases prioritization Also partner of the VeterinaryEpidemiologist/ Para EpidemiologistProject ( ) Dominica partner of the FCR ResisT Project ( ), ticks resistances & control of T&TBD Assistance with development of national research & surveillance project (WN virus) Cabaré: Caribbean Network for the Preventionand SustainableControl of Emerging Diseases of Bananas Partnership: 5 operational partners from 3 Caribbean islands: Cuba, Guadeloupe & the Dominican Republic 10 beneficiary countries : Dominica, Grenada, French Guyana, Haiti, Jamaica, Martinique, Porto-Rico, St Lucia, St Vincent & Grenadines, Trinidad & Tobago Project started in 2011 and will end in Closing meeting will take place in June 2015 in Guadeloupe. Objectives of the project: create a network for the prevention and control of emerging diseases of banana in the Caribbean optimise disease control strategies based on disease-resistant hybrids Capacitybuilding isa key component of the Cabaré project A total of 110 people trained: Black Sigatoka symptoms identification,15-16 December 2010, Cirad-Martinique Black Sigatoka molecular diagnosis, April 2010, Cirad-Guadeloupe Black Sigatoka diagnosis training workshop, 25 october 2012, Dominica Virological diagnosis in banana, April 2013, Cirad-Guadeloupe 3 PhDs in the frame of the project (1 in Cuba, 1 in Guadeloupe, 1 in the Dominican Republic) Long term stays (up to 3 months) in partners labs to promote technological transfers 3

4 Dominica in the Cabaré project and network Dominica is one of the 10 beneficiary countries of the project. As such, it does benefit from all the technologial inovations that will come out of the project One of the 4 trainings organised took place in Dominica: 7 Dominican trainees: 6 from the agriculture ministry and 1 from the CARDI (Caribbean Agricultural Research and Development Institute) An additional 6 trainees from Dominica took part in the trainings on Black Sigatoka symptoms identification and virus diagnosis Dominicahas beenand remainsakeypartner ofciradinplant pathologyand banana research topics Moving forward: Interreg V programme will buildon existingcollaborative networks and technological platforms Strong partnerships exist in the Caribbean in agricultural R&D, as exemplified by numerous ongoing collaborative projects For the past 30 years, CIRAD and its Caribbean partners have been at the forefront of agricultural research and innovation CIRAD has developed partnership technological platforms and networks in the Caribbean that are unique in the region and instrumental for regional cooperation: InterregIV helped strengthen these platforms, paving the way to increased collaborations in the frame of Interreg V These assets are the core of future collaborative projects targeted towards the development of an agro-ecological agriculture in the Caribbean Interreg V: Towards an agro-ecologically intensive agriculture Bananas & plantains Caribbean platforms: R&D / innovation / training Food crops& fruit crops Animal & plant health, emerging diseases Management of the pollutions Researchand innovation network for the production of cooking and dessert banana for the Caribbean market Research and innovation network for or the integration of agro-ecological approachesin the fruit & vegetableproduction Caribbean animal and plant diseases surveillance networks Observatory of Caribbean agricultures, environmnt and territories Coordinating action Steering committee, capacity building, communication Partners Public / private Links with French overseas department Diplomatic/Institutional partners French Embassies network Regional organisations Caricom, AEC, OECS Regional& International technicalorganisations FAO, OIE, IICA, PAHO UWI Fundingbodies FEDER FED AFD 4
